Built 1912-13; Herman Lee Meader, architect; New York Architectural Terra Cotta Co., terra cotta. Landmark Site: Borough of Manhattan Tax Map Block 609, Lot 7. On June 22, 2010, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the 154 West 14th Street Building and the proposed designation of the related Landmark Site (Item No. 5). The hearing had been duly advertised in accordance with the provisions of law. Three people spoke in favor of designation, including representatives of New York Assemblymember Deborah J. Glick, the Greenwich Village Society for Historic Preservation, and the Historic Districts Council. Summary The 154 West 14th Street Building (1912-13), a 12-story speculative loft structure constructed for lawyer-banker and real estate developer Leslie R. Palmer, was the first completed New York City design by architect Herman Lee Meader, with whom Palmer collaborated on five projects. The building’s location at the prominent intersection of 14th Street and Seventh Avenue anticipated the southward extension of Seventh Avenue and its new subway line, and benefitted from its proximity and direct access to the Holland Tunnel and west side freight terminals. Arranged in a tripartite base-shaft-capital composition with large window areas, it is a striking and unusual example of a large loft building partly clad in terra cotta – on the three-story base, on the spandrels between the white-brick piers of the midsection, and on the upper portion.

    Philip Habib & Associates Engineers and Planners • 102 Madison Avenue • New York, NY 10016 • 212 929 5656 • 212 929 5605 (fax) 100 VARICK STREET: ZR 13-451, SPECIAL PERMIT FINDING NARRATIVE RESIDENTIAL GROWTH PARKING STUDY ANALYSIS March 3rd, 2016 Background and Summary of Findings: This report summarizes the analysis of residential growth and off-street parking changes in the vicinity of the Tribeca/Soho neighborhood in Manhattan pursuant to Section 13-451 of the New York City Zoning Resolution (Special permit for additional spaces for residential growth, or the “Special Permit”). The analysis is in support of an application by Bizzi & Partners Development LLC (the “Applicant”) to the New York City Planning Commission (“CPC”) for a proposed parking garage (the “Proposed Project”) within a proposed residential building at 100 Varick Street on Manhattan Block 477, Lots 35, 42, 44, 46, and 71-76 (the “Project Site”). The project site is an irregular shaped lot located on the northeast corner of the intersection of Varick Street and Watts Street. The proposed 260,240 square-foot (SF) residential building would comprise 115 dwelling units in 25 stories. The proposed project is anticipated to be completed in 2018. Currently, the lots on the project site are vacant but owned by the Applicant. The required analyses found that the 42 spaces proposed by the Applicant, 23 of which are as-of- right for the 115 proposed dwelling units, in the proposed parking garage at 100 Varick Street are reasonable and not excessive in relation to recent trends within close proximity to the project site. There has been a net increase of 3,654 housing units (in new construction, conversions, and expansions) within the prescribed one-third mile Study Area surrounding the project site during the ten-year lookback period and extending until 2018 (the proposed project’s build year), during which there has been a net decrease of 167 off-street residential parking spaces.

The owner's representative took no position at the public hearing.1 Summary The red brick building at 504 Canal Street is part of a rare surviving cluster of early nineteenth-century structures in lower Manhattan on a block partially created on landfill and located close to the Hudson River waterfront. It was built c. 1841 on a site on the south side of Canal Street between Greenwich and Washington Streets by Robert Stewart, an heir of the Lispenard family, and its history is closely linked with that of the building at 480 Greenwich Street/502 Canal Street. Greek Revival in style with an impressive trabeated granite storefront, the building harmonizes with its Federal style neighbors in its brickwork, window detail, and sloping roof. The building has always had commercial space at the ground story with residential accommodations above. Its presence is a striking reminder of the initial phase of the development of New York City in the years of the early republic.

The hearing was duly advertised in accordance with the provisions of law. There were four speakers in favor of designation, including representatives of the New York Landmarks Conservancy, the Society for the Architecture of New York, the Historic Districts Council and the Greenwich Village Society for Historic Preservation. There were no speakers in opposition to designation. A letter in opposition to designation was received from the owner. Summary The 32 Dominck Street House was one of twelve Federal style brick row houses (nos. 28 to 50) built in c. 1826 on the south side of Dominick Street between Hudson and Varick Streets; and was one of the five houses (nos. 28 to 36) constructed by builder Smith Bloomfield. A secession of tenants lived in the house while owned by Bloomfield and it was sold by the executors of his estate to Mary McKindley in 1866. Her heirs conveyed it to John F. Wilson, a carpenter, in 1878. Wilson’s devisee sold it to the Church of Our Lady of Vilnius, which used it as a rectory. The church, located on Broome Street, was founded to serve the Lithuanian Catholic community and closed in 2007.
