Art, Design & Architecture Museum; University of California, Santa Barbara. Biographical/Historical note Lutah Maria Riggs was born on October 31, 1896 in Toledo, Ohio. She came to Santa Barbara in 1914 and attended Santa Barbara City Junior College until 1917 when she went on to study at the University of California, Berkeley. She graduated from Berkeley in 1919 with a Bachelor’s degree in Architecture. Just out of school, Riggs found employment as a draftswomen and designer for Ralph D. Taylor in Susanville. One year later in 1921, Riggs began to work for architect George Washington Smith, until his unexpected death in 1930. Smith, before his death, treated Riggs as a surrogate daughter, taking her on architectural study trips to Mexico and Europe. Riggs became extremely influential in the firm’s design work, contributing significantly to the Lobero Theatre, El Paso historical complex, and Casa del Herrero. After Smith’s death she established a partnership with William Horning called Horning and Riggs, a partnership that dissolved in 1931. In 1931, Riggs became the principal of her own firm, until 1946 when she formed a partnership with Arvin Shaw, which lasted until 1950, when Riggs once again practiced independently. The numerous residential and public buildings designed by Riggs include homes for Wright Luddington, a home for Alice Erving, a home for E. Palmer Black, the Vedanta Temple, the library and herbarium of the botanical Garden in Santa Barbara. In 1966 she was named women of year by the Los Angeles Times; she served on the state Board of Architectural Examiners and the Santa Barbara city and county Landmarks Advisory Committees. She was a charter member of the Montecito Foundation for the History Committee and active in the preservation of Santa Barbara’s historic architecture. In 1981, she closed her architecture office in Santa Barbara because of declining health. Lutah Maria Riggs died in 1984 in Montecito, California at the age of 87. Scope and Content note The Lutah Maria Riggs papers span 253 linear feet and date from circa 1920 to circa 1984. The collection is composed of letters, diaries, student work and research, clippings, scrapbooks, ephemera, photographs, sketches, architectural drawings and reprographic copies. Courtesy UCSB Architecture and Design Lutah Maria Riggs, F.A.I.A. Collection. designed the Nelson Medical Building in 1950. Riggs designed the building to be the new medical offices of Dr. Lawrence Nelson in the mid-century modern style. It is a quiet building, set behind a woodsy front yard that gives the feeling of nature coming into the building that architects of the style accomplished by mixing simplified Japanese elements into the architectural vocabulary with a clean, minimalist aesthetic, an emphasis on bringing the outdoors in, and the presence of angular structures. The City placed the building on the Potential Historic Resources List in 1978. The proposed boundary of the City Landmark designation includes the entire parcel as the building with the significant landscape takes up the majority of the parcel. Because the building meets the City Landmark eligibility 1 criteria for its architectural style and historical significance, it is the opinion of the Historic Landmarks Commission Designation Subcommittee that the building is an excellent candidate for City Landmark designation.     HISTORICAL CONTEXT Historical Context THE STORY OF THE ALCAZAR GARDENS C"ol G,een"ee 'The past is a foreign country; they spoke a different language there. " The Go-Between (A Cannes Festival award winning film) To trace the history of the Alcazar Gardens of Balboa Park, and to identify their significance as part of San Diego's regional herrtage, this chapter will explore their connections with the Moorish gardens of Spain. This chapter will also link the popular twentieth­ century appreciation of Moorish gardens to the emergence of the Spanish Revival style that became an architectural vernacular in those parts of America which have strong ties to Hispanic history. The importance of the Alcazar Gardens is cultural. in the broadest sense of the tenn. 1 To Americans, the culture represented by these gardens belongs to an unfamiliar time and place: Islamic Spain.2 Because the rich, complex history of Spain is not well understood by most English-speaking park visitors, and because the pattern and symbolism of Moorish gardens are not part of America's cultural literacy, non-Hispanic visitors often need extra help in interpreting the design metaphors of the Alcazar Gardens. 3 For Americans one key that can help unlock some of the seeming mystery of Moorish gardens is an understanding of the term alcazar. This word evolved from the Arab language, and means the (al) fortified palace (casr). The City Council implemented Action item 9.19 by amending Ventura Municipal Code Sec. 2R.450.220 which requires a Historical Resource Assessment for all applications for demolition permits of a building or structure more than 40 years old at the time of application. Discussion Between June 28, 2017, and August 23, 2017, the HPC conducted a series of discussions on the 5-day Posting Standards Document which resulted in the adoption and implementation of the attached revised 5-Day Posting Standards Document on July 26, 2017 (Attachment A). Assessor Parcel Number: 019- 103-010 Constructed: 1963 Historic Name: Eisberg House Architect: Lutah Maria Riggs Builder: Unknown Architectural Style: Mid-Century Modern Style Property Type: Single Family Residence Original Use: Single Family Residence Property Description: Two-story, mid-century modern style residence. A long building with a flat roof with wide eaves defined by simple brackets overhanging the front elevation. It notably has an absence of historically derived forms and ornaments. The stucco and glass house has low, horizontal massing. The house is visually striking with its bold simple form and the use of glass along most of the 2nd-story facade. A wood balcony with simple wood pickets on the upper floor overhangs the lower floor. The house is characterized especially by clean lines, organic and streamlined forms, and lack of embellishment. Significance: City of Santa Barbara establishes historical significance as provided by the Municipal Code, Section 22.22.040. Any historic building that meets one or more of the eleven criteria (Criteria A through K) established for a City Landmark, or a City Structure of Merit can be considered significant. The structure may be significant as a Structure of Merit per the following criteria: Historic Integrity 1400 Dover is in excellent condition.
