These include provision for monitoring ‘complex stops’ (e.g. grade- separated stops along Road 79), strict requirements for access to the alignment for emergency services and additional onboard security features. In addition, in common with new buildings around Israel, shelter facilities are provided to protect staff in the event of an attack on the country. Specialist advisors are working with the project team to advise on such security requirements set by the national Government.

Part of the 23km (14.4-mile) inaugural opening, the core HKLR route is between Yuen Long in the north-east and Tuen Mun which borders the sea to the south. Tracks partly run near Kowloon’s long- established road connection with the New Territories, Castle Peak Road. The as-opened route was joined in 1991-92 by an eastern loop via San Hui, the Sam Shing branch and an eastern access to Tuen Mun Ferry Pier terminus. This increased Tuen Mun – Yuen Long services to three lines over different routes, all taking around 40 minutes. It also gave Tuen Mun HKLR’s greatest concentration, including the operational centre and depot/works site. Partly covered by an MTR development and reached from one of the system’s many delta junctions, it is between Lung Mun and Light Rail Depot stops. Once visible from a riverside footpath, depot workings became concealed when MTR increased security. Branching north-west from the core route, a series of extensions opened from 1993 to serve Tin Shui Wai. Before the circuit was complete, Tin Shui Wai Terminus opened in 1995, renamed Tin Wing when a West Rail station took the original name. What is there to see? Beyond the Sha Tin Racecourse and hiking trails, the New Territories does not feature strongly in Hong Kong’s tourism promotion. Terrain has constrained development and thus much of the land and indented coastline is rural. The West Rail line gives the fastest access from Kowloon (38 minutes, Hung Hom – Tuen Mun) and has connections for Hong Kong Island, but the infrastructure restricts views. Double-deck buses on routes like KMB 59X between Mong Kok East and Tuen Mun Pier Head give views of the coast and Lantau bridges, also putting the HKLR area in context. Why clarity on costs is essential for promoters

Mat Taylor’s useful overview of the key cost drivers of LRT contractual structure, project management and utilities projects in TAUT 944 was a welcome antidote to the frustrating delays, the headline figures quoted by many don’t tell the misunderstanding of tramway costs. whole story. I hope that my cynicism of the perceived bias against light We have to be careful to compare like-for-like costs. For rail is misplaced, but it seems that – certainly in the UK – the example, in Edinburgh's case to get a realistic construction media seems to always focus on incorrect assessments of the cost, you have to discount things like the fleet of 27 trams out-turn costs. More on Metro’s test centre Thank you for your article on the origins of the Tyne and Wear Metro in the latest edition (994). The Wallsend test track you covered briefly was a fascinating place and I would like to offer a few memories from ‘back in the day’! On a visit to the Tyneside Summer Exhibition in 1976, a mock-up Metro train was displayed for visitors to get a flavour of the future system. Inspired, my wife and I took a trip to the test track where you could ride prototype 4001 along the short test route that also included a station, a short tunnel, a light-controlled road crossing, a foot crossing and a farmer’s crossing.
