More than 85% live in developing countries. In many places, they represent 30% of the population – and the numbers keep growing. Many developing countries have the potential to realise a demographic dividend, if the right social and economic policies and investments are in place. As such, youth is increasingly taking centre stage in policy debates as a driver of development. Targeting young people, however, requires addressing challenges on multiple fronts, from decent employment and quality education to youth-friendly health services and active citizenship. Timely interventions directed at young people are likely to yield a greater return for sustainable development than attempts to fix their problems later in life. Gaps in initial education and skills, for example, are forcing too many young people to leave education at an early age, unprepared for work and life. Today, one out of four children in the world drops out of primary education. Surprisingly, no progress has been made in this area over the last decade. Youth joblessness and vulnerable employment are widespread; young people are three times more likely to be unemployed than adults. Adolescent reproductive and sexual health needs are poorly addressed, while new health risks have emerged. Moreover, not all youth have equal opportunities for mobility, and too many remain excluded from decision making processes that affect their lives. The opportunity to close the youth well-being gap is nonetheless real. Measuring and analysing the problems of disadvantaged youth is a prerequisite for developing evidence- based policies. Sharing good practices and exchanging information on what works and does not play a crucial role in youth policy making in both developing and developed countries. Policies that intervene at critical stages can significantly reduce the risks of youth becoming further disadvantaged. For example, facilitating the transition into the world of work through labour market counselling and comprehensive on-the-job training is helping the economic inclusion of youth. Evidence also suggests that cultural and creative activities, violence prevention programmes and juvenile justice services can support active citizenship among youth. The Youth Inclusion project, co-financed by the European Union and implemented by the Development Centre of the Organisation for Economic Co-operation and Development (OECD), analyses these aspects in nine developing and emerging economies (Cambodia, Côte d’Ivoire, El Salvador, Jordan, Malawi, Moldova, Peru, Togo and Viet Nam) through Youth Well-being Policy Reviews. The reviews are intended to support governments by providing evidence and concrete advice on how to assess youth challenges from a multi- dimensional perspective and how to involve youth in national development processes. The reviews shed light on the determinants of youth vulnerabilities and what constitute successful transitions in each of the countries. Tapping into the evidence to design better policies is one of the best ways to minimise challenges and maximise potential, turning YOUTH WELL-BEING POLICY REVIEW OF JORDAN © OECD 2018 4 │ the youth bulge into a youth dividend. The Youth Well-being Policy Review of Jordan was drafted by Ian Brand-Weiner, Adrien Lorenceau, Mathilde Tarif and Hyun Seung Lee of the OECD Development Centre, drawing on background papers by Ralitza Dimova from the University of Manchester (technical and vocational education and training and the labour market), and Aida Essaid and Noora El Wer from the Information and Research Center – King Hussein Foundation (IRCKHF) (paths to active citizenship). The review also drew from a background paper by Kamel Nabulsi, Rana Taher, Mohammed Yassein Salman, Mahmoud Nabulsi and Maha Al Sa’ad from Tammey for Human Development (policies and institutional framework). This background paper was commissioned in partnership with the Networks of Mediterranean youth countries project Jordan (NET-MED youth), which is an EU funded project and implemented by UNESCO. The collaboration was established in 2016 to fulfil the OECD and UNESCO’s common objective on studying youth policy environment in Jordan. Jonathan Broekhuizen and Manas Pathak provided research assistance. D. Cornell University 2017 In countries where elections are not free or fair, and one political party consistently dominates elections, why do citizens bother to vote? If voting cannot substantively affect the balance of power, why do millions of citizens continue to vote in these elections? Until now, most answers to this question have used macro-level spending and demographic data to argue that people vote because they expect a material reward, such as patronage or a direct transfer via vote-buying. This dissertation argues, however, that autocratic regimes have social and political cleavages that give rise to variation in partisanship, which in turn create different non-economic motivations for voting behavior. Citizens with higher levels of socioeconomic status have the resources to engage more actively in politics, and are thus more likely to associate with political parties, while citizens with lower levels of socioeconomic status are more likely to be nonpartisans. Partisans, however, are further split by their political proclivities; those that support the regime are more likely to be ruling party partisans, while partisans who mistrust the regime are more likely to support opposition parties. In turn, these three groups of citizens have different expressive and social reasons for voting.

It performs numerous tasks including issuing travel documents and national identification cards, registering new citizens, documenting deaths and certifying divorces.     Syrian Refugees in Host Communities Key Informant Interviews / District Profiling January 2014 This project has been implemented with the support of: Syrian Refugees in Host Communities: Key Informant Interviews and District Profiling January 2014 EXECUTIVE SUMMARY As the Syrian crisis extends into its third year, the number of Syrian refugees in Jordan continues to increase with the vast majority living in host communities outside of planned camps.1 This assessment was undertaken to gain an in-depth understanding of issues related to sector specific and municipal services. In total, 1,445 in-depth interviews were conducted in September and October 2013 with key informants who were identified as knowledgeable about the 446 surveyed communities. The information collected is disaggregated by key characteristics including access to essential services by Syrian refugees, and underlying factors such as the type and location of their shelters. This project was carried out to inform more effective humanitarian planning and interventions which target the needs of Syrian refugees in Jordanian host communities. The study provides a multi-sector profile for the 19 districts of northern Jordan where the majority of Syrian refugees reside2, focusing on access to municipal and other essential services by Syrian refugees, including primary access to basic services; barriers to accessing social services; trends over time; and the prioritised needs of refugees by sector. The project is funded by the British Embassy of Amman with the support of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Children’s Fund (UNICEF). The greatest challenge faced by Syrian refugees is access to cash, specifically cash for rent, followed by access to food assistance and non-food items for the winter season.
