STRATEGIC STUDIES INSTITUTE The Strategic Studies Institute (SSI) is part of the U.S. Army War College and is the strategic-level study agent for issues relat- ed to national security and military strategy with emphasis on geostrategic analysis. Koenraad Bogaert Commissaris: Dr. Joachim Ben Yakoub Masterproef voorgelegd voor het behalen van de graad master in de richting Politieke Wetenschappen afstudeerrichting Internationale Politiek Academiejaar: 2018-2019 2 Abstract Deze masterproef ‘De evolutie van Sociaal Protest in Marokko: een politiek-historische analyse van de transformatie van verzet’ tracht een uitvoerig en coherent overzicht weer te geven van sociaal protest in Marokko. In het overzicht wordt er telkens vanuit een ander perspectief naar protest gekeken. Zo worden de oorzaken, overheidsreacties, protestmethoden en geografische dimensies van protest doorheen de Marokkaanse geschiedenis besproken en geanalyseerd. Ik start met een inleiding in de wetenschappelijke literatuur rond sociale bewegingen, vervolgens geef ik een beknopte politieke geschiedenis van Marokko weer. Dit is noodzakelijk als achtergrondinformatie voor de verdere hoofdstukken. De evolutie van sociaal protest wordt uitvoerig besproken en vervolgens geanalyseerd vanuit de wetenschappelijke theorieën rond sociale bewegingen. Ik sluit af met enkele conclusies over tendensen en patronen die identificeerbaar zijn op basis van de data. Dit werk is de gebaseerd op wetenschappelijke literatuur, nieuwsartikels en analyses over de Marokkaanse geschiedenis, sociale bewegingen, etc. Het werk fungeert als een voorbereiding op de masterproef van volgend jaar in het kader van de master Conflict- en Ontwikkelingsstudies. 3 Dankwoord Ik wil graag mijn promotor, professor Koenraad Bogaert, bedanken voor zijn steun en begeleiding in het schrijven van deze masterproef. CODESA’s objectives are: documenting the violations and attacks to human rights in the Western Sahara territories occupied by Morocco; disseminate and promote the culture of human rights principles and values; contribute to the construction of a modern civil society that believes in peace and peaceful non-violent resistance; and defending the legal and inalienable right of the Sahrawi people to self-determination, as recognized by international law. -

Their decision to take an integral part in all aspects of the uprisings stems from their belief that their participation and contribution are necessary for any potential democratic changes that would undoubtedly secure and bring them more rights. However, the appointment of only one female minister in the first Islamist‐led government and the reluctance to implement the provisions of the new constitution, namely the issue of gender parity, are but two of the new alarming examples that have disappointed Moroccan women. Based on interviews with women’s movement organizations’ leaders and 20 February Movement (20‐FMVT) female activists and through following the development of the Arab Spring in Morocco in particular and in the Middle Eastern & Northern Africa region in general, this paper considers the different roles, specificity, and gains of Moroccan women during and after the so‐called Moroccan Spring. The paper argues that despite their limited gains in the aftermath of this momentum, Moroccan women managed once again to prove their agency and ability to change laws and instigate reforms. It also featured an interdisciplinary team-taught Year of Morocco (YoM) course that included a study abroad experience to Morocco (March 28-April 7, 2019), an academic conference on “Gender, Identity, and Youth Empowerment in Morocco” (March 15-16, 2019), and this dedicated special issue of the Journal of Global Initiatives. Most events were organized through six different College Spotlights titled: The Taste of Morocco; Experiencing Moroccan Visual Arts; Multiple Literacies in Morocco; Conflict Management, Peacebuilding, and Development Challenges in Morocco, Moroccan Cultural Festival; and Moroccan Solar Tree. -
Violations of the Right of Ngos to Funding: from Harassment to Criminalisation

It provides a detailed picture of this as yet little studied problem, the growing Foreword by Maina Kiai dimension of which is a worrying concern. This picture is illustrated with around thirty country situations affecting human rights organisations. While recalling the legal basis of this right, as well as its organic relationship with the right to freedom of association and the embryonic jurisprudence on this subject, the report stimulates deep reflection on the negative impacts of these restrictive measures and makes concrete recommendations to all relevant stakeholders (beneficiaries, donors, governments and intergovernmental organisations).
