PROJECT REPORT SPECIAL ASSISTANCE FROM NABARD FOR SECONDARY SCHOOLS UNDER RIDF-XIII (IMPROVEMENT OF SECONDARY SCHOOLS IN PUNJAB) EDUCATION DEPARTMENT PUNJAB INTRODUCTION Punjab has made a rapid progress in the field of Secondary Education. The cherished goal of universal access to Secondary Education has been achieved long back. State has Secondary school at a nominal distance as per norm in the state. Apart from non Government schools, 5439 secondary and senior secondary Government schools are functioning with more then 13 lacs students on the roll. Punjab has decennial population growth rate of 20.81% which shows a lack of interest to enroll their children in Government schools. Thus lack of interest may be attributed to the poor. The sudden increase in number was not immediately followed by provision of infrastructure. Schools were started at whichever place was available in the villages. Some schools do not have any building of their own. These are running from rented community buildings. The 5351 Secondary schools have buildings of their own which is not a mean achievement but which needs further consolidation by completing these buildings by way of class rooms, compound wall, gates, varanda and utilities like drinking water facilities toilets and separate toilets for girls children. Conditions lacking school rooms and basic amenities. To improve the situation a concerted effort needs to be noted that more than 95% of the secondary schools have buildings of their own which only need to be augmented to full functionality by providing more class rooms and other infrastructure in the existing schools. To assess the building/infrastructural requirements of the schools, a survey was conducted for collecting the desired information from the needy schools. On the basis of above information, schools have been classified for their various requirements. On the basis of these requirements, cost estimates have been prepared to complete these requirements. Cost estimates have been prepared to complete the building needs of all the schools. The consolidation aspect will be taken up as a project to be called “Special Assistance to Secondary Schools” and will be divided in three phases. The schools which have no buildings shall be taken up for construction of buildings. In other schools where building requirements are deficient, provision is being made for their augmentation. An effort will also be made to build their buildings and to beautify them with community participation through village education committees. The project envisages to achieve the following objectives:- • Proper accommodation in schools will definitely enhance the learning capability of the children, as the learning environment will improve substantially. • Envisaged community as well as PRI,s participation will involve the community in an effective manner in construction as well as management of secondary schools. • Employment generation will be encouraged as local artisans and labour shall be used in execution of the construction. • Imparting quality education shall be possible in these schools as there will be proper space available for storing various teaching and learning materials that will be involved by the used of better teaching methodology. Science the pedagogical and child centered aspects will also be kept in mind while designing and constructing these school building. It will help in facilitating joyful learning by the child. PRI CONTIBUTION Traditionally education has remained in the community domain Gurukuls and teachers had been supported by community since age. People of Punjab have never hesitated to contribute for the common cause of the community. Village schools are the living testimony of such contribution Lad for the schools has been donated either by the individuals or Panchayats for constructions of schools. School buildings have been constructed mainly by contribution coming from individuals, panchayats or funds raised collectively. But this should not be strange as concept or Kar Seva is ingrained in the Punjabi culture. “Special Assistance Secondary Schools” has been conceived on this very, as project is huge and can not be achieved by Government. Alone so it seeks a very active participation of the village community, individuals and panchayats and it is workable as whenever Government has initiated any development project for the village with active participation of the community both by way of funds and labour it has been completed well of schedule as there is nothing comparable to Lokshakti. May it be link road, Dharamshala or anything else. Flow of Funds Department of Finance will release funds to the Department of Education, which in turn, will release funds to Deputy Commissioner. The concerned Deputy Commissioner will release the funds to the concerned Panchayat. The Village Panchayat will put the funds at the disposal of Village Education Development Committee (VEDC). Account will be operated jointly by the Chairman and Member Secretary, VEDC will submit progress report and expenditure statement to Deputy Commissioner and the District Education Officer (SE). The Deputy Commissioner will certify all progress reports and expenditure to NABARD. All the rules and procedures of decentralized planning, district planning, will be observed by the Deputy Commissioner. The NABARD officials will periodically monitor and review the progress. Cost Estimation and Quality Norms All Construction will be done as per the drawing made by approved architect. Superintending Engineer Panchayati Raj will be the competent authority to prepare and approve detailed costing with physical quantities and dimension/technical specification of each sub-component (attached). Quality control norms of Public Works Department (B&R) will be applicable. The administrative sanction will be accorded by the Secretary Education, Punjab. Work will be allotted and completed as per rules followed in decentralized planning. Deputy Commissioner will be authority to sanction the expenditure under the project. PROVISION OF NEW ADDITIONAL INFRASTRUCTURE TO BE PROVIDED UNDER NABARD PROJECT 1 Building less Schools Out of surveyed 1752 High and 1339 Senior Secondary Schools 0 schools have been reported building less. 2 Additional Classroom Out of the 351 schools from which information was received. 351 Schools have shown need of class rooms varying from 1 room to 6 rooms. No. of No. of Additional Single Rooms Double Rooms Class Rooms required Schools 351 1615 05 805 As per above table there is a requirement of 1615 class rooms. 3 Other Rooms There are 351schools which require 594 other rooms as principal room, staff room, sports room, computer room, library room, etc. Each room will be of area 306 Sqft. 4 Science Laboratories Government schools provide education in various fields i.e. arts vocation, commerce and science. It is generally observed that less number of students opt this stream and hesitate to opt science group. Though science subject is taught in the Middle and High schools but some students opt this stream. At present out of 1339 senior secondary schools science group is being run by 352 schools. To popularize the teaching of science subject in the high and senior secondary schools, more science laboratories are required to be constructed in these schools, so that education could be provided in science stream in the rural area too. In the first instance 726 science laboratories are required to be constructed in 351 High and Senior Secondary schools. Boundary wall is essential feature of the school buildings. In the 1st phase approximately 351 schools of the state will be provided boundary walls. Under this scheme funds will be provided to village Panchayats which would be spent by the VEDCs to ensure quality and timely implementation. The estimated fund for 309708 ft. long and 5 ft. high boundary wall @ 216/- per running ft. is Rs. 66896928/- 6 Drinking Water Facility Drinking water facility is the basic need of every school. However the adequate drinking water facilities are not available in the schools of the state. Under this scheme postable water will be provided to 328 Secondary school. These funds will be given to the Panchayats to be spent under the supervision of VEDC which will ensure its quality and timely implementation of the scheme. One school will be given Rs. 50000/- for water supply system. 7 Toilets Toilets facility is the basic need of every school. Non availability of this facility in the schools is the major concern of everybody and most glaring deficiency. Moreover, separate toilets for girl students and lady teachers are equally essential. Most of the schools have provided these facilities at their own level. Yet a good number of schools still lack to have this basic amenity. Under this component 1482 numbers of toilets are to be provided in 351 schools. Each toilet will be of area 184 sqft. 8 Furniture/Seating Arrangement More 80% population is living in the rural areas. The rural folk can not afford to send their children to private schools. Hence they put their wards in these Government Schools. Traditionally, the Village Panchayats and community actively participate to provide such basic facilities to the school children especially in the countryside. To provide seating arrangement to children is the basic need of the schools.
