Alberta’S Legislative Officers Legislative Reports Standing Committee on Legislative Offices The Standing Committee on Legislative Offices met in December 2014 to review the budget estimates of Alberta’s Legislative Officers. The Committee approved these budgets at two per cent less than the previous year with two exceptions: the Office of the Chief Electoral Officer, which has a four-year budget cycle, and the Office of the Child and Youth Advocate (OCYA). In July 2014, the OCYA received additional funds following a legislated increase to its responsibilities. This pro-rated amount was added to the amount originally approved for the previous year before the two per cent reduction was applied. On February 10, 2015, the Committee met with representatives of the Office of the Auditor General (OAG) and the OCYA to consider requests for an increase to their approved budgets for the upcoming fiscal year.     Notley and the NDP win majority government in province-wide Student Vote Edmonton, May 5, 2015 – More than 85,000 students under the voting age cast ballots in Student Vote Alberta for the 2015 provincial election. After learning about the democratic process, researching the candidates and party platforms, and debating the future of Alberta, students cast ballots for official candidates running in their electoral division. By the end of the school day today, 792 schools had reported their election results, representing all 87 electoral divisions in the province. In total, 82,474 valid votes, 2,526 rejected ballots and 2,123 declined ballots were cast by student participants. There were many close races in the province, with 16 divisions decided by less than 25 votes. Students elected Rachel Notley and the NDP to a majority government with 56 seats, including all 19 seats in Edmonton and 15 of 25 seats in Calgary. The NDP increased their share of the popular vote to 37.1 from 12.9 per cent in 2012. Party leader Rachel Notley easily won in her electoral division of Edmonton-Strathcona with 74 per cent of the vote. The Wildrose Party won 23 seats and will form the Student Vote official opposition. The party also won 23 seats in the last Student Vote, but the party’s share of the popular vote decreased to 24.4 per cent, down from 28.2 per cent in 2012. Leader Brian Jean was defeated in his riding of Fort McMurray-Conklin by just three votes. The Progressive Conservatives took 6 seats, down from 54 in 2012 when they won a majority government.

A two-body Legislature is known as a bicameral Legislature. PEI’s first Governor, Walter Patterson, was instructed to establish a House of Assembly in which representatives were popularly elected (unlike Council members, who were appointed). The combination of a Council and House was a requirement for the enactment of legislation under British law. Though Patterson became Governor in 1769, the first House of Assembly was not elected until 1773. Early sessions of the Assembly met in private homes and taverns. A Sergeant-at-Arms of the time commented that this made for a “damn queer parliament”. By 1825, the House of Assembly was working on establishing its rights and privileges, particularly in terms of self- regulation and authority.

Kenney took 61.1 per cent of the almost 60,000 votes cast, besting former Wildrose Party leader Brian Jean with 31.5 per cent, and 7.3 per cent for Doug Schweitzer, who managed the late Jim Prentice’s Progressive Conservative leadership campaign in 2014. Background The win capped a fifteen-month process that began when Kenney launched the idea of uniting Alberta Conservatives into one party, and is a significant tribute to his organizational skills and superior ground game. Kenney’s success had several key steps: • On July 16, 2016, he announced he would seek the leadership of the Progressive Conservative Party on a platform of merging with Wildrose. • On March 18, 2017, he was elected leader of the Progressive Conservative Party with more than 75 per cent of the delegate votes. • Two months later, Kenney and Brian Jean announced a merger referendum among the membership of the PCs and Wildrose to be held on July 22. • The referendum was strongly passed by both parties by identical approvals of 96 per cent, which created the United Conservative Party and led the way to last Saturday’s leadership victory. CHOICE OR CONSENSUS?: THE 2006 FEDERAL LIBERAL AND ALBERTA CONSERVATIVE LEADERSHIP CAMPAIGNS INTRODUCTION Two of Canada’s most prominent political dynasties experienced power-shifts on the same weekend in December 2006. The Liberal Party of Canada and the Progressive Conservative Party of Alberta undertook leadership campaigns, which, while different in context, process and substance, produced remarkably similar outcomes. In both instances, so-called ‘dark-horse’ candidates emerged victorious, with Stéphane Dion and Ed Stelmach defeating frontrunners like Michael Ignatieff, Bob Rae, Jim Dinning, and Ted Morton. During the campaigns and since, Dion and Stelmach have been labeled as less charismatic than either their predecessors or their opponents, and both of the new leaders have drawn skepticism for their ability to win the next general election.1 This pair of surprising results raises interesting questions about the nature of leadership selection in Canada. Considering that each race was run in an entirely different context, and under an entirely different set of rules, which common factors may have contributed to the similar outcomes? The following study offers a partial answer. In analyzing the platforms of the major contenders in each campaign, the analysis suggests that candidates’ strategies played a significant role in determining the results. Whereas leading contenders opted to pursue direct confrontation over specific policy issues, Dion and Stelmach appeared to benefit by avoiding such conflict.

    Canadian eview V olume 39, No. 3 th 200 Anniversary of the Ontario Legislative Library p. 28 2 CANADIAN PARLIAMENTARY REVIEW/FALL 2016 Manitoba’s original Mace was carved out of the hub of a Red River cart wheel by a soldier with the Wolseley Expedition Force (sent out to deal with the Riel Rebellion in 1869). This Mace was used for a period of 13 years between March 15, 1871 and March 12, 1884. In December 1873, when a fire destroyed the first home of the Legislature, the Mace was the only object to survive the flames. It remains on display in the Speaker’s office to this day. Manitoba’s current gold-plated Mace debuted in 1884. Standing five feet tall and weighing 28 pounds, it repeats themes found on the original Mace. The head of the current Mace displays four emblems: the Rose, the Thistle, the Harp, and the Fleur-de-lis. These same emblems are found engraved on the staff of the Mace, with the exception of an Irish Shamrock replacing the Harp. On the top, a crown symbolizes the Monarch, while four beavers represent the province’s place as part of Canada. Finally, an orb and a cross represent the spiritual and religious aspects of Manitoba life. This Mace was made to celebrate the opening of the second Legislative building. The initials V.R., representing the reigning Monarch Queen Victoria, are engraved on its head. The Table Officers have a tradition of rubbing various symbols on the Mace with their robe sleeves while waiting for the Speaker’s Parade to start, in order to summon good luck for the sitting day.
