Eldo Peters is a 32-year-old father of two living in Beaufort West. He was born and raised in the town and also received much of his schooling there. A young and rebellious Eldo was sent to Cape Town to complete his matric year in an attempt to steer him away from drug and alcohol abuse. Eldo explains this phase was a misguided attempt to acquire street credibility ± something he lacked due to his father's involvement with the apartheid regime.

Struggling to get a job, and with no vision, he worked as a handyman in the local area ± first for other people, and then on his own. A keen interest to work with his hands drove him to answer a recruitment advertisement for a proposed leather factory in a local newspaper in 2002. The leather factory was initiated as a job-creation project and was driven by the Council for Scientific and Industrial Research. He was employed, sent to Cape Town for training, and today works as the Beaufort West factory manager.

His six days a week, eight hours a day job earns him R1,300 per month. This is only sufficient to cover living expenses, forcing Eldo to take short-term loans. The financial pressure experienced since his wife stopped working to look after his sickly mother has necessitated the intake of boarders to help the Peters family make ends meet.

Eldo regards life in this Central Karoo town as bearable, citing the friendliness of people as a positive factor. But racial divisions persist and social ills abound. The spread of HIV and AIDS is a major concern, as is the youth's lack of vision that fuels their experimentation with drugs and alcohol.

Having been there himself, Eldo is adamant about the importance of obtaining a proper education. This, he believes, will enable his two children to have a better life.

Description The idea is to locate a correctional facility to the area around Beaufort West in Central Karoo Central Karoo has a central location and very good road (N1, N12) and railway connections meaning that prisoners could easily be transported from otherwise overcrowded prisons in Cape Town and Gauteng

Economic rationale Locating the facility to a rural region would mean substantially lower labour costs than in the metros Transportation costs are expected to be lower than in other rural regions because of the good location and well functioning infrastructure As a side effect there is potential for manufacturing within the facility using the prisoners as a labour pool

Economic rationale Today apricots of lower quality cannot be exported and need to be sold locally at a low price With appropriate storage facilities these apricots could, however, be used in jam production or sold as dried fruit Exporting not only fresh fruit but also jam and dry fruit could substantially increase the income from apricot production
