In 2006, the U.S./Middle East Project became an independent policy institute. Its mission is to provide non partisan analysis of the Middle East peace process and to present policymakers in the United States, in the region and in the larger international community with balanced policy analysis and policy options to prevent conflict and promote stability, democracy, modernization and economic development throughout the region. The U.S./Middle East Project pursues these goals under the guidance of an International Board chaired by General (Ret.) Brent Scowcroft (President, Forum for International Policy; former National Security Adviser to President Gerald Ford and President George H.W. Bush). The International Board comprises eminent personalities with extensive experience, in government and in the private sector, in dealing with the political, economic and social aspects of this critical and troubled region. The U.S./Middle East Project pursues its mission through a range of activities that include studies, periodicals and publications, conferences, consultations with heads of states in the region and collaboration with a wide range of international agencies pursuing similar goals. [vi] INTRODUCTION Conflict resolution and peacemaking are political rather than legal exercises. Parties to a conflict may agree to relinquish rights granted them in international law, particularly if such concessions serve to obtain comparable trade‐offs from the other side. What matters for the achievement and sustainability of a peace accord is that it not leave any of the parties with a deep sense of having been victimized by a one‐sided and unjust agreement. Such a lingering sense of unfairness and victimization inevitably fuels a revanchism that sooner or later rekindles the conflict. And yet, international law – particularly its most fundamental norms, known as “peremptory norms” – needs to be taken into account by would‐be peacemakers, not for “legalistic” reasons, too often seen as irrelevant to the political dynamics of the conflict, but because they embody quintessential principles of fairness and justice. International law does not allow states to disregard peremptory norms in the conduct of their international relations, nor may they enter into agreements that conflict with them. In the context of the Israel‐Palestine conflict, there are two such peremptory norms with the deepest implications for the resolution of its territorial aspects. They are the democratic principle of the right to self‐determination by a majority population in previously mandated territories, and the prohibition against the acquisition of territory by war, which applies to aggressors and victims alike. That is why what international law has to say about the territorial issues in this conflict, as described in The Israel­Palestine Conflict in International Law: Territorial Issues by Iain Scobbie and Sarah Hibbin, cannot be ignored by would‐be peacemakers. It is because so far it has been largely ignored that all previous peace initiatives have come to grief. Because these two peremptory norms are dealt with extensively in the following essay, there is no need to expatiate on them here, other than to stress their important role in the perception of the fairness of any proposed terms for a permanent [vii] Introduction status agreement and the sustainability of such an agreement over time. There are other considerations that also touch on the fairness of an agreement that need to be addressed by the international community and by U.S. policymakers, to whom the international community looks to assume the lead in moving the parties to an accord that will end the conflict and result in “two states living alongside each other in peace and security.” From a Palestinian perspective, the UN General Assembly’s Partition Plan of 1947 recognized that 43 percent of Mandate Palestine can rightfully be claimed by the Arab population as its legitimate patrimony. This should have brought into question Israel’s claim to the additional roughly 25 percent of Palestinian territory it acquired during its War of Independence in 1948. Nevertheless, Palestinians realize that UN Security Council Resolution 242 and 338 demanded of Israel to withdraw to the 1949 Armistice line, not the lines of the Partition Resolution. From a strictly legal point of view, that beginning was September 29, 1923, and the end was midnight, May 14, 1948, putting the middle expanse at just short of 25 years. But also like everything else historical, it is no simple matter to determine either how far back in the historical tapestry to go in search of origins, or how far to lean history into its consequences up to and speculatively beyond the present time. These decisions depend ultimately on the purposes of an historical inquiry and, whatever historical investigators may say, all such inquiries do have purposes, whether recognized, admitted, and articulated or not. A.J.P. Taylor’s famous insistence that historical analysis has no purpose other than enlightened storytelling, rendering the entire enterprise much closer to literature than to social science, is interesting precisely because it is such an outlier perspective among professional historians.

