2 Minutes of the Last Meeting

Minutes from 15 th June were agreed There were no matters arising The date of 21 st December was agreed for the date of the next Parishes Forum 3 Consultation on draft New Planning Policy Paul Van Geete (MKC Tariff Programme Manager) gave presentation – see attached Some previous documents will be replaced Conflict with MKC regulation 123 Not many changes to policy – other SPD impacts Once collate responses we will go the next stage May struggle to meet some promises 3a It was requested that a detailed paper on affordable housing be available for the next meeting. Cllr LG agreed that this was an important issue for December and would speak to planning. Q. The changes on the SPD will this impact on public transport, and bus

services? LG A. It depends on the development Q. There are several SPD is it possible to do a simple chart to show the changes between the old and the new differences index link today’s figures? A. This is something we can do, waiting for the budget to be finalised and a summary will be online.

4 Neighbourhood Planning Process Diane Webber (MKC Neighbourhood Planning Consultant) gave presentation and said the aim is to give an overview and update on Neighbourhood Plans please link below for presentation https://prezi.com/view/4yKArogpmKxyxPpq3gMy/ The Localism Act 2011 gives communities the right to prepare plans and policies for their local area called neighbourhood plans (NP) and the right to prepare Development orders to give permission for certain types of development. The Act places a duty on the Local Planning Authority(LPA) to support communities • Advice on the strategic policies in the area • Provide background materials, e.g. maps and plans to support the process • Advice on legal requirements for Neighbourhood Planning as set out in the Act and regulations • Assisting in meetings and providing advice on community engagement methods • Sharing information on key contacts and stakeholders There is potential to save time when preparing policies • evidence that we can use for our plan-making? • may mean we don’t need to make local allocations ourselves as they’ve done it through the NPs. This is certainly the approach we have adopted in MK, especially with the rural parishes preparing NP . The Housing White Paper includes a number of proposals to increase the role of NPs in improving housing delivery. Proposals include: • Making further funding available to neighbourhood planning groups from 2018 – 2020 • Amending planning policy so the Neighbourhood planning groups can obtain a housing requirement figure from their LPA • Taking forward the protection for NP announced in the Written Ministerial Statement of 12 December 2016 • Expecting that local and NP and more detailed Development Plan Documents like Area Action Plans should set out clear design expectations Barwell Ministerial Statement - Where communities plan for housing in their area in a NP, those plans should not be deemed out of date unless there is a significant lack of land supply – that is, under three years (rather than the 5 year supply of housing that local planning authorities have to demonstrate) That applies to all plans for the next two years, and for the first two years of any plan that is put in place. That will give a degree of protection that has not been available There has been a positive uptake by parishes to produce NP 10 made 1 at referendum 17 at different stages of progress. Grant funding of up to £9,000 per plan is available through Locality, the Government’s chosen organisation for delivering funding and resources for neighbourhood planning. 4a Q. The Written Ministerial Statement had not been used in a recent planning appeal in Woburn Sands why? A. As the Woburn Sands NP does not allocated new development sites it

does not benefit from the 3 year housing land supply concession in the Ministerial Statement.

5 MK Futures 2050 Geoff Snelson (MKC Director of Strategy and Futures) gave presentation see attached • Commission report recommended the Strategy for 2050, and gave some suggestions of policy areas • Concentrating on post 2031 period, but need to think about what we do now to set the agenda longer term • Delivery by other Council services and partners, make recommendations for supporting strategies and setting the policy framework for future work • Wide stakeholder engagement on emerging policies… hosted independently of the Council through arrangement with Community Action: MK • Pushing agendas… exploring the political appetite for change through this process • Plan:MK draft plan consultation now, final submission version due later this year • Cultural opportunities created by MK:U • Working with MKDP on the site • We have an ownership level approaching double the national average (July 17 saw 0.9% nationally, we have 1.6% in MK) • Last year we saw a tripling of EV/PHEV cars registered to the MK charging scheme and supply of electricity increasing 4 fold. • Detail in due course a lot of background investigation going on • Express routes for transport 5a G Snelson was praised for his excellent presentation and enthusiasm. Q. Adjustable traffic light and bus priority are these to be used? A. They can be linked Q. Is the work being promoted? A. Please don’t forget people outside of the city centre Q. Bradwell asked about traffic into MK A. Use of sensors to give more advise so we can understand traffic flow, it needs managing better. Q. there is nothing about airport into Cranfield A. Looking at Drones, road, rail and air. Q. Rolling programme of events A. Work together 7 Emerging Budgets and New Framework Sarah Gonsalves (MKC Acting Director of Policy, Insight and Communications) and Kay Pettit (MKC Program Manager Parish & Town Councils) gave presentation see attached. • How we look at things differently • Relationship with Parishes • Proposals – budgeting and timing and impact on Parishes. There has been criticism that MKC make budget announcements in December leaving parishes very little time to react. • How MKC can help Parishes enhance their areas • Framework is about how do we help you and facilitate that • How can we help you to work together • Equal access and engagement for Parishes and work with MKC at a level that suits you • All about local arrangements framework gives a route to engage o Service delivery o CAT ( Community Asset Transfer) o Influencing the wider work of the Council • Some parishes want to do their own services • Circulated Tuesday 17 October would welcome comments 7a Q. Certain Parishes are struggling with deprivation and are being kept in the dark (Woughton Question) A. Working on this Q. needs short term money put in to get information Observation of the forum that the tone was a little big brotherish 6 November totally unsuitable to give back comments. The is frustration and wanting more information. 8 Enhancing Services Sean Rooney (MKC Head of Highways) said that this is about an approach working as a team working together and he is looking across the board. Proposals are under discussion, looking at baselines and what he may not be able to provide in the future. • May not be able to have low priority works delivered • People to take a greater sense of responsibility and do things differently Thoughts going through presently to enhance services • Gateway and traffic management • Application process • To provide consistency, expertise and value • Recover costs associated with seeing if scheme is viable Discussion will move forward after a Delegated Decision in November

Parish Grant Schemes are a long drawn out process. Looking to consolidate funds and deal with them more efficiently and better value. Nick Hannon (MKC Head of Environment and Waste) echoed Sean Rooney comments • Serco provide services across the borough • Parishes can use a publicity procured contract • Different approaches need to be recognised i.e. landscaping enhancing i.e. grass cutting, street cleansing. • Serco bringing together how parishes can contact them. • Next step a landing page on website • Help and assist if necessary but hope Parishes will be able to access directly 8a Q. Significant engagement from services key bit we don’t have is clarity of how we have dialog A. SG and KP can facilitate Q. MK values – volunteer teams how do we stand with insurance how is it going to work in practice A.This is the sort of things to send to KP Q.
