The proposed project is Phase 2 (Gran Plaza Power Center) of a larger Gran Plaza commercial development project. Phase 1 (Gran Plaza Outlets) was approved in April 2012 and the Final Environmental Impact Report (SCH No. 2008111004) was certified.1 Approximately 285,000 square feet of the approved 561,650 square foot Gran Plaza Outlets has been constructed and is now open for business. A detailed project description is provided herein in Section 2. The project Applicant is Gran Plaza, LP, 9034 West Sunset Boulevard, West Hollywood, California 90069. This Environmental Impact Report (EIR) analyzes the proposed project’s short-term (construction- related) impacts and long-term (operational) impacts. The City of Calexico (as Lead Agency for this project) circulated a Notice of Preparation (NOP) and an Initial Study for a 30-day period to inform the public and other agencies that a Draft EIR will be prepared for the proposed project. In addition, the NOP and the Initial Study indicated the scope and extent of the environmental analysis that should be considered in the Draft EIR. A copy of the NOP, Initial Study, and the comment letters received, following the conclusion of the 30-day review period, are included in Appendix A.
