c. Geopolitical analysis

As a middle-income country, Bolivia remains one of Latin America’s poorest nations. Bolivia’s first indigenous president, Evo Morales, was first elected in 2005. Since then, progress has been made in the areas of poverty reduction, education, health, recognition and inclusion of the country’s 36 ethnic groups and indigenous cultures. Bolivia is going through a post-electoral crisis since the presidential elections of October 2019. Evo Morales had declared himself the winner of the presidential election for a fourth term, but the opposition had cried fraud. After weeks of protests, the president resigned and fled Bolivia, leaving the police and army behind. He fled first to Mexico and then to Argentina, and Añez became interim president in November 2019. She promised to lead a transitional government in order to call new elections in 2020. The general election, postponed twice because of the Covid-19 pandemic, will take place in a context of strong political polarization and health crisis. Former President Evo Morales, exiled in Argentina, is polarizing a deleterious and violent Bolivian election; the vote is scheduled for October 18, 2020. Despite this progress, the economic model implemented in Bolivia, based on extractivism, has failed in many aspects and is not meeting the basic needs of the population. Bolivia still ranks highest in percentages of: poverty (38,6%) and extreme poverty (16,8%), teenage pregnancies, violence against women, etc. Limitations are observed in the quality of health and education services, there is no food security, increased citizen insecurity, high rate of unemployment, particularly in youth. Bolivia is regularly affected by natural disasters and effects of climate change on agricultural activity are already visible, upsetting the economy of the country.

Summary of HI presence in the country

HI initiated activities in Bolivia in 2011 implementing an inclusive local development (DLI) project in the department of Potosí with a local NGO, Ayninakuna until the end of 2013. Between 2014 and 2016, the HI program thrives with 3 projects: - Support to establishing 7 pilot rehabilitation centers in 2 country’s poorest regions aimed at supporting the national strategy. - Access to decent work for persons with disabilities and parents in the Municipality of . - Inclusive disaster risk management (DRM) in the departments of Potosí, Oruro and . As of 2017, the following projects are being implemented: "Nationwide scaling up of rehabilitation centers" (7 of the 9 departments of Bolivia) and "Access to decent work for persons with disabilities and parents in the municipalities of El Alto and La Paz”.
