Members are reminded that the Parliament has agreed that the deadline for submitting names for General and Themed Question Times on 19 April 2012 is 12 noon on Wednesday 28 March. Members whose names are selected will be notified on that day and their names will appear in the Business Bulletin on Thursday 29 March. They will have until 12 noon on Wednesday 11 April to lodge questions.

S4W-06412 David McLetchie: To ask the Scottish Executive, further to the statement by Nicola Sturgeon on 21 March 2012 (Official Report, c. 7456) regarding waiting times management by NHS Lothian, what private providers are being used by the board to tackle the waiting times backlog and at what cost; whether it considers that the extra £4.8 million invested by it and NHS Lothian is sufficient to deal with the backlog, and whether it will provide additional funding to the board to deal with this issue, should it prove necessary.

S4W-06414 Tavish Scott: To ask the Scottish Executive how the procurement plan outlined in Scotland‘s Digital Future - Infrastructure Action Plan will impact on residents in so-called not-spots.

S4W-06415 Tavish Scott: To ask the Scottish Executive, further to the answer to question S4W-05973 by on 29 February 2012, which referred to a commitment to deliver a "future proofed digital infrastructure across of all of Scotland by 2020," whether its previously stated target of 95-98% coverage has changed and, if not, how it will ensure that any of the existing so-called not spots do not keep that status.

S4W-06424 Claire Baker: To ask the Scottish Executive when it will issue new favourable condition targets for sites of special scientific interest and other notified nature conservation sites.

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:  Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

 A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

 An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

S4M-02411 : Biomass Subsidies—That the Parliament welcomes the Scottish Government‘s apparent intention to remove subsidies from large-scale electricity-only biomass; understands that this in line with the UK-wide Committee on Climate Change‘s Bioenergy Review, which was published in December 2011; notes that the review argued against large-scale electricity-only biomass power stations; understands, however, that the proposed Scottish policy could allow large-scale biomass power station operators to claim that their stations run on combined heat and power, which could potentially attract large subsidies, but that such stations can have an efficiency level as low as 35%; believes that small- scale biomass plants are more sustainable and that the transportation of wood stock from overseas for larger plants increases carbon emissions and leads to deforestation; is concerned that subsidies for co-fired biomass could encourage the inefficient combustion of large quantities of imported wood alongside coal, and urges the Scottish Government to adopt a position of removing subsidies, not only from electricity-only biomass, but also from co-fired and combined heat and power biomass where these do not meet the minimum efficiency rating of 70% as set out by a European directive, believing that such a position would be distinct from that of the UK Government.

S4M-02391 Kenneth Gibson: The Dangers of Shisha Smoking—That the Parliament notes recently published data, which was released under freedom of information, that highlights what is considered to be the rapid increase of shisha bars in the UK, with seven of the UK‘s 556 bars located in Scotland; understands that some users believe that shisha does not cause harm, with a British Heart Foundation (BHF) poll highlighting that 84% of the respondents in Scotland who smoked shisha believed that one was the equivalent of 10 cigarettes and that 15% thought the practice was less harmful; understands however that the BHF considers that the amount of smoke inhaled during a one hour shisha session is equivalent to 100 cigarettes; believes that there are severe health risks associated with shisha; notes that Andy Carver, the prevention and care adviser at BHF Scotland, has stated that shisha smoking is "linked to the same serious and life-threatening diseases as cigarettes and there are added risks because you often smoke it for far longer than you would a cigarette‖, and urges all members to recognise and highlight what it sees as the implications of shisha smoking and the misconceptions around it.

Proposals for Members’ Bills

A member seeking to introduce a Member‘s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

PE1427 Petition by Robert Kirkwood, on behalf of Leith Links Residents‘ Association (LLRA), calling on the Scottish Parliament to urge the Scottish Government to implement the Scottish Civil Courts Review recommendations on multi-party actions by making changes to existing protocols that will (1) encourage the Rules Council to use rule of court 2.2 for multi-party actions; (2) modify court fees to a single payment; (3) encourage the Rules Council to introduce a protocol on recovery of documents; (4) clarify the common law right of nuisance, and (5) introduce compulsory insurance.

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
