President/Owner, Iconic Consulting Group, Inc: Keith Britton has over 20 years of experience in the engineering industry. Keith worked for large firms such as Jacobs before starting his own firm in 2009 in Dallas, Texas. He opened an office in Little Rock, Arkansas in 2015. His firm performs civil site design, transportation design, and construction inspection. His current clients include the Arkansas Department of Transportation, the City of Little Rock, Clinton National , the Little Rock Port, DFW Airport, and the City of Frisco, TX. The firms most notable projects include being on teams for the Dallas Area Rapid Transit (DART) Irving-3 line into the DFW Airport; the construction inspection of Highway 112 (Springdale Northern Bypass), the construction inspection of Taxiway A/B reconstruction at the Clinton National Airport; and the Maintenance Management Consultant for the North Texas Tollway Authority. Keith is very involved in his community. He currently serves as a Program Manager for the local chapter of Young Entrepreneurs Academy (YEA), a program for both high school and middle school students. He has been on the Board of Directors for the Mind Bender Academy for eight years. He serves on the Board and is the Membership Committee Chair for the University of Arkansas Black Alumni Society. He is the recipient of the 2011 Presidents Award Frisco Chamber of Commerce; the 2015 Texas Legislative Black Caucus Outstanding Texan Award; and the University of Arkansas 2016 Early Career Award. Keith is the Past President of the Dallas Chapter of the Conference of Minority Transportation Officials and has been involved with this organization for thirteen years. District Nine Engineer, AR Department. of Transportation: Steve grew up in , where he graduated high school from Little Rock Mills in 1982. He then attended UALR for a time while he took as many of the early engineering courses as would transfer. Steve then transferred to Louisiana Tech University in Ruston, LA, where he received his BS in Civil Engineering in 1987. He was inducted into the Chi Epsilon Civil Engineering Honor Society while attending LA Tech. Immediately after graduation from LA Tech in 1987, Steve began full-time work for ARDOT (AHTD at the time) in Bridge Division at the Central Offices in Little Rock. After working in Bridge Division for two years, he transferred to "the field" to work in the Resident Engineer's Office in Harrison, AR. Steve obtained his PE in 1992 and is registered in AR. He worked his way up through the various field ranks to become Resident Engineer in Harrison in 2002. Steve was promoted to the position of District Construction Engineer in the District Nine Office in Harrison in 2004 and later transferred to the position of District Maintenance Engineer in the same office in 2007. He was promoted to his current position of District Nine Engineer at Harrison in 2010. In 2015, Steve was appointed to serve as an Active Employee Member of the Department's Retirement Board and was elected by his fellow employees in 2016 to continue serving in that capacity. Even though Steve spent some time 'south of the border' in Louisiana, he is, and has been, a lifelong Razorback. He is an active member of First Baptist Church of Valley Springs. He also serves on the Valley Springs Foundation, a fundraising organization founded to promote the School and the City of Valley Springs, AR. Steve and Kelli, his wife of over 28 years, live in Valley Springs, just east of Harrison. They are the parents of two daughters, Hayley and Lindsey. P.E. in AR

Resident Engineer at LRAFB, US Army Corps of Engrs.: Mitchell T. “Mitch” Eggburn has over 30 years of experience with the Corps where he has worked in the areas of River Engineering, Hydraulic Structure Design, and Construction Contract Administration. He is a Supervisory Civil Engineer for the U.S. Army Corps of Engineers, Little Rock District and currently serves as Resident Engineer at the Little Rock Air Force Base Resident Office where he oversees military and civil works construction throughout the Little Rock District. In addition to his Resident Engineer duties, his current duties also include serving as Administrative Contracting Officer on a wide range of construction contracts in the Little Rock District. Mitch’s responsibilities include ensuring that quality projects are constructed safely and within budget and schedule. He has designed numerous bank stabilization and channel control projects on the McClellan-Kerr Arkansas River Navigation System and other rivers in the Little Rock District. He was the primary hydraulic designer of the Montgomery Point Lock and Dam, performing hydraulic and hydrologic analyses and preliminary designs for various hydraulic features of the structure during the planning stage and then performing the final designs of the lock filling and emptying system, the navigation pass spillway and stilling basin, the overflow spillway and stilling basin, cofferdam flooding structure, and channel control and bank stabilization structures. He also served as Quality Assurance Chief and Resident Engineer during construction of Montgomery Point Lock and Dam from 1997 to 2004. He is a member of the Society of American Military Engineers. Mitch is a lifelong resident of Arkansas. He was born in Stuttgart and currently lives in Sheridan with his wife, Marsha. They have three children, Eric, Joseph, a senior at UALR; and Anna, a junior at Sheridan High School. He is a past 4-time president of the Sheridan Youth Baseball League and is a supporter of the Sheridan Public Schools band program. P.E. in AR

