1 INTRODUCTION

F4E is currently preparing a Call for Tender for a Multiple Framework Contract for "Support services for the Requirements Management & Verification infrastructure at F4E". The services are intended to complement and support the work carried out in the F4E Group: • Service 1 "Maintenance and improvement of the RMV infrastructure": to maintain and improve the Requirements Management & Verification infrastructure implemented with DOORS 9, IRDRMFAO, MIR, SES; • Service 2 "Migration of the RMV infrastructure": to migrate the Requirements Management & Verification infrastructure to a newer environment.

2 CONTEXT

The F4E RMV procedure is implemented through running on hardwares (database servers, license servers, and other hardware components under the responsibility of F4E ICT). In this document, the "RMV infrastructure" only refers to the part, composed of: • user tools: - IBM Rational DOORS 9.6, - IRDRMFAO 6.1 (IBM Rational DOORS Requirements Management Framework Add-On), - TRC SES (The Reuse Company, Systems Engineering Suite), - the F4E customization "MIR layer", • developer tools: The MIR layer development environment in F4E contains a tool/ticketing system to open improvement or bug issues (Atlassian Jira), a software source code editor (Sodius DXL Editor), a software version control system (Eclipse Subversive SVN) and a UML modeler (Visual Paradigm).

F4E set up a hybrid RMV infrastructure around DOORS to serve a growing community of users within IO, F4E and 30 F4E suppliers. The licenses are administered by F4E on an F4E DOORS and IRDRMFAO license server and made available to the community. Each member of the community sets its own local DOORS database but takes its licenses on the F4E license server. F4E counts about 70 different users every month, and peaks below 30 simultaneous users. As a consequence, exchange of requirements data between the F4E DOORS database and the DOORS of the F4E partners is a key issue.

F4E_D_2S7RQX v1.0 TN-MS-OMF-1156 Page 3/5 Green To support and control the exchange of requirements data, F4E developed the MIR layer (Manage ITER Requirements layer) that contains two key components: • the MIR DM (Manage ITER Requirements Data Model) that is the customization by F4E of the IRDRMFAO (IBM generic , that is to say the DOORS module templates, the types, the attributes, the views and the relationships). • the MIR Toolkit, a set of additional resources to follow the RMV process in a tooled environment. - The MIR Toolkit is a .zip file containing DOORS DXL scripts and various Microsoft Word and Excel templates with VBA macros. The MIR Toolkit contains about 80,000 lines of DXL code and 1,600 lines of VBA code. - The MIR Toolkit appears as an additional menu in DOORS with several additional functions to support the F4E process. Among these new functions we find: the "Cockpits", a companion to smoothly guide the user through the RMV process. "Manage Baselines" to automatically fill baseline suffix and description and build baseline sets according to triggering events. the "MIR Diagnosis Tool" to scan a database and assess the progress with regards to the RMV process through the computation of various Key Performance Indicators. an automatic migration of a module from a MIR DM version to another. an object explorer to analyse impacts. Word-to-DOORS and Excel-to-DOORS import tools optimized with the usage of the F4E Word and Excel templates. a DOORS-to-Word export tool based on the IRDRMFAO WEXP (Word Enhanced eXPorter). a DOORS-to-Excel export tool based on the Enhanced Export to Excel of Galactic Solutions (http://galactic-solutions.com/downloads/GalacticDownloadExcel.htm). an Analysis Transfer tool in the spirit of the IRDRMFAO Compare/Transfer mechanism.

3 REQUIREMENTS

3.1 Service 1 "Maintenance and improvement of the RMV infrastructure" The Supplier shall support F4E in the maintenance and improvement of the RMV infrastructure. The Supplier shall lead the maintenance and improvement of the MIR layer. The Supplier shall maintain and follow a Configuration Management Plan when modifying the MIR layer. The Supplier shall contribute to the planification of the short and mid term evolutions of the RMV infrastructure. NB: This includes the survey of IBM fix lists on DOORS 9 and IRDRMFAO, the recommendation to upgrade when relevant, and the handling of IBM cases. The Supplier shall record the RMV infrastructure deployed in production.

3.2 Service 2 "Migration of the RMV infrastructure" The Supplier shall provide a market analysis of the requirements management tools. The Supplier shall support F4E in the selection of the new requirements management tool, taking into account technical and financial criteria. The Supplier shall conduct the migration of the pilot projects from DOORS 9 to the new requirements management tool (with ReqIF as the most probable intermediate format). The Supplier shall conduct the migration of the relevant projects from DOORS 9 to the new requirements management tool.

The Framework Contract is foreseen to be signed with two Contractors in Cascade for a Duration of seven Years with an estimated Ceiling of 2,300,000.00 EUR. It is currently expected that F4E will request: - the support service 1 "Maintenance and improvement of the RMV infrastructure" to be performed mainly within the F4E facilities in Barcelona, Spain, and - the support service 2 "Migration of the RMV infrastructure" at the Supplier's premises. Specific Contracts of typically 1 year duration will be issued for the estimated volume below.
