3.8 LAND ACQUISITION 3.8.1 Procedures of Land Acquisition The new law on Land Acquisition Procedures is stipulated in Presidential Regulation No 36/ 2005 issued May 2005. The law should be effective since the issued date, but so far the implementation of this law is being argued. Therefore, the State Minister of Land No.1/1994, which was prepared for the Presidential Decree No.55/1993, is still used as a guideline. Following is a case of land acquisition procedures actually on-going for the Eastern Banjir Canal. Land acquisition is financed by local government budget (APBD: Anggaran Pendapatan Belanja Daerah). This is the reason the DKI Jakarta takes responsibility for the land acquisition of the Eastern Banjir Canal. (1) The CILCIS, the project owner, submits a proposal of the land acquisition to the Governor of the DKI Jakarta via Provincial Land Agency. The proposal describes: (a) project location, (b) the area and maps of the required land, (c) existing land use of the required land, and (d) general project description, including financial sources and construction duration. (2) The Governor checks that the project is already mentioned/stipulated in the DKI’s Regional Spatial Planning (Rencana Tata Ruang Wilayah) before land acquisition is processed. In case of the Eastern Banjir Canal, this has already set in the DKI’s Spatial Planning in 1993. (3) If not included, then the governor rejects land acquisition of the project. (4) The Governor creates Committees at Provincial level and Local (municipality) level. Since, the Eastern Banjir Canal passes through two (2) municipalities of Eastern Jakarta and Northern Jakarta. -

Indonesia's Sustainable Development Projects
a INDONESIA’S SUSTAINABLE DEVELOPMENT PROJECTS PREFACE Indonesia highly committed to implementing and achieving the Sustainable Development Goals (SDGs). Under the coordination of the Ministry of National Development Planning/Bappenas, Indonesia has mainstreamed SDGs into National Medium-Term Development Plan (RPJMN) and elaborated in the Government Work Plan (RKP) annual budget documents. In its implementation, Indonesia upholds the SDGs principles, namely (i) universal development principles, (ii) integration, (iii) no one left behind, and (iv) inclusive principles. Achievement of the ambitious SDGs targets, a set of international commitments to end poverty and build a better world by 2030, will require significant investment. The investment gap for the SDGs remains significant. Additional long-term resources need to be mobilized from all resources to implement the 2030 Agenda for Sustainable Development. In addition, it needs to be ensured that investment for the SDGs is inclusive and leaves no one behind. Indonesia is one of the countries that was given the opportunity to offer investment opportunities related to sustainable development in the 2019 Sustainable Development Goals Investment (SDGI) Fair in New York on April 15-17 2019. The SDGI Fair provides a platform, for governments, the private sectors, philanthropies and financial intermediaries, for “closing the SDG investment gap” through its focus on national and international efforts to accelerate the mobilization of sufficient investment for sustainable development. Therefore, Indonesia would like to take this opportunity to convey various concrete investment for SDGs. The book “Indonesia’s Sustainable Development Project” shows and describes investment opportunities in Indonesia that support the achievement of related SDGs goals and targets. -

Environmental problems in Jakarta, especially flooding problem, is strongly influenced by the condition of eight watersheds that flow into Jakarta Bay, namely Bekasi, Cisadane, Angke Pesanggrahan, Ciliwung, Krukut, Cakung, Buaran and Sunter. The center-periphery relationship between Jakarta and surrounding areas triggered significant land use changes in the watershed, especially in the upstream area. This study aims to analyze land use changes in eight watersheds that flow into Jakarta Bay in 2000, 2009 and 2017 as well as their effect on the distribution of the criticality level of the catchment area, using Geographic Information System (GIS) refers to Planning Procedures for Forest and Land Rehabilitation Engineering Watershed. The criticality map of the catchment area was created by overlay and scoring slope infiltration map, soil infiltration map and rainfall infiltration map. The results showed that there was a significant increase in built-up area of 14,33% in 2000-2009 and 10,42% in 2009-2017. In contrast, the area of dry land farming decreased significantly by 12,99% in 2000-2009 and 5.96% in 2009-2017. -

West Java is the province in Indonesia with the highest population and has a location close to the capital. However, the condition of education in West Java is generally still low. This is estimated because there are imbalances between districts / cities. The research objective is to get a clear picture of the condition of education in West Java by using secondary data issued by the Central Statistics Agency. The research method uses descriptive analysis, with analysis tools of regional typology. The division of regional typologies from the two indicators produces four regional terms, namely developed regions, developed regions constrained, potential areas to develop, and disadvantaged areas. Based on the indicators of education quality and life expectancy in 2017, from 27 municipal districts in West Java there were 33.3% in developed regions, 18.52% in developed regions were constrained, 7.4% in potential developing regions, and 40.74 % in disadvantaged areas. Bandung and Bekasi regencies are included in developed regions. While the cities of Banjar and Tasikmalaya include potential developing regions. Regional division with three indicators, namely the average length of school, Location Quation, and life expectancy. This division produces three filled quadrants. Quadrant I has 29.6%, quadrant III has 18.5%, and the remaining 51.9% is in quadrant IV. -

Email: [email protected] ABSTRACT Toll roads are currently one of the supporting factors for economic growth. So that if the function is slightly disturbed, obstacles will arise, which will hamper vehicle's journey using the toll road. Many factors hinder this toll road. One of the traffic obstacles is a flood disaster. Floods are also one of the biggest natural disasters in Indonesia. This study aims to calculate and assess the extent of flooding, which will impact toll roads. So that it can determine the impact and how to handle it. Applying the ten years returned rainfall periods, HEC_RAS simulation shows that the flood inundation area is 176.636,69 m2, including toll road areas. The hydraulic simulation also indicates that the flood inundation area can be reduced by adding two 3.5 x 4 meter Box Culvert, while to minimize the traffic disturbance during the construction period, it is recommended to apply microtunneling method. With a length of 297 km, it transfers the debris from the urban area, industry, and settlement to the ocean. This research aims to explore Marine Debris (MD) trajectories from two estuaries in Jakarta Bay. The method was included lagrangian particles with ocean currents, wind, and bathymetry conditions using GNOME software. There were three classes of simulation done in this research. MD observations were conducted in mangrove areas to validate the simulations. These simulations occurred during the northwest and southeast Monsoon period. The results showed that the debris trajectory patterns vary in the two monsoons, and waste from the two estuaries flow towards the south and southwest. In NWM, more waste moved further to the south and was stranded in the surrounding coastal areas. In SEM, waste moved towards the Jakarta bay and surrounding islands in the western and southern side of the estuaries. MD, especially the ones from Jaya estuary, affect other areas.
