    Canadian eview V olume 39, No. 3 th 200 Anniversary of the Ontario Legislative Library p. 28 2 CANADIAN PARLIAMENTARY REVIEW/FALL 2016 Manitoba’s original Mace was carved out of the hub of a Red River cart wheel by a soldier with the Wolseley Expedition Force (sent out to deal with the Riel Rebellion in 1869). This Mace was used for a period of 13 years between March 15, 1871 and March 12, 1884. In December 1873, when a fire destroyed the first home of the Legislature, the Mace was the only object to survive the flames. It remains on display in the Speaker’s office to this day. Manitoba’s current gold-plated Mace debuted in 1884. Standing five feet tall and weighing 28 pounds, it repeats themes found on the original Mace. The head of the current Mace displays four emblems: the Rose, the Thistle, the Harp, and the Fleur-de-lis. These same emblems are found engraved on the staff of the Mace, with the exception of an Irish Shamrock replacing the Harp. On the top, a crown symbolizes the Monarch, while four beavers represent the province’s place as part of Canada. Finally, an orb and a cross represent the spiritual and religious aspects of Manitoba life. This Mace was made to celebrate the opening of the second Legislative building. The initials V.R., representing the reigning Monarch Queen Victoria, are engraved on its head. The Table Officers have a tradition of rubbing various symbols on the Mace with their robe sleeves while waiting for the Speaker’s Parade to start, in order to summon good luck for the sitting day.

    Legislative Reports Standing Committee on Legislative Offices The Standing Committee on Legislative Offices met in December 2014 to review the budget estimates of Alberta’s Legislative Officers. The Committee approved these budgets at two per cent less than the previous year with two exceptions: the Office of the Chief Electoral Officer, which has a four-year budget cycle, and the Office of the Child and Youth Advocate (OCYA). In July 2014, the OCYA received additional funds following a legislated increase to its responsibilities. This pro-rated amount was added to the amount originally approved for the previous year before the two per cent reduction was applied. On February 10, 2015, the Committee met with representatives of the Office of the Auditor General (OAG) and the OCYA to consider requests for an increase to their approved budgets for the upcoming fiscal year. The OAG requested an additional $546,000 Alberta in order to ensure the Office would be able to fulfill its mandate and perform its work.     Women of the Legislative Assembly of Manitoba Trailblazers OF THE FIRST 100 YEARS 1916 – 2016 TIVE ASS LA EM IS B G L E Y L MANITOBA On January 28, 1916, Bill No. 4 – An Act to amend “The Manitoba Election Act” received Royal Assent. The passage of this Act granted most Manitoba women the right to vote and to run for public office. Manitoba was the first province in Canada to win the right to vote for women. Nellie McClung was one of the Manitoba women involved in campaigning for the women’s right to vote in 1916. She was also one of Canada’s Famous Five who initiated and won the Persons Case, to have women become recognized as persons under Canadian law in 1929. In recognition of Manitoba’s centennial of most women receiving the right to vote, we pay tribute to a select handful of women trailblazers who achieved first in their field since that time. 2 TRAILBLAZERS 1916 - 2016 Trailblazers OF THE FIRST 100 YEARS Foreword by JoAnn McKerlie-Korol, Director of Education and Outreach Services of the Legislative Assembly of Manitoba On January 28, 1916, legislation passed that granted women the right to vote and to run for public office. On June 29, 1920, the first woman, Edith Rogers, was elected to represent the constituency of Winnipeg. This was just the beginning of the “firsts” for Manitoba’s women in the Legislative Assembly. Celebrating the first 100 years since the passage of this legislation, only 51 women have been elected to the Manitoba Legislative Assembly as elected MLAs and only a small number have served as Officers of the Legislative Assembly.
