    263 rd COMMENCEMENT MAY 20, 2019 20, MAY R D COMMENCEME 263 NT CLA S S O F 2 019 M A Y 20, 20 1 9 CLASS OF 2019 KEEPING FRANKLIN’S PROMISE In the words of one elegiac tribute, “Great men have two lives: one which occurs while they work on this earth; a second which begins at the day of their death and continues as long as their ideas and conceptions remain powerful.” These words befit the great Benjamin Franklin, whose inventions, innovations, ideas, writings, and public works continue to shape our thinking and renew the Republic he helped to create and the institutions he founded, including the University of Pennsylvania. Nowhere does Franklin feel more contemporary, more revolutionary, and more alive than at the University of Pennsylvania. His startling vision of a secular, nonsectarian Academy that would foster an “Inclination join’d with an Ability to serve Mankind, one’s Country, Friends and Family” has never ceased to challenge Penn to redefine the scope and mission of the modern American university. When pursued vigorously and simultaneously, the two missions – developing the inclination to do good and the ability to do well – merge to help form a more perfect university that educates more capable citizens for our democracy. Penn has embodied and advanced Franklin’s revolutionary vision for 279 years. Throughout its history, Penn has extended the frontiers of higher learning and research to produce graduates and scholars whose work has enriched the nation and all of humanity. The modern liberal arts curriculum as we know it can trace its roots to Franklin’s innovation to have Penn students study international commerce and foreign languages.

It begins by redefining the conception of landscape in Renaissance Italy and then examines several ambitious easel paintings produced by major Venetian painters, beginning with Giovanni Bellini’s (c.1431- 36-1516) St. Francis in the Desert (c.1475), that give landscape a far more significant role than previously seen in comparable commissions by their peers, or even in their own work. Many libretti for the ballets produced for the S. Carlos Theater have survived and are now housed in the National Library of Portugal. This dissertation focuses on the narratives of the libretti in this collection, and their importance as documentation of ballets of the late eighteenth and early nineteenth centuries, from the inauguration of the S. Carlos Theater in 1793 to 1850. This period of dance history, which has not received much attention by dance scholars, links the earlier baroque dance era of the eighteenth century with the style of ballet of the 1830s to the 1850s. Portugal had been associated with Italian art and artists since the beginning of the eighteenth century. This artistic relationship continued through the final decades of the eighteenth and the first half of the nineteenth century. The majority of the choreographers working in Lisbon were Italian, and the works they created for the S. Carlos Theater followed the Italian style of ballet d’action.

Eschewing top-down (the central government imposes its rules) and bottom-up (merchants sought to have their customs legalised) models, and taking into account the powers enjoyed by city governments in the Low Countries, which were both ample but also constrained by the central government, the authors trace the development of one particular type of contract and transaction – sixteenth- century marine insurance, a growing sector for which Antwerp became the key centre. By laying bare the negotiation process which preceded the compromise, they find that decisions on the legislation regarding marine insurance were both politically and economically induced. The three major agents (merchants, city government and central government) were not monolithic blocs: within the Antwerp mercantile community different opinions on marine insurance and its legislation could be heard. There were ‘national’ differences and small-time insurance purchasers thought differently about state legislation than their larger colleagues and insurers.     Open Letter to the peoples of Europe, the European Union, EU Member States and their representatives on the Justice and Home Affairs Council 22nd September 2015 We, the undersigned international lawyers, gathered at the European Society of International Law 11th Annual Meeting in Oslo on 12th September 2015, and other international law scholars and experts, condemn the failure to offer protection to people seeking refuge in Europe, and the lack of respect for the human rights of those seeking refuge. In particular, we express our horror at the human rights violations being perpetrated against those seeking refuge, in particular the acts of violence, unjustified coercion and arbitrary detention. We note that European states have obligations not only to refugees and migrants on their territories, but that international refugee law rests on international responsibility sharing. The world’s refugees are disproportionately outside Europe. We note that over nine-tenths of Syrian refugees are in five countries, Turkey, Lebanon, Jordan, Egypt and Iraq. We note that around one quarter of Lebanon’s population comprises refugees. We note that all European states have obligations not only to refugees as defined under the 1951 Convention on the Status of Refugees, but also to those protected against return under international human rights law and customary international law. We note that this broad duty of non-refoulement protects all those at real risk of serious human rights violations if returned. They should be afforded international protection. EU Member States have further obligations under EU law. We urge European states and the EU to alleviate the humanitarian crisis, prevent further loss of life in dangerous journeys to Europe by providing safe passage, and live up to their obligations in international and EU law.
