This memo requests your local agency input for transportation projects that will be considered in the 2020 update of the Metropolitan Transportation Plan/Sustainable Communities Strategy (MTP/SCS) and the 2019- 22 Metropolitan Transportation Improvement Program (MTIP). The MTP/SCS and the MTIP are complementary projects that represent two major work efforts for SACOG in our role as the MPO for the six-county region. Where the MTP/SCS is the long- range transportation planning document for the six-county SACOG region with an outlook of 20 years, the MTIP represents the near-term local and regional actions that execute the plan, with a program of projects that have committed funding over the next four to five years. The MTP/SCS and MTIP are important for demonstrating that the region is meeting federal and state air quality standards, achieving greenhouse gas reductions, ensuring that transportation dollars continue to flow to the region, and keeping our projects competitive for grants and other special programs. In addition, these efforts allow the region to take a cooperative, evidence-based approach for investing in transportation projects and programs that provide the most benefit with the limited resources at our disposal. An Economic Prosperity theme for the 2020 MTP/SCS The 2020 MTP/SCS will place a strong emphasis on transportation projects, programs and policies that will contribute to an economically prosperous region. With the support of the SACOG Board of Directors, we are asking SACOG’s local partners and member agencies to contribute to a MTP/SCS that supports a resilient and vibrant economy to benefit all our communities and residents. The next MTP/SCS should articulate a clear regional strategy that will provide improved access to homes and jobs for current residents, help us attract new businesses and a talented workforce, and draw more state and federal investment to help manage our transportation system. We are asking for your detailed feedback on new proposals for projects, modifications to existing projects, and to identify local priorities for the next update of our regional transportation plan. To streamline this request. we are combining the review of projects for the two-year update of the MTIP and the four-year update of the MTP/SCS. In addition to your technical review, we are particularly interested in projects you consider to be top priorities for your local communities’ economic health, development, and prosperity. Some examples of projects that could be highlighted: Projects that play a critical role in the revitalization or activation of an existing commercial or industrial corridor Projects that improve access to jobs and opportunity for underserved communities Projects that address safety concerns Projects that have the potential to unlock new economic opportunities Projects or programs that represent new or innovative approaches to mobility or building community This is the first of numerous opportunities over the next two years for local agencies to weigh in on the transportation investments that will be incorporated into the MTP/SCS. Please do not hesitate to contact us with any questions or concerns as you begin your review. Page 1 of 3 What to do and by when Update the MTIP (federally funded or regionally significant projects with funding commitments in the next four years) The adoption of a new MTIP is when all sponsors update all the projects in the current MTIP. It is also the opportunity for sponsors to add two years’ worth of projects and retire two years of completed projects. Update Existing MTIP Projects 1. Under the Main Menu, select “MTIP ADOPTION.” 2. Next, select “UPDATE 19 MTIP PROJECTS” 3. One by one, click on each project to make updates. 4. Submit or save your work for later. Add New MTIP Projects Follow the same instructions as above except, after Step 1, select “CREATE NEW PROJECT.” “New” projects to the MTIP should come from the adopted 2016 MTP/SCS. Requests to add projects not in the 2016 MTP/SCS will be reviewed by SACOG’s MTP Team for consistency with MTP goals and principles. Update the MTP/SCS (projects that may not have current funding commitments, but should be considered in the 20-year transportation plan) The worksheets in the attached Excel file list your agency’s projects from the current MTP/SCS and MTIP. SACOG is seeking input on changes to cost, completion years, project scopes, project status, and new projects. Columns requiring your attention have titles highlighted in blue and directions for modifying the project listings. You do not need to make any modifications to project details in the spreadsheet for projects programmed in the MTIP (these projects are highlighted in gray). We will incorporate the input you provide through SACTRAK, following the close of this initial review. Fields are available if you wish to provide any notes or information on priority projects programmed in the MTIP. Please submit your responses to this request no later than Friday, March 23, 2018.
