ADDENDUM NO. 2 RFP NO. RTA/RP 0110-16: STATION AGENT PROGRAM SERVICES DATE PREPARED: SEPTEMBER 23, 2016 TO ALL PROSPECTIVE PROPOSER, THE FOLLOWING CHANGES ARE MADE: REF. Evening Commute: SECTION TWO: Scope of Work A2.1 2.3: Staffing Requirements and Hours DELETE page 15 in its entirety and of Service REPLACE with revised page 15, attached. Revisions in Price Schedule A and B A2.2 SECTION THREE: Proposal Form No. 1 DELETE pages 22-23 in its entirety and REPLACE with revised pages 22-23, attached. NO OTHER CHANGES Proposers are required to acknowledge receipt of Addendum No. 2 on Proposal Price Form No. 1 – Price. SOUND TRANSIT By: Raymund L. Fernandez Senior Contracts Administrator Station Agent Program Services 1 of 1 RFP No. RTA/RP 0110-16 ADDENDUM NO. 2 Supervisors and Manager Monday through Friday, excluding Sound Transit recognized holidays. A copy of current Sound Transit holidays is provided in Attachment Four. D. Coverage shall be scheduled to coordinate with the Sounder commuter rail schedule provided in Attachment One. Coverage schedules shall be evaluated and modified as needed as part of the Program Review and Quarterly Review. E. The Station Agent Manager shall prepare and submit a weekly schedule to Sound Transit of the shift assignments by location and Station Agent name. The weekly schedule shall be submitted to Sound Transit no later than 12:00 p.m. Monday of the week preceding the start date of the new shift assignment schedule. F. To avoid overtime by personnel, Contractor shall ensure coverage by Station Agents and Supervisors assigned to this account do not exceed 12 hours of work in any single 24-hour period and seven consecutive days without a full 24-hour off duty period. Sound Transit will not be responsible for overtime payment for Station Agent and/or Supervisor services unless specifically pre-authorized in writing by Sound Transit. This requirement will be waived verbally by Sound Transit only in emergency situations which are beyond the control of the Consultant. G. Coverage During Sounder Commute Periods Station agents to report to their station 20 minutes before the first train to conduct routine inspections before their first train arrives and 20 minutes after the last train pulls out to “close” the station down. 1. Morning Commute, All Stations: The Contractor shall provide the required Station Agent coverage at each Sounder commuter rail station, Monday through Friday, during the morning Sounder commute period. 2. Midday Trains, All South-line Stations: The Contractor shall provide the required Station Agent coverage at All South-line commuter rail stations, Monday through Friday, during the midday Sounder train schedule 3. Evening Commute, All Station except Edmonds and South Tacoma Station : The Contractor shall provide the required Station Agent coverage at each station, with the exception of Everett and Edmonds and South Tacoma stations, Monday through Friday, during the evening Sounder commute period. 4. Station Agent Supervisors: The Contractor shall provide the Supervisor coverage Monday through Friday, during the morning to evening Sounder commute period. H. Station Agent Manager The Contractor shall provide one full-time Station Agent Manager. This person shall provide coverage for the Sound Transit account during normal business hours, Monday through Friday and will be located at Union Station. The Station Agent Manager will be responsible for all contract management duties including hiring, training, scheduling, payroll and other duties. I. Special Event Staffing Requirements Sound Transit will require coverage by Station Agents and Supervisors at Sounder stations and a limited number of Link Light rail stations for special event trains and other transit service for Mariner, Seahawk, Sounder championship celebrations, Presidential visits, and other special events,. Approximately 40 special events are scheduled each year. The coverage period for Station Agents and Supervisors for the special events will vary, but typically last from three to four hours and are normally scheduled on weekends. Sound Transit will give the Contractor seven calendar days’ advance notice in writing via email of events that require coverage by Station Agent and/or Supervisor and the hours required for each special event by station when possible. There may be exceptions when Sound Transit is given less notice by the event sponsor.
