This Environmental Impact Report (EIR) analyzes the proposed project’s short-term (construction- related) impacts and long-term (operational) impacts. The City of Calexico (as Lead Agency for this project) circulated a Notice of Preparation (NOP) and an Initial Study for a 30-day period to inform the public and other agencies that a Draft EIR will be prepared for the proposed project. In addition, the NOP and the Initial Study indicated the scope and extent of the environmental analysis that should be considered in the Draft EIR.
