Transport Committee | 06 June 2016 1 Griffith City Council COMMITTEE REPORT CLAUSE CL02 TITLE Proposed B-Triple Route - Patricks PortLink - Casella Family Brands to Sturt Highway FROM Mathew Vitucci, Traffic Engineer TRIM REF 16/36656 SUMMARY Council has received two applications from Patrick’s Portlink to provide access between Casella Family Brands located at 41 Wood Road Yenda to the Sturt Highway at Darlington Point via the Patrick’s Portlink Depot located off Mackay Avenue, Yoogali. The applications propose to utilise the following routes: Journey ID: AOFD-9 Version 2 – Wood Road, Burley Griffin Way, Mackay Avenue, Bridge Road, Jondaryan Avenue and Kidman Way; Journey ID: AOFD-9 Version 4 – Wood Road, Burley Griffin Way, Whitton Stock Route Road, Irrigation Way, Mackay Avenue, Jondaryan Avenue and Kidman Way. RECOMMENDATION The Committee recommend the refusal of Patrick’s Portlinks B-Triple applications to link Casella Family Brands, 41 Wood Road, to the Sturt Highway at Darlington Point via the Patrick’s depot off Mackay Avenue Yoogali. REPORT Council has received two applications from Patrick’s Portlink to provide access between Casella Family Brands located at 41 Wood Road Yenda to the Sturt Highway at Darlington Point via the Patrick’s Portlink Depot located off Mackay Avenue, Yoogali. The applications propose to utilise the following routes: Journey ID: AOFD-9 Version 2 – Wood Road, Burley Griffin Way, Mackay Avenue, Bridge Road, Jondaryan Avenue and Kidman Way; Journey ID: AOFD-9 Version 4 – Wood Road, Burley Griffin Way, Whitton Stock Route Road, Irrigation Way, Mackay Avenue, Jondaryan Avenue and Kidman Way. The assessment for the route has been divided into two sections, reflecting the two proposed routes. Journey ID: AOFD-9 Version 2 Patricks Portlink have applied to connect Casella Family Brands to the existing B-Triple network at Darlington Point along the Sturt Highway via their Yoogali depot located off Transport Committee | 06 June 2016 2 CL02 Proposed B-Triple Route - Patricks PortLink - Casella Family Brands to Sturt Highway Mackay Avenue. The application is for Modular B-Triples (35 metres) to access Wood Road, Burley Griffin Avenue, Mackay Avenue, Bridge Road, Jondaryan Avenue and Kidman Way. The proposed route has been gazetted as part of Griffith’s B-Double network. Sections of the route; Wood Road – between Casella Family Brands and Burley Griffin Way, Burley Griffin Way – between Wood Road and De Bortoli Road and Kidman Way – between Jondaryan Avenue and the Murrumbidgee/Griffith Local Government Area boundary; are also form part of Griffith’s Road Train network. In 2012, Transport for NSW approved Modular B-Triple access along the gazetted Road Train (36.5 metre) network west of the Newell Highway. Therefore Modular B-Triple access is already available along the sections of Wood Road, Burley Griffin Way and Kidman Way. Council staff have conducted an assessment of the proposed route between Wood Road and the intersection of Jondaryan Avenue and Kidman Way to ensure the existing network is suitable for Modular B-Triple vehicles. The gazettal of the proposal as a B-Triple route will have an impact on the existing traffic conditions along the proposed route. The introduction of B-Triple traffic will significantly reduce the amenity of the surrounding area and the safety of the proposed route. Before proceeding with the gazettal of the proposed route a number of significant upgrades should be completed to ensure the roads are able to cater for the increased size of vehicles utilising the route. There is also a number of drainage structures along the route would not support road train traffic and would have to be upgraded at considerable cost and with the consent of Murrumbidgee Irrigation. The accessway to the Patrick’s Portlink depot off Mackay Avenue has been constructed to cater for the manoeuvring of restricted access vehicles up to 26 metre long B-Doubles. Council has also received complaints from Riverina Nursery regarding heavy vehicles accessing Patrick’s depot in an unsafe manner, i.e.at high speed, and the relatively poor sight distance at the intersection with Pilloni Road. Therefore B-Triple access into the Patrick’s depot is unlikely to be approved unless the applicant can address these issues. Sections of the Burley Griffin Way, Bridge Road and Jondaryan Avenue road carriageway do not meet the width requirements specified in the RMS’s NSW Route Assessment Guide – Freight Route Investigation Levels October 2012. This includes the curve on Bridge Road at Mackay Avenue. Additionally, the majority of structures along Burley Griffin Way do not meet these requirements. The sections of the route which do not meet the RMS width requirements should be widened to accommodate B-Triple traffic. Mackay Avenue’s intersections with Burley Griffin Way and Bridge Road should be upgraded prior to the introduction of B-Triple