Structure of the HS2 Phase One Environmental Statement The Environmental Statement (ES) documentation comprises: Non-technical summary (NTS) – which provides a summary in non-technical language of the Proposed Scheme, the likely significant environmental effects of the Proposed Scheme, both beneficial and adverse, and the means to avoid or reduce the adverse effects; Volume 1: Introduction to the ES and the Proposed Scheme – This describes High Speed Two (HS2), and the environmental impact assessment process, the approach to consultation and engagement, details of the permanent features and generic construction techniques as well as a summary of main strategic and route-wide alternatives and local alternatives (prior to 2012) considered; Volume 2: Community forum area reports and map books – 26 reports and associated map books providing an assessment of local environmental effects in each area; Volume 3: Route-wide effects – provides an assessment of the effects of the Proposed Scheme where it is not practicable to describe them within the CFA descriptions in Volume 2; Volume 4: Off-route effects – provides an assessment of the off-route effects of the Proposed Scheme; Volume 5: Appendices and map books – contains supporting environmental information and associated map books; and Glossary of terms and list of abbreviations – contains terms and abbreviations, Report – Stoneleigh, Kenilworth and Burton Green/No 18 | Introduction 1 Introduction 1.1 Introduction to HS2 1.1.1 High Speed Two (HS2) is a new high speed railway proposed by the Government to connect major cities in Britain. Stations in London, Birmingham, Leeds, Manchester, South Yorkshire and the East Midlands will be served by high speed trains running at speeds of up to 360kph (225mph). 1.1.2 HS2 is proposed to be built in two phases. Phase One, the subject of this ES, will involve the construction of a new railway line of approximately 230km (143 miles) between London and Birmingham. Construction will begin in 2017 and the line will become operational by 2026; with a connection to the West Coast Main Line (WCML) near Lichfield and to the existing HS1 railway line in London. 1.1.3 During Phase One, beyond the dedicated high speed track, these high speed trains will connect with and run on the existing WCML to serve passengers beyond the HS2 network to destinations in the north. A connection to HS1 will also allow some services to access that high speed line through east London and Kent and connect with mainland Europe via the Channel Tunnel.

Purpose of the Statement The purpose of this statement is to provide the Local Plan Inspector and those attending the Examination in relation to Matter 7c with details of the proposed A46 Link Road. It is not designed to form a rebuttal to any individual representations which have been made in response to the questions posed by the Inspector on Matter 7c. 2. Context Warwickshire County Council, in conjunction with Coventry City Council and Warwick District Council, is exploring ambitious proposals to ensure that the sub-region and its economy continues to benefit from a high quality transport network which supports access to jobs, improved business to business connectivity and sustainable housing and employment growth. Solihull Metropolitan Borough Council is joining with its Coventry and Warwickshire partners to explore these proposals. Coventry and Warwickshire has the fastest growing economy within the West Midlands. Infrastructure investment is needed in key corridors such as the A45 and A46 to provide the conditions for businesses to continue to invest in the area. An efficient transport network with sufficient capacity and resilience is key to maintaining and supporting future growth. The current major investment at Tollbar End near Coventry on the A45/A46 along with committed improvements at Binley (A46/A428) and Stanks near Warwick (A46/A425/A4177) demonstrate the importance of this corridor to the sub-regional economy. There is also an aspiration over time to see the A46 become an ‘Expressway’ between the M6/M69, M40 and M5.

    THE RESPONSE OF THE BURTON GREEN PARISH COUNCIL TO THE COVENTRY LOCAL MODELLING REPORT, DECEMBER 2016. INTRODUCTION This parish council considers that the projections of population and employment growth since the base year of 2013 up to 2034 may be unreliable. More importantly, we believe that the Planners have failed to recognise the impact of neighbouring housing developments on our transport infrastructure and in so doing have reached a conclusion: “the Cromwell Lane development does not have a significant impact on the total network delay or average speed” which is unsustainable. GROWTH IN HOUSING AND JOBS It is possible, if the Modelling Report is to be believed, that the population will grow by 18% and another 25,000 houses will be built in the period between 2013 and 2034 but it is also possible that these forecasts could prove wide of the mark. Projecting the future, in an uncertain world, is a precarious occupation whatever models are used, especially when it comes to predicting jobs. It seems that the consultants from Parsons Brinckerhoff, a multinational engineering and design firm, anticipate 28,200 new jobs in this period. For example, 15,000 jobs with the Friargate Regeneration Scheme, 4,250 at Eastern Green,1191 in the town centre and 5,000at Whitley/Whitley East and so on. Hopefully these assumptions are sound but they may be over optimistic. Certainly the positivity of this report conflicts sharply with the report by the respected Institute of Public Policy Research, “Britain in the 2020s.”According to the authors, the world of work will be revolutionised, with millions of jobs in retail and manufacturing disappearing as a result of automation and the internet.