Retired, Kellogg/Brown&Root: Mr. Horton began his career with International Paper at Pine Bluff, AR in the Plant Engineering Department. While at Pine Bluff, he continued working on his MSCE and when he completed it in1984, he was transferred to International Paper’s Corporate Engineering Group in Mobile, AL, where he worked on several multi-million dollar pulp and paper projects over the United States. Mr. Horton left International Paper in 1998 and went to work for BE&K Engineering and Construction in Birmingham, AL. Mr. Horton first project with BE&K was a $500 million project with Boise Cascade. He was responsible for the structural design of several major mill areas. BE&K asked him and several others individuals to open an office in Wilmington, DE doing work for DuPont. He became manager of the Civil/Structural and Architectural Department. He grew his department from a small group of 10 people to a department of over 50 engineers, architects, and designers. While he Delaware, he was able to complete his MBA from Samford University. In 1999, BE&K asked him to transfer to their Raleigh, NC office as its Chief Engineer. Under his leadership, the office grew from a 90 person office with revenues just under $10 million to a 175 person office with revenues exceeding $25 million. The office clients include DuPont, International Paper, Carbo Ceramics, Cal Portland Cement, Keystone Cement, and many others. Project sizes ranged from $5 million to $200 million. Kellogg/Brown&Root bought BE&K in 2008. Mr. Horton retired from KBR in 2014 and moved back to Maumelle, AR. He is currently the Chief Sergeant at Arms for the Arkansas House of Representatives. He has recently been appointed to serve on the Arkansas Legislative Task Force on Workforce Education Excellence. He is a past member of ASCE, ACI, and AISC; Team member of Construction Industry Institute Research Team 192; and Engineering Productivity Measurement System. Mr. Horton has been involved with the following charities; Red Cross, United Way, Susan Komen Cancer Run, Habitat for Humanity, Christmas in April, Wreaths Across America, Toys for Tots, and the Food Bank. Deputy Dir. & Chief Operating Officer, AR Dept. of Trans.: Lorie Tudor has over 33 years of service with Arkansas Department of Transportation (ARDOT) most of that time has been in the Planning Branch. Ms. Tudor began her career with the Department in 1981 as a Clerk Typist working in several areas, including the Fiscal Services Division and the former Programs and Contracts Division; she resigned in 1995 to return to school to study Civil Engineering. She graduated magna cum laude from the University of Memphis with a Bachelor of Science in Civil Engineering and was inducted into the Tau Beta Pi Engineering Honor Society. Ms. Tudor returned to the Department in 1998 as a Civil Engineer I in the former Planning and Research Division. She held various titles in planning, research, and program management, including Assistant Division Head and Division Head of Programs and Contracts before becoming Assistant Chief Engineer for Planning in 2011. She currently serves as the Deputy Director and Chief Operating Officer for ARDOT. This position is accountable for overseeing all operational activities of the Department. She has held this position since November 2014. Tudor is an active member of the AASHTO and is currently serving as Vice-Chairman of the AASHTO Committee on Funding and Finance and a member of the AASHTO Transportation Policy Forum. She has been married to Jeff Tudor for 25 years and they have two children and one granddaughter. For over 15 years, she served as a Sunday School teacher for 4 th , 5 th , and 6 th grade girls and worked in the Awana children’s program at Holland Chapel Baptist Church. She is currently a volunteer for the Saline County Library. In her free time, she enjoys cooking for her family, reading and traveling. P.E. in AR

