Mullick Nihara Galai Centre West Bengal Pollution Control Board (Department of Environment, Government of West Bengal) Paribesh Bhawan, Bldg. 10A, Block LA Sector III, Salt Lake, Kolkata 700 098 Tel: 2335-9088/7428/8211/6731/0261/8861 Fax: (0091) (033) 2335-2813 Memo No. 490-PCB/HGY/R/6142-2016(I) Date: 26/05/2016 SUSPENSION OF CLOSURE ORDER WITH RESTORATION OF ELECTRICITY In due consideration of the appeal submitted by the industry through the letter dated 22/04/2016 for suspension of closure order and restoration of electricity and the report of inspection conducted by official of the WEST BENGAL POLLUTION CONTROL BOARD (hereinafter referred to as the Board) on 03/05/2016 and in compliance with the order of Hon’ble National Green Tribunal dated 08/04/2016 in connection with O.A.No.107/2015/EZ, the Board is hereby pleased to suspend the order for closure with disconnection of electricity issued against M/s Mullick Nihara Galai Centre (Prop:Keramat Ali Mullick) (hereinafter referred to as the industry) located at Nababpur,Gurguripota,P.O.-Krishnarampur,P.S.-Chanditala, Dist.-Hooghly vide Memo No. 444-256/WPB/O&E/2015 dated 31/03/2016 for six months from here of to verify the efficiency of the pollution control system with the following conditions:- 1. That, the industry shall never carry out its activity without operating its pollution control equipment. 2. That, the industry shall always operate with valid consent to operate of the Board. The electricity connection of the industry is ordered to be restored with immediate effect. The Director (HR), WBSEDCL is requested to take necessary steps for restoration of electricity connection of the above mentioned industry immediately. This direction is issued in exercise of the powers conferred under the provision of Section 33A of Water (Prevention & Control of Pollution) Act, 1974 and Section 31A of Air (Prevention & Control of Pollution) Act, 1981. Though its scope is national, there have been wide interstate as well as inter district variation in the achievement of the objectives of the act. National Rural Employment Guarantee Act (NREGA) enacted by legislation on August 25, 2005 and it was renamed as the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) on 2nd October 2009. The act aims eradication of extreme poverty and at making villages self sustaining through productive assets creation. In this paper an attempt has been made to identify the pattern of rural unemployment in Chanditala-I C.D block of Hugli district, West Bengal as well as to ascertain the causes of unemployment and the effects also. Emphasis also given on the status of employment generation in the area through Mahatma Gandhi National Rural Employment Guarantee Scheme. The incessant and heavy rainfall and the consequent copious discharge of water from different barrage/dam hugely disturb the normal life in the catchment areas resulting in huge loss of life and property.
