This distsrict experienced flood in the month of July, -August, 2015. The incessant and heavy rainfall and the consequent copious discharge of water from different barrage/dam hugely disturb the normal life in the catchment areas resulting in huge loss of life and property. The geographic location of the principally-affected areas especially Arambagh Sub-division is such that until and unless some special and long-term measures are taken, they shall continue to be similarly affected by the flood every year. The issue has already been discussed at the higher level and the State Government is learnt to be taking necessary initiative for the long-term solution of the problem. During the period flood, large tracts of land in the district get disconnected from the mainland; Villages get swept away by gushing river. People get dislodged from their homes and suffer indescribable privations and miseries. Normal economic activities including agriculture are negatively impacted in a big way during this period which last almost for about three months. Fortunately we did not face any major flood last year but the deep routed impact of drawght had played a little negative role inrespect of the livelihood measures to the poorest of the poor. Simultneously the alternative measured had also been taken. Even though the disaster itself can not be avoided, but the extent and expanse of its impact on life and property can definitely be mitigated through proper management and preparedness. The proposed flood contingency plan is divided into three parts, namely the pre-disaster preventive measures, the action plan during occurrence of the actual disaster and post-disaster relief and restoration measures. Here, a clear-cut action plan involving a wellsynergized coordination with all the concerned line departments has always proved useful and, therefore, we have always attached great importance to the same and have accordingly succeeded in realization of our goals. Our again this is to be revieved in the extended meeting both all line officers from different deptt after Assembly election is over. The disaster management plan of Hooghly District is updated every year and is a useful tool in disaster management. I hope that this document will prove useful, as always, to all those engaged in disaster preparedness, relief and rehabilitation measures. Shri Sanjay Bansal, IAS. At the onset of discussions, he welcomed all the attending members for the review meeting on premonsoon Preparedness. The Peoples’ representatives, Sub Divisional Officers, the Block Development Officers, the Sub Divisional Disaster Management Officers, the District Level Officers of all Line Departments attended the meeting. On the basis of the Disaster Management Plans-2017 submitted by the Sub Divisional Officers, Block Development Officers, Chairpersons of the Municipalities, Mayor of Chandernagore & Line Departments the District Disaster Management Plan 2017 is being prepared and will be submitted to the Department of Disaster Management , Govt. of West Bengal within 12th June 2017. The District Magistrate, in brief, informed all the members attending the meeting particularly the District Level Officers of Line Departments in regards to the importance of such meeting. ADM, Disaster Management emphasised that the success of mitigation of any disaster, natural or manmade entirely depends on the preparedness and direct participation in rescue and relief operation by the Line Departments with the help of peoples’ representatives. If the Disaster Management Department, the Line Departments and the Peoples’ representatives work together, any type of disaster may be combated successfully by reducing loss of human and cattle lives, destruction / damage of dwelling houses , standing crops and other public properties. So he wanted to know from the District Level Officers of Line Departments, SDOs, BDOs, and Executive Officers of the Municipalities regarding their preparedness for this year i,e,2017. The preparedness of different Line department is as follows:- (1) Irrigation and Waterways Division : There are three Irrigation and waterways Divisions working in this District --- 1. Hooghly Irrigation and Waterways Division,2. Lower Damodar Irrigation and Waterways 3. Howrah Irrigation and Waterways. These three (3) Divisions & some Sub-Divisions under them are working to manage flood protection of embankments of the rivers, water transport communication and water irrigation in the vast crop areas of Arambagh and other Sub Division areas. The representative of the Irrigation and Waterways Division informed that:- A joint inspection was done with the Sabhapati Panchayet Samity Arambagh Hooghly and others relating to the flood affected area. 1. The Vulnerable areas have been identified and tender process has been completed and work order to be given soon. 2. The Control room to be opened for 24 hrs at Irrigation Department as opened previous years. 6 3. Sufficient no. gunny bags have been stored and will be supplied to the BDOS at the emergency time of need. 4. Sluice Gates in the Dakatia Khal, Dankeni Bandh at Jangipara Block had been repaired. (2) PWD:------ The representative of the PWD Department stated that the damaged road to be repaired soon. (3) PHE:------ The representative of the PHE Department stated that the department is ready to prepare the pouch pkts. Of drinking water at the time of flood, if the situation demand, Sufficient bleaching powder is require to be stock. (4) Health:------ The CMOH informed that the Stated that there are sufficient stock of medicin such as ORS, AVS, Halogen Tablets etc. The same will be supplied to the health centres soon. (5) Agriculture :------ The representative of the Agriculture Department said that in such cases re-transpolanting of short duration varieties of paddy after receding flood water to be done. On demand farmers may purchase seedlings from the nearest Govt. Farms. After receding flood water nitrogenous fertilizer should be applied as top dressing @25 Kg./ ha. For quick growth of plants and for this purpose, fertilizer minikit may be supplied to small and marginal farmers, Bargadar and patta holders. Where possible pulse like kalai or vegetables can be grown. Farmers should be aware of the above message through different mass media and leaflets. (6) WBSEDCL :------ They informed that they have already been taken up the measures of tree cutting work along the clect. Line. (2) Spacer has already been installed at LTOH line at different vital location. (3) Action plan for emergency supply restoration has been made and control room at Taldanga, Chinsurah to be opened. (7) Ex. Engr. (Arambagh Division):------- The representative of the Ex. Engr. (Arambagh Division) stated that the height of the existing tube wells are require to be increased before the monsoon. 7 (8) ARD Deptt.:------ The representative of the ARD Deptt inform that they have already been prepared relating to pre- monsoon activity such as storage of sufficient vaccines, storage of feeds & fodder and opening of control room ect. (9) Asstt. Engr.(Arambagh Sub-Division):------- The representative of the Asstt. Engr.(Arambagh Sub-Division) stated that some Sluice Gates are require to be checked up and some to be repaired. Identification of the same is to be done soon. (10) MLA – Goghat:------- MLA Goghat stated that State Disaster Response Fund (SDRF) to be allotted to only flood affected areas particularly for Khanakul-I /Khanakul- II, Goghat-I/Goghat- II Arambagh & Pursurah Blocks.
