August 1, 2012 DOWA Holdings Co., Ltd. DOWA News Construction of Heat Treatment Factory in Fast-Growing Indonesia Strengthen Network in Asia, Further Expansion of Overseas Development PT. DOWA THERMOTECH INDONESIA, the local Indonesian company of DOWA Thermotech Co., Ltd. (14-1, Sotokanda 4-Chome, Chiyoda-ku, Tokyo; Capital: ¥1,000 million; President: Toshiro Sumida), a subsidiary of DOWA Holdings Co., Ltd. (same location; Capital: ¥36,400 million; President: Masao Yamada), on July 30, signed a purchase and sale contract for industrial land with Karawang International Industrial City (Karawang Regency, West Java Province, Indonesia) and, going forward, will proceed with the construction of a heat treatment factory. Operations are scheduled to start in April 2013 which will also be combined with the full-fledged start of an industrial furnace maintenance business. In recent years, Indonesia has seen remarkable economic growth as GDP recorded an annual increase of 6.5% during the last fiscal year, continuing steady development. In motorcycle production in particular, Indonesia is the world’s third largest, after China and India, and Japanese companies hold nearly a 100% market share. In automobile production, approximately 840,000 vehicles were manufactured in Indonesia during the last fiscal year, the second largest in ASEAN behind Thailand. In automobile production too, Japanese makers have an overwhelming market share of more than 95% and, as a market where long-term growth is expected in the future, it is forecast that automobile manufacturers and auto parts makers will build even more new factories and expand existing production facilities. DOWA Thermotech Co., Ltd. has supplied many industrial furnaces to automobile manufacturers and auto parts makers in Indonesia and, by starting the heat treatment business and starting a full-fledged maintenance business, as a comprehensive heat treatment maker, an organization will be built that can meet the multi-faceted needs of its customers. The factory construction site is located about 50 kilometers east of the center of the capitol city, Jakarta, a place that is within easy reach, about one hour by car. There are many Japanese companies, including those in the automobile industry, located in the industrial park where the factory will be built and in nearby industrial parks in the surrounding area and many of the Company’s customers are already operating there. By advancing into Indonesia, following on from overseas heat treatment facilities in North America, Thailand, China and India, expanding demand in Southeast Asia can be acquired proactively. Southeast Asian Studies, Vol. 49, No. 2, September 2011 From Water Buffaloes to Motorcycles: The Development of Large-scale Industrial Estates and Their Socio-spatial Impact on the Surrounding Villages in Karawang Regency, West Java ARAI Kenichiro* Abstract This paper examines the impact of industrial estates on surrounding villages in Karawang Regency, West Java, Indonesia. A few large industrial estates have been in operation since the latter part of the 1990s, with hundreds of tenants, mainly auto manufacturers and related component suppliers. The rapid inflow of industry and decrease of agriculture-related jobs have prompted villagers to look for jobs in the indus- trial estates. However, there is a significant mismatch between the average educational and skill levels of the villagers and those required by companies in the estates. Competition with a growing number of immigrants with higher educational or skill levels has made it difficult for local villagers to obtain jobs in industry, while newcomers with a more secure job status are forming a new socioeconomic order outside the existing village settlements. The study also found that recruitment of regular staff had decreased rapidly since the introduction of a new labor law in 2003. Widespread use of fixed-term contracts and temporary agency workers has made jobs in industrial estates fragile and short-term. This gives companies flexibility of employment but at the same time is producing a growing pool of disenchanted and frustrated village youths in the surrounding environment. Further assistance to the villagers is desirable—not only for their sake but also for local government and industry if they hope for a long-term peaceful and conducive business environment.

Direct Inspection of the Scene The Investigative Team has conducted an inspection of the Scene (TKP) in a number of locations starting from Sentul Bogor area, Jagorawi and Cikampek TOL Roads in the direction of Karawang, and several locations in Karawang Regency, West Java, and obtained several results, including: 1. SITUATION UPDATE No. MASSIVE FLOODS IN GREATER JAKARTA AREA 2 INDONESIA Monday, 6 January 2020, 17:00 hrs (UTC+7) This Situation Update is provided by the AHA Centre for use by the ASEAN Member States and relevant stakeholders. The information presented is collected from various sources, including but not limited to, ASEAN Member States’ government agencies, UN, IFRC, NGOs, and news agencies. 1. HIGHLIGHTS a. Due to the monsoon season and heavy rainfall since 31 December 2019, the Greater Jakarta area was affected by massive floods and localised landslides reported. As of 6 January 2020, a total of 293 sub-districts in 74 districts of 3 provinces, i.e. Jakarta, West Java, and Banten, are flooded as from 1 January 2020. SITUATION UPDATE 1 b. Today (6 January 2020), the Emergency Operations Centre (PUSDALOPS) of National Disaster Management Authority of Indonesia (BNPB) held a floods response coordination meeting at BNPB Headquarters, led by the Chief of PUSDALOPS BNPB. The meeting was attended by the representatives of various ministries, governmental and non-governmental agencies. c. BNPB has been leading national coordination with other national agencies to support the local disaster management authority (BPBD). BNPB has mobilised support to the affected people by dispatching relief items, deploying personnel, disseminating information, and establishing evacuation centres. d. As the situation improves, the number of displaced people in the three affected provinces are generally decreased over time. e. In-country ASEAN Emergency Response and Assessment Team (ASEAN-ERAT) Indonesia is mobilised to reinforce BNPB in providing technical assistance in the management of evacuation site and provision of minimum services at the Jati Asih evacuation site of BNPB.

Financial feasibility analysis is carried out by several methods such as incremental cash flow projection, financial feasibility based on the free cash flow to the project, financial feasibility based on free cash flow to equity and sensitivity analysis. Based on free cash flow to the project, the NPV is IDR 225 Billion the IRR is 45.27% (greater than WACC = 17.32%), and the payback period is 3.13 years. On the other hand, based on free cash flow to equity, the NPV is IDR 66 Billion the IRR is 85.15% (higher than the cost of equity = 36.72%), and the payback period is 1.94 years. So that from the results of the analysis, it can be obtained that the premium economy train replacement project becomes an executive train for Argo Parahyangan financially feasible.
