Android For Download Abstract Welcome On behalf of Kaohsiung City, I sincerely welcome mayors, leaders and delegates from around the world to the 2013 Asia Pacifi c Cities Summit (APCS). My deepest appreciation goes to Brisbane and APCS Secretariat for granting Kaohsiung the privilege of hosting the prestigious APCS. 2013 APCS Kaohsiung features the 9th summit and the turning point of the 3rd Decade APCS Movement. I assure you this year’s APCS will be a conference for learning, a platform for sharing, a network for business opportunities and an agenda for actions. I wish all attendees to be inspired by our speakers and fellow participants as we share the topic of reshaping urbanomics. Moving forward, my wish is for the continual cooperation to build a stronger APCS entity for the benefi ts of regional cities. Our grand project “Asia New Bay” will accelerate the momentum to transform Kaohsiung to be a multi-functional international harbor city. I would also like to invite you to take the opportunity to enjoy the warmth, the culture and the convenience the region has to off er. After 16 successful years, APCS has established itself as a leading regional forum for civic and business leaders. By connecting key decision makers from across the Asia Pacifi c Region the Summit has become a valuable forum to exchange knowledge and formulate solutions to tackle shared challenges. APCS has become an integral part of the Brisbane City Council’s broader strategy to encourage closer cultural and economic ties with our regional partners and I am delighted to be bringing a signifi cant delegation of Brisbane business leaders to Kaohsiung and a group of City leaders from the South East Queensland region. I am confi dent that the 2013 APCS will continue to build on the tremendous success enjoyed by previous Summits and that Kaohsiung will be magnifi cent hosts for this year’s event. Brisbane and Kaohsiung share a very strong sister city relationship and I am delighted that the 2013 APCS will further strengthen the ties between our cities – as well as other participating cities from around the globe. QUIRK, Graham Lord Mayor of Brisbane Australia 1 Host City Facing Taiwan Strait to the west and Bashi Channel to the south, Kaohsiung is a beautiful and modern metropolis located in southern Taiwan as well as the second largest city of the island. Greater Kaohsiung, a metropolis occupying an area of 2,946 km2 with the total population of 2.77 million, possessing all kinds of natural landscapes and living facilities, will thrive as a new global city. Kaohsiung has the largest land area of any special municipality of Taiwan. Its convenient network of land, air, and sea transportation off ers multiple options for travel and freight movements, linking Kaohsiung with the world while also allowing people quick and easy access to the city. Kaohsiung also has easy access to Taoyuan International Airport in northern Taiwan by either highway or the Taiwan High-Speed Rail, for fl ights to destinations worldwide. Kaohsiung is a leading industrial city in Taiwan as well as one of the world’s most important cargo ports. The “Taiwan miracle” was created in Kaohsiung when the island emerged as a world leader in manufacturing in the 1960s. In the 21st century, the city is now committed to achieve a balance between the economy and ecology, and between industry and innovation. The city is actively developing high-tech, environmental protection, low-carbon, green energy, cultural and creative industries, as well as accelerating the upgrading and transforming of traditional heavy industries. Kaohsiung is now building its capacity for the future and has long-term development potentials from all perspectives serving as the best base for prospective investors to venture into the Asian economy and market. Since it’s a diverse marine city with many ethnic groups, it’s evolved into a friendly, passionate, adventurous and creative city. Buoyed by the years of continuing eff orts from citizens and the city government alike, Kaohsiung has advanced from a business driven, industrial city, into a metropolis of culture, tourism, multiple green spaces and sustainability. Charming waterfronts, fabulous night views of the harbor, vibrant and creative folk festivals, artistic performances and promising investment opportunities are just small part of Kaohsiung’s amazing characteristics. Kaohsiung has continuously striven to provide residents with a safe and suffi cient living environment not only by progress in urbanomics but also the implementation of fully- developed policies. Leveraging the signifi cant experience of 2009 World Games to the upcoming milestone of 2014 “Asia’s New Bay Area” designation, Kaohsiung will continuously gain in competitiveness from its rich culture and beautiful cityscape. 2 Summit History From its inception in 1996 by the Brisbane City Council, the Asia Pacific Cities Summit (APCS) has been recognized as one of the premier forums for fast-tracking international city networks and new business relationships for over 100 cities in the region. APCS is not only a leading platform for regional issues but also a generator for market cooperation between local governments and business sectors. The biennial APCS is a grand occasion for business leaders, government representatives, and young professionals, attracting numerous elites from around the world. The event has been held in Brisbane Australia, Seattle USA, Chongqing China, and Incheon South Korea in the previous years. 