    Boundary Commission for Scotland BCS Paper 2017/74 2018 Review of UK Parliament Constituencies Draft Revised Proposals for Argyll and Bute, Highland and Moray council areas Action required 1. The Commission is invited to consider responses to the initial and secondary consultation on its Initial Proposals and whether it wishes to make changes to its proposals for Argyll and Bute, Highland and Moray council areas. Background 2. These constituency designs are based on a UK electoral quota of 74,769.2 electors and parliamentary electorate figures from the December 2015 Electoral Register. The electorate of constituencies has to be within 5% of the electoral quota, namely no fewer than 71,031 and no more than 78,507, unless the area of a constituency exceeds 12,000 square kilometres. No constituency may exceed 13,000 square kilometres. 3. The total electorate in the 3 council areas is 307,418, giving a theoretical entitlement to 4.11 constituencies. It is possible, therefore, to design 4 constituencies, exactly covering the combined council areas, the electorates of which are within the limits set by the legislation. 4. The Commission's Initial Proposals for this area comprise 4 constituencies which exactly cover the combined extent of these 3 council areas. A map of the constituencies is at Appendix A.     The Highland Council Agenda 5 Item Lochaber Area Committee Report LA/2/14 No 27 February 2014 Population Change in Lochaber 2001 To 2011 Report by Director of Planning and Development Summary This report presents early results from the 2011 Census, giving local information on the number and ages of people living within Lochaber. It compares these figures with those from 2001 to show that the population has “aged”, and that there is a large number of people who are close to retirement age. The population of Lochaber has grown by 6.1% (compared to the Highland average of 11.1%) with an increase in both Wards, and at a local level in 18 out of 27 data zones. Local population growth is strongly linked to the building of new homes. 1. Background 1.1. Publication of the results from the 2011 Census began in December 2012, and the most recent published in November and December 2013 gave the first detailed results for “census output areas”, the smallest areas for which results are published. These detailed results have enabled preparation of the first 2011 Census profiles and these are available for Wards, Associated School Groups, Community Councils and Settlement Zones on the Highland Council’s website at: http://www.highland.gov.uk/yourcouncil/highlandfactsandfigures/census2011.htm 1.2. This report returns to some earlier results and looks at how the age profile of the Lochaber population and the total numbers have changed at a local level (datazones).     The Highland Licensing Board Agenda 6 Item Meeting – 23 June 2020 Report HLB/036/20 No The Highland Licensing Board Functions Report 2019-20 Report by the Clerk to the Licensing Board Summary This report invites the Board to approve the Board’s third annual functions report for publication in accordance with section 9A of the Licensing (Scotland) Act 2005. 1. Background 1.1 The Air Weapons and Licensing (Scotland) Act 2015 amended the Licensing (Scotland) Act 2005 (“the Act”) to introduce a requirement that Licensing Boards produce and publish annual functions reports. 1.2 As a consequence, section 9A was inserted into the Act and came into force on 20 December 2017. 1.3 Section 9A of the Act states that the Board’s annual functions report must be prepared and published not later than 3 months after the end of each financial year. This means that the Board’s report for the financial year 2019-20 must be published, under normal circumstances, by no later than the end of June 2020. It is noted that under schedule 5 of the Coronavirus (Scotland) Act 2020 that a further 9 months is available to the Board if they are unable to publish their annual functions report by the end of June, due to a reason relating to coronavirus, but that is not required in this case. 1.4 The functions report must include- (a) a statement explaining how the Board has regard to- (i) the licensing objectives, and (ii) their licensing policy statement and any supplementary licensing policy statement (including the Board’s statement under section 7(1) (duty to assess

    Highland Print Studio Throw Up 20.18 Artist Brief Introduction Highland Print Studio Highland Print Studio (HPS) is a printmaking and digital imaging facility based in Inverness in the Scottish Highlands. The Studio operates from its own premises overlooking the River Ness, in the heart of the city and has facilities for a range of printmaking techniques including screenprint, intaglio, relief print and lithography (photo plate and stone). Its recently upgraded digital suite includes facilities for high-spec digital imaging, large-format photographic printing and high-resolution scanning. Highland Print Studio is a Creative Scotland Regularly Funded Organisation and is also in receipt of revenue funding from Highland Council. HPS is a unique and vital part of the arts infrastructure of the Highlands and attracts studio users from across the Highlands and Islands and further afield. In addition to providing an open access workshop, Highland Print Studio has a varied artistic programme. This includes residencies, commissions and professional development for artists and an education and outreach programme that works with schools and community groups across the Highlands. This original project fulfils one of the organisation’s objectives, which is to engage new audiences with the visual arts and to demonstrate how visual art can connect to people’s lives. We are delighted to have formed these new partnerships with the shinty clubs involved and the Camanachd Association.     Glen Loy Land Management Plan Summary Glen Loy lies on the West side of the Great Glen between Loch Lochy and Loch Linnhe, approx. 7km North of Fort William. The Glen lies in a NW-SE direction and is dissected by the River Loy into Northern and Southern sections. The Loy is a salmon river which is important in the local fisheries area. The forest area has quite steep slopes becoming relatively flat in the floodplain of the River Loy. This topography creates a relatively sheltered environment in the locality. It is a relatively uninhibited location with most homes situated on the Eastern edge close to the pubic road and Caledonian Canal. The geology is quite mixed – Quartz dominated metamorphic rocks, with granite outcrops and volcanic intrusions. This combined with the mild wet windy climate forms a variety of soils from upland brown earths, ironpans, peaty gleys and shallow bogs which influences species type and growth rates of the woodland habitats. Glen Loy LMP was approved on 03/03/2008, and runs for 10 years. The long term aims of the forest are: Timber production The regeneration, consolidation and expansion of the Ancient Semi- Natural Woodlands (ASNW) Enhancement of the landscape. The primary objectives for the plan area are: To produce timber with felling to be aimed at improving the age- structure of the forest To future proof timber production by establishing felled areas with Sitka spruce with secondary species providing diversity and landscape enhancement where site conditions suit. To provide expansion areas for ASNW and accept regeneration of native species into non-restocked area secured through enhanced monitoring To review and improve access to, and interpretation of these ASNW areas.
