  • Women, Honour, and the State: Evidence from Egypt
Middle Eastern Studies, 3 Routledge Taylor & Francis Group Vol. 42, No. 1, 1-20, January 2006 m G Women, Honour, and the State: Evidence from Egypt BETH BARON Activists in the Middle East and beyond have in the past decade stepped up their organizing against 'crimes of honour' or 'honour killings'.' These killings occur throughout the region among diverse ethnic populations and are not restricted to Muslims. 'A paradigmatic example of a crime of honour is the killing of a woman by her father or brother for engaging in, or being suspected of engaging in, sexual practices before or outside marriage', writes Lama Abu-Odeh in a legal discussion of crimes of honour in the Arab world.2 Premarital relations leading to a loss of virginity, or perceptions of such relations, and extramarital affairs or other infringements of the modesty of a girl or woman thus carried a heavy price. According to Arab customary law, immodest actions dishonoured the family, metaphorically tainting the family blood, which could only be 'cleansed' or redeemed by loss of life. An agnatic relative of the woman - her father, brother, father's brother or his son (who might also be her husband in a region where cousins on the paternal side frequently married) - was charged with killing her to redeem the family honour. The spilling of blood supposedly washed away the shame or dishonour. Women are occasionally killed by mistake (the rumoured activity never occurred) or, conversely, escaped punishment when the initial deed had been kept a secret: they were locked up, sent away, or quickly married off.

These laws have mostly been investigated independently and are often perceived as disassociated matters. Here we present a large scale investigation about the connection between these two laws using population and GDP data from almost five thousand consistently-defined cities in 96 countries. We empirically demonstrate that both laws are tied to each other and derive an expression relating the urban scaling and Zipf exponents. This expression captures the average tendency of the empirical relation between both exponents, and simulations yield very similar results to the real data after accounting for random variations. We find that while the vast majority of countries exhibit increasing returns to scale of urban GDP, this effect is less pronounced in countries with fewer small cities and more metropolises (small Zipf exponent) than in countries with a more uneven number of small and large cities (large Zipf exponent).

  • Human Rights Abuses by Armed Groups
EGYPT Human rights abuses by armed groups BACKGROUND Political violence has been one of the main characteristics of Egyptian life in recent years. The cycle of violence pitting the security forces against armed Islamist groups, especially in Upper Egypt, since the beginning of 1992 has left at least 1300 people dead. The victims have included civilians, as well as armed Islamists and members of the security forces. Armed groups have been responsible for three assassination attempts on the lives of senior government officials during this time: the Minister of Information, Safwat al-Sharif, in March 1993, the former Minister of the Interior, Hassan al-Alfi, in August 1993, and the Prime Minister, Dr ‘Atef Sidqi, in November 1993, as well as the attempt on the life of President Mubarak in Addis Ababa, Ethiopia in June 1995. Other officials targeted by the groups included senior officers from the State Security Investigations Department (SSI). Among them was the Deputy Head of the SSI, Ra’uf Khayrat, who was assassinated in April 1994 in Cairo. In the name of fighting “terrorism” the security forces have committed gross human rights violations. Amnesty International has over the years issued numerous reports detailing these violations and urged the government, which it holds responsible, to put an end to them1. There are a number of Islamist groups and movements in Egypt which vary widely in terms of their objectives, organization and strength. Some, like the Muslim Brothers, founded in 1928, tend to draw support from the middle and professional classes and currently advocate a program of condemning the use of “terrorism” or “violence”, while others, based mainly in rural areas and who draw their support from the youth, are clearly using violence, including killings of civilians, to achieve their aims.
