Housing Land Audit | 2019/20 Update Programming vs. Actual Completions Programming In last year’s 2018/2019 Housing Land Audit we programmed, based on This upturn in completions was predicted to continue. However, due to market intelligence and HLA data analysis, that 385 units would be the Covid pandemic we expect to see a reduction in completions for completed during the 2019/2020 period. However, the actual completions 2020/21. Analysis of Building Warrants for 2020/2021 indicates recorded for 2019/20 exceeded this figure with 399 new homes being approximately 165 completion certificates for new dwelling houses have delivered. been issued since the 1st April 2020 to 31st December 2020. This therefore aligns with our predicted programming for 1st April 2020 till 31st March 2019/20 Programming vs. Actual 2021 of 211 new homes . Before the pandemic we had anticipated to see approximately 529 new homes complete during 2020/21 (See Table below Completions New Homes for programming analysis pre-Covid and our current position). Programmed for 2019/20 385 Analysis of the data confirms that approximately 248 new homes have New Homes 399 been delayed due to the Covid pandemic. However, these units have not Delivered been lost; instead the delivery of these new homes has been pushed back by the developers into years 2021/22 and 2022/23 resulting in an upturn in programming for these years (See Table Below). Last year the story was similar with 368 new homes programmed for 2018/19, however, 410 new homes were actually delivered during this period. The 2018/19 completions data along with the 2019/20 data New homes programmed in North Ayrshire over demonstrates a sustained market upturn in North Ayrshire (See Appendix the next 5 years 1 for Historic Completion data). This sustained increase in completions demonstrates the hard work and success of the collaborative input of 721 both the public and private sectors to boost housing delivery. 631 591 529 547 551 479 Figure 7: New 404 Homes at 339 Ardrossan Road, 211 Seamill (NA 1104). 52 new homes were 2020/21 2021/22 2022/23 2023/24 2024/25 delivered during 2019/20 No. of New Homes Programmed in 2019/20 (Current with 31 for affordable rent Programming in light of Covid) and 21 on the No. of New Homes Programmed in 2018/19 (pre- private market. Description Planning permission is sought for a major residential development on greenfield agricultural land to the north east of Girdle Toll and west of Lawthorn in Irvine. The 6.2ha site is roughly rectangular in shape and lies to the east of the Sourlie Roundabout, which forms the junction of Lochlibo Road and Cairnmount Road (A736). The site is bisected by a single track rural road which follows a north easterly alignment from its junction with the Old Toll House on Lochlibo Road towards the open countryside beyond the town boundary. Between Sourlie Roundabout and the single track road, the site consists of a gently sloping field which now appears to be disused, although was known to be used for silage production in previous years. The field is bounded by well-defined broadleaved hedgerows and there is a narrow woodland belt along its western boundary with the A736. To the east of the single track road is a well-maintained grass field on sloping ground that is currently used for sheep grazing.
