The service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011.

The service is registered to provide a care service to a maximum of 43 children at any one time as follows:

- 9 children aged from 0 to under 2 years - 10 children aged 2 to under 3 years - 24 children aged from 3 years to those not yet attending primary school. During term time, a maximum of 8 school aged children may attend breakfast club within the nursery premises between 7:30am and 8:45am subject to available space.

The provider of the service is Cumbernauld & Kilsyth Nursery and Out of School Care Ltd. This is a voluntary management committee of directors. The service also works in partnership with North Council to provide funded early learning and childcare to eligible children.

Care is provided from a purpose-built property within the Muirfield Community Facility, in Cumbernauld, . Children are accommodated within three playrooms which each have direct access to a garden. The centre's location is close to parks, shops, transport links and other local amenities.

The nursery has a set of aims which includes providing a safe, secure, stimulating, nurturing and healthy environment where everyone is listened to, valued and respected.

We check services are meeting the principles of Getting It Right For Every Child (also known as GIRFEC), Scotland's national approach to improving outcomes and wellbeing for children by offering the right help at the right time from the right people. It supports them and their parent(s) to work with the services that can help them. There are eight wellbeing indicators at the heart of Getting It Right For Every Child: safe, healthy, achieving, nurtured, active, respected, responsible, included.

What people told us

The older children that we spoke to told us that nursery was fun. They commented positively about playing in the garden, and excitedly explained how some parents had been involved in developing the outdoor play space.

We also spoke with five parents and carers during the inspection. They were all happy with the quality of care their children were receiving at the service. They highlighted particular strengths within the security of the building, approachable and honest staff and communication from the service.

Self assessment

We did not ask the service to complete a self-assessment in advance of the inspection. We discussed with the management team how they planned to continue to develop and improve the nursery. The service improvement plan demonstrated very good self-evaluation, which contributed to a clear vision for continued improvement.

What the service does well

Children attending the service were cared for by staff who were kind, caring and responsive to their needs. This supported children to feel happy, settled and confident within the nursery.

The service worked in partnership with families to meet children's needs. This was demonstrated well within children's personal plans which were jointly written between the service and parents and carers. Each child had a plan in place which set out how their needs would be met. Progress within the plan was reviewed regularly to support children to achieve.

Children had fun as they participated in a variety of very good play experiences. This included the use of natural and open-ended materials. For example, sorting pebbles and inventing super powers using torches. Children played for extended periods of time developing their imagination, creativity and problem solving.

All children had the opportunity to play outdoors every day. The gardens had been developed to create stimulating play spaces. Children enjoyed being imaginative in the mud kitchen, building dens, creating music and hiding in shelters. The organisation of the gardens allowed children to lead their own play and learning, making choices about what they wanted to do.

Children's wellbeing was well supported through the 'Sid and Shanarri' story programme. These stories and their corresponding puppets were used to support children's understanding about being safe, healthy, active, nurtured, achieving, responsible, respected and included. Parents told us that the programme had helped them to meet children's wellbeing needs at home too.

Staff were safely recruited and participated in a thorough induction programme which ensured they had the necessary information to care for children safely.

The service networked with other establishments and agencies to enhance their capacity for improvement. Staff had gained new ideas, increased confidence and support from these opportunities.

Since the last inspection there had been a number of staff changes. We found that these changes had been positive. The new team had developed very good relationships and a shared vision for delivering high quality early learning and childcare.

Children were cared for by staff who were skilled and knowledgeable. A very effective staff training programme had enthused the team and supported them to develop many aspects of the service. For example, communication with children and creativity and curiosity through play.

What the service could do better

As the service continues implementing the use of loose parts materials in play, they should assess their potential hazards using a formal risk assessing process. This will ensure children's safety.

Leadership roles should be extended to practitioners, giving them the opportunity to champion aspects of practice. This will strengthen children's experiences and increase staff capacity for learning whilst deepening their understanding of good practice publications.

The service should maximise opportunities for the whole team to meet together. This will support joined up working in the continuous improvement of the service.

Recommendation 1

To support children's health and wellbeing, the service should further develop children's personal plans. These should be completed consistently for all children and should demonstrate their progress and achievements. Children and parents/carers should be involved in setting the plan.
