CITY OFVENTURA COMMUNITY DtVtLOPMtNT Agenda Item: 3 Date: April 25, 2018 To: Historic Preservation Committee From: Scott Kolwitz, Principal Planner (805) 658-475 Dave Ward, AICP, Planning Manager Subject: 5-Day Posting Standards - Significant Architects/Builders - Post Historic Consultant Review Background The Historic Preservation Committee (HPC) implemented the Historic Resources Protection Policies and Procedures on May 24, 2010, in response to General Plan Action item 9.19: For any project in a historic district or that would affect any potential historic resource or structure more than 40 years old, require an assessment of eligibility for State and Federal register and landmark status and appropriate mitigation to protect the resource. The City Council implemented Action item 9.19 by amending Ventura Municipal Code Sec. 2R.450.220 which requires a Historical Resource Assessment for all applications for demolition permits of a building or structure more than 40 years old at the time of application. The 5-day review period was implemented HPC and Planning Division staff to accommodate a streamlined review process, in which Historic Resource Assessments can take 60 days or more (this includes the time for an applicant to research/prepare historical evidence) to appear before the H PC. Discussion Between June 28, 2017, and August 23, 2017, the HPC conducted a series of discussions on the 5-day Posting Standards Document which resulted in the adoption and implementation of the attached revised 5-Day Posting Standards Document on July 26, 2017 (Attachment A). Since July 26, 2017, staff has been providing the revised 5-day Posting Standards Document to potential applicants. On June 28, 2017, the HPC provided direction for staff to facilitate a process to add to the Architects/Builder list. Staff received two lists of proposed Architects/Builders to be added to the list between June 28, 2017 and July 26, 2017 (Attachment B). On August 23, 2017, the HPC reviewed the lists of proposed Architects/Builders and adopted a motion to: HPC-1 • Accept the draft list of significant architects and builders to be added to 5-Day Posting Standards Document, • Instructed staff to hire a historic consultant to vet the list of significant architects and builders, and recommend additional names if necessary, and • To continue the item to a date uncertain for the Historic Preservation Committee to adopt the updated/vetted list of significant architects and builders. Since August 23, 2017, staff has worked with Historic Resources Group (HRG) to vet the proposed lists of significant architects and builders. Based on HRG's preliminary research, review of standard preservation practice, existing City policy, and the rationales provided within the lists included in Attachment B, HRG produced a letter which provides a recommendation for the following 11 additional names (8 Architects and 3 Builders) to be include on the City's preliminary list of Significant Architects and Builders (Attachment C, Exhibit A): Architects Builders • Welton Becket and Associates • Macleod Construction Company • Greene & Greene • Frank Meline Company • Randolf Chalfant Head • Pacesetter Homes • Carl L. NOTE: This purpose of this 5-day posting is to determine whether the proposed work will substantially alter a historical resource and/or alter/remove any character defining features. This process is required for all structures over 40 years old. The above information will be emailed to the Historic Preservation Committee (HPC). They are asked to reply with any comments/concerns within 5 working days. If 2 of the 5 members want to review the requestf it does not 11 pass11 the 5-day posting. This would then require submitting an application along with the current filing fee ($530.88) for review at a formal HPC meeting. HPC-4 Review the approved project plans and building permits. UCSB holds his papers. • Theodore Criley, Jr. (1900 to 1970) BA of Art from Stanford 1927, Studied Architecture at USC 1927-1929, and BS from MIT 1930. Licensed Califor nia Architect 1937. Primarily interested in designing churches, colleges and libraries; designed the master plan for Pizter College and for Claremont Graduate University, University Center and Scripps College - all in Cla remont. A renowned Modernist architect. that designed several Catholic schools in So Cal. A lead architect: for churches, colleges, libraries, city halls, government buildings, residences, hotels, schools. • Irving Gill (1870-1936) Introduced modern, spartan, yet romantic forms to California architecture. 1-lis work drew from the design her itage of North Africa, Spain, Mexico, and early California. 1-lis bold, geometric, plaster exteriors and his reliance on the California sun and plants to embellish and define his simple shapes were an early and rare demonstra tion of exterior architectural form being completed by its context.
