During the interactive dialogue at the Human Rights Council’s thirty-sixth session, many States requested the Special Rapporteur pay particular attention to the human rights impact of the political situation ahead of the national elections. As the annual report to the Council was submitted before the election held on 29 July 2018, this addendum seeks to analyse the human rights situation in Cambodia during the electoral period, as well as the impact of the elections thereon. This addendum includes information up to 15 August 2018, when the final results were announced. Many of the concerns related to legislation and individual cases have previously been raised with the Royal Government of Cambodia in communications. A draft of this addendum was shared with the Government on 20 August. This addendum includes information on specific cases and alleged violations of human rights received by the Special Rapporteur. Some names and other personal identifying details have been withheld where divulging them may place the source at risk: details have only been included with the explicit informed oral consent of the source. Only information considered reliable and credible has been included. -

Both the EU and NATO have had a proactive policy in the region, and various cooperative arrangements have been made to enhance multilateral mari- time governance in the Black Sea. Numerous regional mechanisms for interaction and cooperation among the littoral states have been set up, such as the Organization of the Black Sea Economic Cooperation (BSEC), the Black Sea Forum for Dialogue and Partnership (BSF) and the Black Sea Initiative of the EU (BSI). In January 2011, the European Parliament adopted a resolution on the Black Sea, reflecting the fact that since 2005 the region itself has entered a new modus operandi. -

The study is implemented in three stages: the period preceding the official pre-election promotion (May 31 - June 6, 2021), the official campaign (June 7-18, 2021) and the post- election period (from the closing of polling stations on June 20 to June 27, 2021). The current report presents the results of the first half of the second of the mentioned stages - from June 7 to 12, 2021 (see below the monitoring methodology). As in the first report (May 31 - June 6, 2021), the monitoring team highlights that the severity of the political struggle and the unprecedented number of political forces participating in the elections (26) resulted in active coverage of the campaign by the media. -

Introduction The purpose of this contribution is to explore and discuss one of the most re- markable developments in Armenia over the course of the past two years. Un- like many other incidents that shattered stability in the country following inde- pendence, the non-violent yet revolutionary events of April 2018 reverberated positively not only in Armenia, but far beyond its borders too. One and a half years later, the peaceful transition of power in Armenia is still largely regarded as an undeniable achievement in democracy-building. In many ways, it did exceed the most optimistic expectations of domestic and international observers. However, deeply-rooted and systemic challenges in ensuring the country’s security and resilience are mounting, and many remain unresolved despite the high expectations placed on the new authorities. Given the rapid pace, complexity, and uncertainty of these developments, this contribution reviews the most relevant events that unfolded during and after the revolution, and the most likely further scenarios. Mobilization and Non-Violence Beyond Expectation The world applauded the Armenians for the non-violent transfer of power in April-May 2018, known as the “Velvet Revolution” or “the Revolution of Love and Solidarity”.1 Without a single shot being fired, on 23 April 2018, former president-turned-prime minister Serzh Sargsyan handed the reins of power to Nikol Pashinyan after a decade in power. Pashinyan was a former journalist and political prisoner-turned-opposition MP, and an exceptionally charismatic and talented revolutionary leader. -

The Armenian liberation torch sanctified by Hayk Nahapet (Patriarch) passed over from Hayots Dzor1 to Avarayr, Zeytun, Sasun, Sardarapat and has reached Artsakh. The heroes sacrificing their lives for the liberation of the Fatherland are immortalized. Hayk Lake Van 1 Մովսէս Խորենացի, Պատմութիւն Հայոց, Երևան, 1991, էջ 32-37: The year 2008 marked the 4500th anniversary of the victory of the Armenian Patriarch Hayk against Bel at the battle of Hayots Dzor (on the shore of Lake Van). Thе calendar calculation of the date based on the periodicity of “Hayk’s Cycle” of the “Ancient Armenian era” was done by the famous Armenologist Ghevond Alishan (1820-1901) (Ալիշան Ղ., Յուշիկք հայրենեաց Հայոց, հ. Ա, Վենետիկ, 1920, էջ 85). There was no leap-year in the ancient Armenian era, since a year was always considered to consist of 365 days; hence the year and the date were movable. Thus 1460 years, according to the Julian calendar, amount to 1461 years, according to the Armenian Calendar. By such periodicity of the “Cycle of Hayk”, 2492 BC denotes the year of Hayk’s victory. The beginning of the victorious year was Navasard 1 (=August 11). New discoveries connected with the observations of the starry sky (the 6th millennium BC - Zorats kar (Karahunj), the first half of the 3rd millennium BC - Metsamor), archaeological excavations and petroglyphs in the Armenian Highland, bear witness to the deep Haykian roots, and that the glorious victory of Hayk symbolized the beginning of a very important new epoch of the Armenian history. -

ILGA-Europe in brief ILGA-Europe is the European Region of the International Lesbian, Gay, Bisexual, Trans & Intersex Association. ILGA-Europe works for equality and human rights for lesbian, gay, bisexual, trans & intersex (LGBTI) people at European level. ILGA-Europe is an international non-governmental umbrella organisation bringing together 408 organisations from 45 out of 49 European countries. ILGA-Europe was established as a separate region of ILGA and an independent legal entity in 1996. ILGA was established in 1978. ILGA-Europe advocates for human rights and equality for LGBTI people at European level organisations such as the European Union (EU), the Council of Europe (CoE) and the Organization for Security and Cooperation in Europe (OSCE). ILGA-Europe strengthens the European LGBTI movement by providing trainings and support to its member organisations and other LGBTI groups on advocacy, fundraising, organisational development and communications. ILGA-Europe has its office in Brussels and employs 12 people. Since 1997 ILGA-Europe enjoys participative status at the Council of Europe. June 21, 2021 PRELIMINARY ANNOUNCEMENT June 20, 2021 Early Parliamentary Election Voting and Counting Process The Akanates observation mission conducted both long-term and short-term observation of the June 20, 2021 early parliamentary election in Armenia. The mission deployed 580 observers to a sample of 300 polling stations across the entire territory of Armenia. In addition, 22 mobile observer teams visited another 150 polling stations outside of the sample, and 33 observers followed the activities of 33 territorial electoral commissions (TECs). The polling stations included in the sample of 300 were selected through a random representative sample and include a parallel vote tabulation (PVT) exercise. The PVT statistical approach provides a reliable measure for evaluating election-day processes, including polling station opening, voting, polling station closing, and summarizing the results, as well as the distribution of votes among parties. Although the observation mission did not cover all 2008 polling stations, sample-based PVT still allows to speak of the electoral process and results received, at the national level. It can verify or question the official election results which can help build confidence in the electoral outcome․ According to our observations, election day saw engaged and active participation from citizens. The process was fundamentally organized, smooth, and without serious violations. Nevertheless, a number of polling stations had a palpable level of tension, mostly due to the presence of unauthorized persons inside the polling station, who sometimes directed voters, exceeded the maximum number (2) of proxies per political party and cast the secrecy of vote into doubt. Although violations were noted on the part of representatives for multiple parties and alliances (I’m Honored Alliance, Prosperous Armenia Party, Civil Contract Party, Awakening National Christian Party, Armenian National Congress Party, Shirinyan-Babajanyan Democrats’ Alliance), the majority of violations involved representatives of the Armenia Alliance.