2013 Asia Pacifi c Cities Summit The Asia Pacific Cities Summit (APCS) has been held successfully over the past 17 years. The APCS is a biennial event with the objective of promoting economic growth in the Asia Pacifi c region and beyond. It is a platform for attendees to communicate and exchange their viewpoints and knowledge regarding business growth, investment and economic outcomes. Lately the Summit has become a medium for global business to enter the growing Asia Pacifi c markets. The APCS is the place where all stakeholders of regional community should meet. Key city decision makers, business leaders, social entrepreneurs, young leaders and professionals, experts in their fi elds are welcomed, as Summit participants deal with regional challenges in an open and highly interactive manner. The 2013 APCS will build upon the success of eight prior Summits.     INTRODUCTION Accounts of Taiwan and its history have been profoundly influenced by cultural and political ideologies, which have fluctuated radically over the past four centuries on the island. Small parts of Taiwan were ruled by the Dutch (1624-1662), Spanish (1626-1642), Zheng Chenggong (Koxinga)1 and his heirs (1662-1683), and a large part by Qing Dynasty China (1683-1895). Thereafter, the whole of the island was under Japanese control for half a century (1895-1945), and after World War II, it was taken over by the Republic of China (ROC), being governed for more than four decades by the authoritarian government of Chiang Kai-shek and the Kuomintang (KMT), or Chinese Nationalist Party,2 before democratization began in earnest in the late 1980s. Taiwan’s convoluted history and current troubled relations with the People’s Republic of China (PRC), which claims Taiwan is “a renegade province” of the PRC, has complicated the world’s understanding of Taiwan. Many Western studies of Taiwan, primarily concerning its politics and economic development, have been conducted as an 1 Pinyin is employed in this dissertation as its Mandarin romanization system, though there are exceptions for names of places which have been officially transliterated differently, and for names of people who have been known to Western scholarship in different forms of romanization. In these cases, the more popular forms are used. His experience with TheeAe has been led him even broader and more abun- dant to understand projects to meet clients requirements by quality design until completion of the project. He always finds a new way of design approach as his ideas are the environmental and sustainable design to embrace cultural and historical aspect of design elements. As he believes “the creativity is the ability to introduce order into the randomness of nature” (by philosopher Eric Hoffer), his design seeks organic approach which the buildings are evolved as they are developed by the change of function and use as time goes by. This eventually will produce the architecture as a new creation. That is our language we call TheeAe.     Futuristic Taiwan tower to have floating observatories 19 November 2010, by Lin Edwards The tower, standing over 300 meters high, will include an information center, museum, office tower, conference venue, fixed and floating observation decks, restaurants, and an urban park. Image credit: DSBA (PhysOrg.com) -- A futuristic tower called "Floating Observatories," which resembles a tree trunk with eight floating elevator observatories shaped like leaves, will soon become a major landmark in Taichung, Taiwan's third largest city. The conceptual design of the tower was made by a team from the companies Dorin Stefan Birou Arhitectura (DSBA), Upgrade.Studio, and Mihai Cracium, and led by DSBA principal architect Stefan Dorin from Romania. The tower design won first prize in the recent Taiwan Tower Conceptual International Competition. Dorin explained the design represented a "technological tree," with elevator observatories shaped like the island of Taiwan, which is leaf-shaped. 1 / 4 Image credit: DSBA The floating elevator observatories can take up to 80 people and are built from lightweight materials developed by the space industries, and covered by a new generation membrane of polytetrafluoroethylene (PTFE). Their design was influenced by science fiction computer games. They move up and down on a vertical track positioned within a strong electromagnetic field and are "self-sustained" by helium balloons. The observatories provide the key exhibit of the museum for the visitors - the city itself - and when nested they are themselves exhibits. The design's "green" features include a small footprint, natural ventilation through the "chimney" effect, turbines and solar cells to generate power for the building, a fiber optics dome to light basement areas and museum spaces, and rainwater collection and purification.