Vice President/Board of Directors, Garver, LLC: Frank spent the first eight years of his engineering career at Garver’s headquarters in Little Rock where he worked on aviation planning, design and construction projects. His project experience during that time included more than 50 aviation projects highlighted by an overlay of 18-36 at Little Rock Clinton National Airport, extension of Runway 4R at Little Rock Clinton National Airport and runway safety area improvements at Boone County Regional Airport. In 2004, Frank moved to Garver’s Fayetteville office to lead regional Aviation and Transportation teams. His transportation project management experience in Northwest Arkansas was highlighted by numerous projects in Springdale, Johnson, Fayetteville, Rogers and Bentonville. Frank’s aviation project management experience in Northwest Arkansas included numerous projects at Northwest Arkansas Regional, Fayetteville , Springdale Municipal, and Siloam Springs Municipal . In 2009, Frank moved to Garver’s Frisco, Texas office to lead Garver’s Texas Aviation practice. Over the past eight years Frank has led expansion of Garver’s Texas aviation portfolio from six to forty-three airports, including multi-million dollar contracts at Dallas/Fort Worth International Airport, , and Austin Bergstrom International airports. In addition to being the engineer of record for several award-winning projects, Airport Business magazine designated Frank as one of the Top 40 under 40 aviation professionals in the US. Senior Project Manager, Halff Associates: Mark began his career as a staff engineer with the Roadway Division of AHTD upon graduation in Jan. 1992, where he gained valuable design experience in the areas of geometric design of highways, culvert design, storm drainage systems, and pavement design. In July of 1993 Mark joined Development Consultants, Inc. of Little Rock as a Staff Design Engineer and over his 6 years he was promoted to Sr. Engineer and later to Associate Partner. Mark started his on engineering firm Rickett Consulting Engineers, Inc. in 1999 in Little Rock, AR where he was responsible for all facets of operating the business including but not limited to business development, operations, accounting, project management, design, and plan production. Mark took a year and half break from his firm to join the Little Rock office of Crafton Tull & Assoc. as Vice President, in 2004. He returned to his firm Rickett Consulting Engineers, Inc. in 2005. Mark closed his firm in March of 2017 and joined Halff Associates, Inc. as Senior Project Manager with primarily responsible for business development, preparation of fee proposals, scopes of services, contracts, overall project management, planning, design and design oversight, cost estimating, plan production, preparation of bid and construction documents, and construction administration. Mark has 25 years of experience in the land Development, Roadway Design projects, Land Planning and Stormwater Management. These projects were completed for both the private and public sectors primarily in Arkansas and across southeast region of the country. Project Engineer, Bond Consulting Engineers: Aaron joined URS/Radian International LLC in Baton Rouge, Louisiana in June of 1998 where he worked exclusively for the Department of Defense as their Fort Polk, LA Water and Wastewater Engineer. While there, he operated and rehabilitated two water plants, a 3.0 MGD WWTP, and a 1.8 MGD WWTP. He gained valuable experience as the Project Engineer in charge of designing, on-site inspection, and operator training of rehabilitating sludge digesters, sludge drying beds, and overland flow system and also implemented a plan for sewer line and manhole inspections and replacement. He was the Project Engineer for the design and construction of two green sand filters. He gained valuable experience in daily water and wastewater operations, pretreatment, and environmental assessments. He developed and implemented a storm water pollution prevention plan for the entire army base which was to comply with EPA's Phase II regulations . Aaron joined Bond Consulting Engineers in January 2002 and has worked on numerous projects such as: residential and commercial subdivisions, planning, water system improvements, modeling, storm drainage/retention basin studies and design, wastewater system improvements, street/roadway design, athletic facilities planning and design; topographic and land surveys. He has gained valuable experience while managing these several projects from the different phases such as; conceptual, funding, design, and construction. President/Owner, Gunn & Associates: Paul began his career at Cline-Frazier, Inc. in Forrest City and Helena, AR as a Design Engineer where he worked on numerous projects which included water, sewer, street and drainage improvements for Forrest City, Helena, Elaine, Moro, Aubrey, Widener and Marianna, Arkansas. As project Engineer, he was responsible for the design, plans specifications, contract documents, construction inspection and “Record Drawings”. In 1982, he began his own firm, Gunn and Associates in Forrest City, Arkansas where he provides civil engineering, and land surveying services to his clients on projects including: Residential Subdivisions; Forrest City Airport Improvements & Master Plan Development, Layout for the Forrest City Bureau of Prisons, Design of Forrest City Recreation & Ball Field Complex, and Design of New Marianna Airport; including runway, taxi ways, lighting, approach systems. Vice President/General Manager, APAC Central: Murry began his career with AR Department of Transportation (formerly AHTD) in Wynne, AR as an Assistant Resident Engineer where he was responsible for the