vehicles. The upgrades should ensure that the efficiency and safety of the intersections are not compromised by the introduction of B-Triple vehicles. The intersection works should address the irrigation structures and railway level crossings adjacent to the intersection. The areas of pavement failure identified along Burley Griffin Way and Bridge Road should be repaired prior to the introduction of B-Triple vehicles. The proposed route has not been identified in Griffith’s Heavy Vehicle Strategy. Specifically, Bridge Road and Jondaryan Avenue are not identified as Road Train routes. The Strategy aims to reduce the amount of heavy vehicles travelling within the urban area of Griffith, especially vehicles larger than B-Doubles. The proposed route does not coincide with this objective, proposing the use of routes within Griffith’s urban areas. The proposed route should be revised and adjusted to reflect the Heavy Vehicle Strategy.     Daryl Maguire MP Member for Wagga Wagga PRESS RELEASE 22 September 2017 $23 MILLION ROAD RESEALING SEASON STARTS IN SOUTH WEST NSW As the weather improves, so too do the optimal conditions for road resealing – triggering the start of a $23 million program to be rolled out in the next seven months through south western NSW. Daryl Maguire MP, Member for Wagga Wagga said the NSW Government funded work will deliver 4.3 million square metres of much-needed resealing work from Yass to Wentworth, Hillston to Albury and everywhere in between from September to May next year. “More than 4.5 million litres of bitumen and 25,000 cubic metres of aggregate will be rolled out by Roads and Maritime Services in the next seven months,” Mr Maguire said. “The resealing process involves the resurfacing of roads to protect the underlying structure and provide a safe, textured surface for motorists to travel on.” More than 370 kilometres of resealing work will be carried out at various locations on the Sturt Highway, Silver City Highway, Olympic Highway, Irrigation Way, Cobb Highway, Snowy Mountains Highway, Barton Highway, Hume Highway, Riverina Highway, Kidman Way, Burley Griffin Way, Newell Highway, Mid Western Highway and Lachlan Valley Way. “Work will be delivered in mostly rural areas, some semi-rural areas and some urban areas, with some of this work will be delivered by local councils and industry partners on behalf of Roads and Maritime,” Mr Maguire said. “The South West sealing crew, consisting of 17 workers based at Narrandera, is one of three Roads and Maritime crews delivering this high-value, high-volume work across NSW.

DELEGATIONS / PRESENTATIONS & REGIONAL SIGNPOSTING ISSUES 1.1 Narrandera signposting issues Ashleigh referred to a sign on the Sturt Highway approximately 4.2 km east of Narrandera that welcomes visitors to “Riverina M.I.A.” and lists the distances to the Narrandera, Leeton and Griffith visitor information centres next to a Roman “i” symbol. The sign, which is understood to have been in place for some 25 years, is outdated and affected by graffiti. Ashleigh asked about the possibility of changing the sign so that it refers to the “Murrumbidgee Irrigation Area” instead of “M.I.A.” and features an italicised “i” symbol. Phil explained that the design of the sign is outdated and no longer available under the NSW Tourist Signposting Manual. David added that there are several signs near the boundaries of the Riverina Tourism area that welcome visitors to the area and give distances to visitor information centres.

The contributions of earlier generations, including the Elders, who have fought for their rights in managing the land, is valued and respected. Brewarrina Shire Council acknowledges that the Traditional Owners and their Nations of the Brewarrina Shire have a deep cultural, social, environmental, spiritual and economic connection to their land. Brewarrina Shire Council understands the need for recognition of Traditional Owner knowledge and cultural values in the development of the Brewarrina Local Strategic Planning Statement and supports the belief that by working together we can provide beneficial outcomes for Traditional Owners and all people of the Brewarrina Shire. 1 FOREWARD A vision for our Shire in the future is reflecting a clear set of aspirations formed through the community feedback. WHAT DOES THIS STRATEGY DO? This Local Strategic Planning Statement (LSPS) sets the framework for the economic, social and environmental land use needs over the next 20 years. The LSPS has also taken account of land use planning in adjacent Councils. It also works with Council’s Community Strategic Plan (CSP) and Local Environmental Plan (LEP). The LSPS gives effect to the Far West Regional Plan, implementing the directions and actions at a local level. The LSPS planning priorities, directions and actions provide the rationale for decisions about how we will use our land to achieve the community’s broader goals.