    The Palestinian Economy: A Historical View Brian J. Friedman, CFA September 30, 2014 Among the thousands of articles written about the Israeli‐Palestinian conflict, very few study the impact of the conflict on the Palestinian economy. According to the CIA approximately 2.2 million Palestinians live in the West Bank (along with 350,000 Jewish settlers) and 1.8 million in the Gaza Strip. Total Gross Domestic Product (GDP) for the Palestinian Authority is $6.6 billion or $1,650 per capita. By way of comparison, Israeli GDP is $273 billion or $35,000 per capita. Israel’s 1.5 million Arab citizens suffer from a significantly lower standard of living than Jewish Israelis. Nonetheless, Israeli Arab GDP per capita is estimated to be $12,000 (Israel Bureau of Statistics). Even without a formal peace agreement, a cessation of Palestinian terrorism and violence could produce a significant peace dividend for the nearly 12 million people living between the Jordan River and the Mediterranean Sea. Unfortunately the Palestinians only started developing a working economy in 2007 with the appointment of Salam Fayyad as Finance Minister, and then again just in the West Bank. While Israel certainly shares some of the blame for the Palestinians economic malaise, economic development was also a low priority for the Palestinian leadership. Until Mahmoud Abbas became President of the Palestinian Authority in 2005, Palestinian factions pursued armed struggle and terrorism against Israel rather than build institutions required for economic prosperity such as banks, courts, capital markets, factories or corporations. Legal Framework of Arab-Israeli Relations The invitation to me to participate in this symposium suggested devoting attention primarily to the legal aspects and not to the facts. Yet there is great value in the civil law maxim: Narra mihi facta, narabo tibi jus. Law does not operate in a vacuum or in the abstract, but only in the closest contact with facts; and the merit of legal exposition depends directly upon its relationship with the facts. It is a fact that as part of its approach to the settlement of the current crisis, the Government of Israel is insistent that whatever solution is reached should be em- bodied in a secure legal regime of a contractual character directly binding on all the states concerned. International law in general, and the underlying international legal aspects of the crisis of the Middle East, are no exceptions to this legal approach which integrates law with the facts. But faced with the multitude of facts arrayed by one protagonist or another, sometimes facts going back to the remotest periods of prehistory, the first task of the lawyer is to separate the wheat from the chaff, to place first things first and last things last, and to discipline himself to the most rigorous standards of relevance that contemporary legal science imposes. The authority of the Interna- tional Court itself exists for this approach: the irony with which in I953 that august tribunal brushed off historical arguments, in that instance only going back to the early feudal period, will not be lost on the perceptive reader of international juris- prudence.' Issa Dept. of English & Translation, Jadara University, PO box 733, Irbid, Jordan Abstract This study is devoted to discuss the renditions of the prophets' names in the Holy Quran due to the authority of the religious text where they reappear, the significance of the figures who carry them, the fact that they exist in many languages, and the fact that the Holy Quran addresses all mankind. The data are drawn from two translations of the Holy Quran by Ali (1964), and Al-Hilali and Khan (1993). It examines the renditions of the twenty five prophets' names with reference to translation strategies in this respect, showing that Ali confused the conveyance of six names whereas Al-Hilali and Khan confused the conveyance of four names. Discussion has been raised thereupon to present the correct rendition according to English dictionaries and encyclopedias in addition to versions of the Bible which add a historical perspective to the study. Introduction In Prophets’ names comprise a significant part of people's names which in turn constitutes a main subdivision of proper nouns which include in addition to people's names the names of countries, places, months, days, holidays etc. In terms of translation, many translators opt for transliterating proper names thinking that transliteration is a straightforward process depending on an idea deeply rooted in many people's minds that proper nouns are never translated or that the translation of proper names is as Vermes (2003:17) states "a simple automatic process of transference from one language to another."     Saints Anne & Joachim ach year the Church venerates the memory of Saints Anne & Joachim Eon July 26th. An ancient story dating to the first centuries of the Church’s life recalls how Saints Anne & Joachim, like Abraham and Sarah, were scorned by their neighbors because they had no children. Years of longing did not weaken their trust in God, but grief eventually drove Saint Joachim into the wilderness to fast and pray. Saint Anne, remaining at home, dressed in mourning clothes and wept because she had no child of her own. Seeing her mistress distressed, a servant girl reminded Anne to put her trust in God. Saint Anne washed her face, put on her bridal clothes and went to a garden to plead with God for a child. Angels appeared to Saint Anne in her garden and Saint Joachim in the desert, promis- ing that, despite their old age, they would give birth to a child who would be known throughout the world. The new parents ran to meet one another at Jerusalem’s Golden Gate, and with a kiss rejoiced in the new life which God had promised would be theirs. Saints Anne and Joachim are powerful intercessors for all married couples, expectant mothers and married couples who are having difficulty conceiving, as well as all who have grown old. About the Mosaic The art of mosaic dates back some five thousand years to ancient Babylon. The mosaic of Saints Anne and Joachim, depicted on the cover of this novena, was made of an Italian glass called smalti. Its intentionally uneven surface makes it highly reflective.