supervision of Arkansas highway construction projects assigned to the construction office in Wynne, AR. Worked to insure that all project were built to standard specifications and insured payment to the responsible contractor, and performed surveying for proper grade control and layout. Murry became the Vice President/Area Manager, APAC Tennessee, Inc. Memphis, TN, in 1995, responsible for the operations of all lines of business including 3 asphalt plants and one aggregate yard within the area market; and responsible for the growth of the Quality Control Program to achieve the AASHTO accreditation in 2001. Murry became the Division President of Hubbard Construction, Orlando, FL, in 2006, responsible for the overall management, growth, and profitability within the Tampa, FL market where he led the Design Build opportunities for the Tampa Bay Market; and reviewed bidding opportunities with the estimating team and monitored all construction activities to insure a timely completion within budget. Murry became the General Manager of Marshall County Stone, Lewisburg, TN, in 2008, a startup and operation of a greenfield limestone quarry. He was responsible for the Plan, design, implementation of the long range mining plan; and challenged with the growth and profitability of a new limestone quarry while maintaining a low cost and safe operation. Murry became the Vice President Construction/General Manager at APAC Central, Fayetteville, AR. in July 2012; responsible for the construction operations within the APAC Central market area including the NW Arkansas & Oklahoma operations. Murry is Board member of the Springdale Chamber of Commerce, currently serving as Treasurer; a Board member of the Ark. Asphalt Pavement Assoc.; Advisory Board Member of the NWACC Const. Engr. Kipp, in Feb. 1998, joined Cooper Land Development, Inc. as Central Manager, Engineering/Construction and in March 2001 he became Director of Engineering & Construction responsible for managing all engineering and construction activities for residential developments in Arkansas, Tennessee, South Carolina, West Virginia, and Missouri. Kipp and Tom Heneley started H2 Engineering, Inc. in Fayetteville, AR serving as Vice-President, 2005-2008 and President 2009-2011. H2 Engineering, lnc, was a full service civil engineering and survey consulting company whose initial focus was residential and commercial developments throughout Northwest Arkansas.. President/Owner, Mark E. Ramm, PE : Mark began his career with Robert E. McKee General Contractor in Dallas. TX, as an Estimator. Mark joined Brockette/Davis/Drake in Dallas, TX, in January 1984 as a Structural Design Engineer. Mark joined Gate Precast Company in November 2007 as a Structural Engineer. Mark joined Arkansas Precast Corporation (APC) in June 1989 in Jacksonville, Arkansas where he Owned and Operated APC as one of three equal partner from 1997 to 2007. Gate Precast Company of Florida purchased APC in November 2007. Mark served at University of Arkansas at Pine Bluff Fall Semesters 2009- 2011 as an Adjunct Instructor for College Algebra and Strength of Materials. Mark joined B&F Engineering in January 2009 in Hot Springs, AR, as a Structural Engineer. Mark joined Hawkins-Weir Engineers, Inc. in August 2009 in Little Rock, Arkansas as a Structural Engineer. They have two children, a daughter 29, and a son 25. Mark and Katherine attend the Pulaski Heights Methodist Church. They enjoy fishing and canoeing and make some of their own wine and beer. Joe was for five years the Assistant Construction Engineer in the Construction Division acting as a liaison between the Central Construction Office and District Engineers and Resident Engineers in the field offices. Joe was an active Member of the American Association of State Highway and Transportation Officials Sub-committee on Materials for twenty-five years. Joe worked form the Federal Emergency Management Agency- Civil Engineering and Administrative duties in the Public Assistance Branch of FEMA from June 1990 through January 2013 dealing with reimbursement of public agencies (cities, counties, states and eligible private non- profit organizations) for damages resulting from disasters such as hurricanes, tornados floods, wildfires, ice storms, earthquakes and search and recovery efforts for Space Shuttle Columbia and crew. AJ’s main responsibility at Garver is managing and performing QA/QC for multiple bridge design projects in Arkansas, Oklahoma, Mississippi, Alabama, and Tennessee. Other responsibilities include evaluating the structural conditions of deteriorated bridges, structural design calculations, seismic design and modeling, detailing, bridge rehabilitation, scour analysis, underwater inspection, designing and detailing comprehensive traffic control plans to accommodate bridge construction and peer review of traffic signals and traffic studies. AJ has inspected and provided bridge repair plans, seismic retrofit plans, and traffic control plans for more than 400 bridges, performed on-site bridge evaluation for scour and structural conditions, bridge hydraulic