Las primeras pertenecen al viejo mundo y las segundas son del nuevo. Puerto Rico ha sido prolífico en reinas. Ya en el Siglo XIX se celebraban fiestas de pueblo donde se escogían a sus reinas para celebrar el triunfo de la espiritualidad sobre la frivolidad y como representante de la monarquía regente. Reinas de Puerto Rico es un intento de identificar todas las damas de nuestra sociedad que de una u otra forma han representado a sus pueblos o al País en los reinados de carnaval, fiestas patronales, fiestas especiales y certámenes de belleza. Estas jóvenes pertenecen a la historia folclórica de Puerto Rico y con este trabajo le damos reconocimiento. ¡Qué viva la Reina! Flor M.     Communications Status Report for Areas Impacted by Hurricane Maria October 12, 2017 The following is a report on the status of communications services in geographic areas impacted by Hurricane Maria as of October 12, 2017 at 11:00 AM EDT. This report incorporates network outage data submitted by communications providers to the Federal Communications Commission’s Disaster Information Reporting System (DIRS). DIRS is currently activated for all counties in Puerto Rico and the U.S. Virgin Islands. Note that the operational status of communications services during a disaster may evolve rapidly, and this report represents a snapshot in time. It should also be noted that some communications providers have not yet reported in DIRS, so outage information almost certainly is not complete. The following counties are in the geographic area that was covered by the DIRS activation as of this morning (the “disaster area”). By letter dated June 24, 1999, we inquired into possible violations of Section 325(a) of the Communications Act of 1934, as amended ("the Act"), 47 U.S.C. § 325(a), and Section 73.1207 of the Commission©s Rules ("the Rules"), 47 C.F.R. § 73.1207. In pertinent part, these provisions prohibit broadcasters from retransmitting programs or portions of programs of other broadcasters without the express authority of the originating station. Our letter cited complaints alleging that, on March 11, April 16, and May 20, 1999, WAPA rebroadcast segments of the programming of Station WKAQ (AM), San Juan, without first obtaining WKAQ©s consent to the rebroadcasts. In your response, dated July 19, 1999, you admit that WAPA rebroadcast three segments of WKAQ©s programming, on March 11, April 16, and May 20, 1999, without first obtaining permission from WKAQ to do so. You claim, however, that this conduct was justified "as a matter of self-defense" in response to "defamatory and offensive conduct by WKAQ" through one of its employees. Specifically, you claim that Luis Francisco Ojeda, of WKAQ, has engaged in a protracted campaign of insults against you for more than a year. As evidence of this campaign, you cite the WKAQ programming excerpts which WAPA rebroadcast, in which Mr.

    Constitución del Estado Libre Asociado de Puerto Rico [Preámbulo] Texto Nosotros, el pueblo de Puerto Rico, a fin de organizarnos políticamente sobre una base plenamente democrática, promover el bienestar general y asegurar para nosotros y nuestra posteridad el goce cabal de los derechos humanos, puesta nuestra confianza en Dios Todopoderoso, ordenamos y establecemos esta Constitución para el Estado Libre Asociado que en el ejercicio de nuestro derecho natural ahora creamos dentro de nuestra unión con los Estados Unidos de América. Al así hacerlo declaramos: Que el sistema democrático es fundamental para la vida de la comunidad puertorriqueña. Que entendemos por sistema democrático aquél donde la voluntad del pueblo es la fuente del poder público, donde el orden político está subordinado a los derechos del hombre y donde se asegura la libre participación del ciudadano en las decisiones colectivas.
