Twenty years is a milestone. It is an occasion to celebrate – an opportunity to momentarily look back and to see beyond the past as it becomes a golden ticket to chart the path forward.

I am delighted to be your guest of honor tonight as you celebrate the 20th founding anniversary of an organization that has given me wonderful memories, the Public Safety Mutual Benefit Fund, Inc. or PSMBFI, as it is widely known now.

In 1997, PSMBFI was created in response to a growing concern about the welfare of our uniformed personnel, policemen in particular, after the stoppage of their mandatory social insurance by virtue of law. Yours truly together with the incorporators, brainstormed and gave birth to the idea of an organization that would provide an insurance protection, and financial and material aid to public safety practitioners. All hands to the pump, we worked rigorously with very limited resources during the initial experimental period and with only a handful of employees. In the next years to follow, our team explored boundaries and conquered objections. And the rest, as they say, is history.

PSMBFI has undergone a remarkable transformation from its humble beginning, from a mere 70,000 on its first year to 178,000 active members and from one partner agency, the PNP, to eleven partner agencies today including National Police Commission, Bureau of Fire Protection, Office of Transportation Security, Philippine National Police Academy, Philippine Coast Guard, National Mapping and Resource Information Authority, Metropolitan Manila Development Authority, Philippine Public Safety College, Department of Environment and Natural Resources, Bureau of Immigration, and just recently, the Land Transportation Office. Two decades and nine presidents ago, the organization has grown into a major mutual benefit association maintaining its liquidity all throughout its operation in and other major cities of the country. The synergy of talents and leadership by these nine gallant men whom we just honored a while ago have brought PSMBFI to its rightful spot in the industry - strong, and consistently moving upward with the policy of giving excellent service to its members.

As we reminisce about our glorious past, we also wish to salute those who have been a part of that past. Commemorative occasions like this also present an excellent opportunity to look forward to the future with a grateful heart. I must say that PSMBFI has had an impressive record of past achievement, dealing successfully over two decades now with a wide variety of challenges and opportunities. We are fortunate to work in an industry where we can all wake up every day and feel good about what we do.

As its founder, I am deeply pleased at the turn of events for all of us here tonight. My vision was to bring first-class insurance protection to our members and a long-standing commitment to provide them with the proper incentives and ultimately enhanced services. I am proud to declare; the vision was realized. Everyone here today has played a key role in maintaining that commitment either through your trust and confidence or your hard work and dedication.

PSMBFI to replace members’ ID cash card SMBFI members are advised to stop using their RCBC ID cash card effective October P15, 2017 and to withdraw the available balance on their account.