modeling using WSPRO, scour analysis, design and detailing of scour countermeasures, and bridge foundation structural analysis and evaluation for approximately 80 bridges. AJ has been involved in a variety of professional organizations. He has been a member of the NSPE as a professional since 1992. He is also a member of the ASPE, Central Chapter where he served as President for the year 2002-2003 and the roles of vice president, secretary, and treasurer. Additionally, he has been a member of the ASCE since 1992. For approximately 15 years, AJ was involved in the Mathcounts Program sponsored by the ASPE AJ has also served as a volunteer to mentor high school students who are interested in engineering. He began his career hand drafting at C.E.I. in Bentonville in 1983, the Monday after his high school graduation and continued to work there for thirteen years. While at C.E.I., Tim finished his bachelor of science at the University of Arkansas and worked on commercial projects across the country, as well as, local projects here in Northwest Arkansas. 1997, Tim opened a branch office for Carlson Consulting, due to the graciousness of the company’s owner and friend, Dean Carlson helped to support Tim in his efforts of starting Sand Creek Engineering, in 1999, on April’s Fools Day, Tim and his business partner, Lee Myane, did exactly that, (and yes, the choice of the start date was intentional). Since Sand Creek’s inception, Tim’s goal has been to provide quality engineering services, primarily in the Northwest Arkansas area while maintaining a very family centered enjoyable work place for his employees. Small but important things such as the proper methodology of shooting rubber bands continue to be taught to all new employees. Sand Creek provides services for individuals, commercial development and municipalities in Northwest Arkansas. Tim has a passion to equip Northwest Arkansas for positive growth. Retired, Little Rock Air Force Base: He attended Arkansas Tech in Russellville for two years. While at Tech, he spent three summers working as a surveyor for Mr. Warndof, an engineering professor at Tech, who was both a civil engineer and a surveyor. He then transferred to the University of Arkansas, Fayetteville. Upon his graduation at the U of A, Lucien was commissioned a 2nd Lt. in the US Corps of Engineers. After doing some basic training in Virginia, he was assigned as a construction project coordinator in Frankfurt, Germany. After being released from active military duty in 1972, Lucien ended up joining the US Army Reserves, eventually retiring as Lt. Col. in 1996. Upon his release from the active Army, Lucien began working as a Civil Service Engineer at Little Rock Air Force Base. While there he was promoted to Chief of Contract Management in charge of all construction and service contracts. In 1985, Lucien transferred to Kadena Air Base Okinawa where he served as Chief of Contract Management until 1989, where he was involved in housing repairs and new housing construction on Okinawa for Navy, Marine, Air Force, and Army personnel. In January 1990, he returned to LRAFB as Chief of Construction Management and was promoted to Deputy Base Civil Engineer (the civilian deputy to the squadron commander). His time in that capacity involved considerable coordination between the military flight operations and the surrounding civilian authority. Lucien retired from that position. Lucien and Jan, his wife of 47 years, live in Sherwood, AR. They are the parents of one son and one daughter, both of which are attorneys, and are the proud grandparents of four. Lucien has served on the Sherwood Planning Commission and the Board of Adjustment since 1994. He was also recently appointed by Gov. Retired, U.S Army Corps of Engineers: David had a long and distinguished career with the Memphis District of the Corps of Engineers. David started with the Corps in 1968 after graduation and was assigned to the River Engineering Section where he designed and studied river training structures and methods to stabilize the Mississippi River for navigation and floor control. He served on the design team for the W.G. Huxtable Pumping Plant, which is still the largest storm water pumping plant in the world at 12,000 cfs. capacity. He was reassigned to the Specifications Section where he became chief in 1989, In 1995 he was promoted to Chief, Cost Engineering and Design Reports Branch, where his primary responsibility was preparation of the government estimate for all contracts awarded, which were valued on average about $100 – 120 Million each year. He served on numerous boards and committees and was a member of disaster teams responding to disasters across the country, most notably Hurricane CAMILLE around New Orleans in 1969. David retired in 2008, but remains very active in his lifestyle. He is an active member of ASCE and SAME, life member of AR Archeology Society. He is an active member of First Baptist Church in West Memphis where he is a deacon, SS teacher, has served in major leadership positions, and involved in a trucker’ ministry program.
