PHD’s Degree ــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــ The process of local and regional planning represents an important and influential branch of science that determine the trends of urban growth at the levels of cities, Governorates, and regions.The increasing interest for the strategic planning but at the local and national level only leaving a gap between them that only regional urban planning could fill. This came in line with the orientations of the state towards a comprehensive development of the Arab Republic of Egypt, as some authors may suggest ‘The nature of some planning issues requires intervention at the regional level of planning.(Vasilevska, Ljiljana and Milanka, 2009) Due to the importance of the global experiences which appeared grounded on the theories of development and the national & regional planning in Europe, Asia as well as America, it was necessary to use those experiences to develop a successful methodology of strategic planning at the regional level in Egypt. This work studies the different experiences of regional plans and future visions for Egypt by studying & analysing the goals and main points which aim to develop those regions. As a result of the lack of research and academic studies at the regional level, it became useful to examine this branch of studies -regional spatial planning- to reach clear methodology while suggesting a future vision of the region as to improve the quality of life, to strength the regional identity and to develop new forms of regional collaboration. Strategic planning is a set of steps that is applied in a method to achieve a set of documents & a strategic plan to be applied on a period of time. It has been widely used over the past several years these planning techniques have been developed to address Fundamental corners in planning: 1) The urban community issues. 2) The implementation of these planning techniques. Governments are responsible for developing framework policies that both initiate and guide the decision-making process, setting the conditions for the operation of effective planning at regional and local levels, one of it is the Strategic planning that is a process, in which the output of such process should be much more than merely a plan document or a vision statement, so an emphasis is given to Egypt. Owing to the problems which the Egyptian cities are confronted by, of accommodating rapidly growing population & providing those with infra-structure & shelter while ensuring sustainability as well as enhancing economic growth. Going through the guidelines of national planning, regional planning by having a quick survey on the 7 regions of Egypt & finalizing the thesis with the case study of Rashid city strategic planning, the implementation system & the obstacles are facing it. These killings occur throughout the region among diverse ethnic populations and are not restricted to Muslims. 'A paradigmatic example of a crime of honour is the killing of a woman by her father or brother for engaging in, or being suspected of engaging in, sexual practices before or outside marriage', writes Lama Abu-Odeh in a legal discussion of crimes of honour in the Arab world.2 Premarital relations leading to a loss of virginity, or perceptions of such relations, and extramarital affairs or other infringements of the modesty of a girl or woman thus carried a heavy price. According to Arab customary law, immodest actions dishonoured the family, metaphorically tainting the family blood, which could only be 'cleansed' or redeemed by loss of life. An agnatic relative of the woman - her father, brother, father's brother or his son (who might also be her husband in a region where cousins on the paternal side frequently married) - was charged with killing her to redeem the family honour. The spilling of blood supposedly washed away the shame or dishonour. Women are occasionally killed by mistake (the rumoured activity never occurred) or, conversely, escaped punishment when the initial deed had been kept a secret: they were locked up, sent away, or quickly married off.

These laws have mostly been investigated independently and are often perceived as disassociated matters. Here we present a large scale investigation about the connection between these two laws using population and GDP data from almost five thousand consistently-defined cities in 96 countries. We empirically demonstrate that both laws are tied to each other and derive an expression relating the urban scaling and Zipf exponents. This expression captures the average tendency of the empirical relation between both exponents, and simulations yield very similar results to the real data after accounting for random variations. We find that while the vast majority of countries exhibit increasing returns to scale of urban GDP, this effect is less pronounced in countries with fewer small cities and more metropolises (small Zipf exponent) than in countries with a more uneven number of small and large cities (large Zipf exponent).
