Review of polling stations underway 9.08am - 30th March 2014

WITH local and European elections a few weeks away and the General Election next year Epping Forest District Council is holding its regular consultation on polling stations and polling districts. The review runs until May 30 within the district. A council spokesman said: "This is your opportunity to look at the arrangements currently in place and suggest any alternative for the future in your area." A polling district is a geographical area created by the sub-division of a UK parliamentary constituency for the purposes of a UK parliamentary election. Polling stations should be within easy reach of all electors from across the polling district. Representations may be made by email to [email protected] or by post to Polling District/Place Review, Epping Forest District Council, Office of the Chief Executive, Civic Offices, High Street, Epping, Essex CM16 4BZ. PLANE CRASH: Motorist recalls moment plane came down 7.50am - 30th March 2014

AN eyewitness has told Everything Epping Forest he believes the Yak plane may have been performing some kind of stunt seconds before it crashed into a field off the A414. Lee Sifford was driving home to Great Oakley having visiting his parents in Loughton, with his 14-year-old daughter, Lucy, when he noticed the plane overhead. He said: "A wide winged aircraft in the sky caught my eye as it was inclining steeply and rapidly then turned sharply mid-air and headed straight down towards the ground, nose first at a very fast speed. "The plane then disappeared from my view." He added: "I was pretty sure that a plane had crashed as it seemed to be going downwards too fast to avoid it. "As I drove another couple of hundred yards I noticed cars on the other side of the road beginning to stop and I then spotted the plane in the field on fire. I could only really make out the tail of the plane as the rest of it was alight. "It looked to me that the plane was maybe attempting some kind of stunt or loop the loop. "The plane did not seem to be in fire nor was there any smoke coming from it when it was descending." The crash happened in a field some distance off the A414 by the Fox and Goose pub at Cooksmill Green, near

Norton Heath, at about 3pm yesterday. Staff and customers from the pub also witnessed the crash and ran across the field to see if they could help. The pilot and passenger, both from Essex, had taken off from North Weald Airfield. Everything Epping Forest knows the identity of the passenger but is not publishing his details until next of kin have been informed. It is understood he had been at the airfield with his family when he was offered the chance flight. He is a prominent member of the airfield community. Four fire crews were called to the scene and a stretch of the A414 was closed for a time while emergency services dealt with the incident.

TOUR DE FRANCE: Possible reprieve for market 6.01pm - 26th March 2014

THE Tour de France day market in Epping, which has been cancelled by the town council, could earn a reprieve after the district council offered the Cottis Lane car park as an alternative venue. The town council cancelled the High Street market because of parking and traffic issues. However with the news that additional parking will be available at Epping St John's School, Epping Forest District Council has offered the Cottis Lane car park as a venue for the market on Monday, July 7. District council leader Chris Whitbread said: "Overall, the arrival of the Tour de France in Epping Forest is one of the biggest boosts to the economy we could wish for. "It will be a bonanza for High Street shops as thousands of extra visitors arrive early for the Epping Show on Sunday and take up their positions for the sprint on Monday. "The problem has always been what to do with the market. It was clear that for health and safety reasons there wasn't enough room for the anticipated 20,000 spectators and the market in the High Street. "Cottis Lane car park behind Marks and Spencer's is only a few seconds walk from the High Street and should make an excellent temporary location for the day." Mr Whitbread added: "I agreed the principle with cabinet portfolio holder Gary Waller and we will now be talking through the details with Epping Town Council." Epping Town Council clerk Alan Shaw said the council would seek the views of market traders on Monday before starting "serious talks" with the district council. It is not yet known exactly how much space would be available in the car park for the market as sufficient space has to be reserved for car park season ticket holders and portable toilets which are being brought in for the day. * The district council is developing plans to handle many of the expected spectators by opening up North Weald Airfield as a 'Park and Walk' facility after persuading the organisers to keep access between the M11 and the airfield open. Limited caravan and campervan facilities will also be available to allow people to stay overnight at the airfield. Additional temporary campsites and car parks are being planned by a number of farmers to cater for visitors along the route. Mr Whitbread said: "It is going to be an incredible day. The Tour is one of the world's greatest sporting events and it is entirely free to watch. "There will be a carnival atmosphere unlike anything we have seen since the Olympics. It certainly won't be business as usual but by getting into the spirit of the occasion and making plans now I am confident it will be a terrific boost to the district."

bosses saying the charity lost £1,600 while the vehicle was off the road. Drivers Paul and Martin were delighted to get the keys back so they can resume their delivery and collection service helping to generate vital income through the hospice's seven shops. The hospice said the cost to the hospice of the van being off the road for four weeks totals more than £1,600. St Clare retail sales manager Fiona Eaton said: "Thankfully the van was recovered by the police within 12 hours of it being stolen and we are hopeful that the culprits will be caught however the cost to us of the vehicle being off the road has mounted up. "Although we were able to hire a replacement vehicle while the van was being repaired, unfortunately the rental was not covered by our insurance so that alone has cost £900. "We also had goods in the back which were rifled through and have had to be written off so that's an additional £350 in lost stock. "When you add on £250 to have new keys cut and a £150 excess fee, we are facing quite a hefty bill." Fiona added: "We were devastated that thieves would target the hospice and they clearly have no idea of the consequences of their actions and the bill we are now facing - all funds which could be spent on caring for our patients and their loved ones." Anyone with information about the theft of the van on February 25 should ring Essex Police's non-emergency number 101.

Businesses invited to support challenge 2.24pm - 25th March 2014

BUSINESSES are invited to put their name on a charity challenge which is raising money for Help for Heroes and the Parachute Regiment charity. A team of 15 regulars at The Bricklayers Arms pub in Stondon Massey, near Ongar, are preparing to recreate an historic piece of wartime history. The group will set out from the pub on Monday, September 15, to recreate Operation Market Garden - one of the most famous battles of the Second World War, the Battle of Arnhem, which was immortalised in the film 'A Bridge Too Far'. On September 17, 1944, Operation Market Garden - the plan devised by Montgomery to end the war by Christmas - commenced with 35,000 US, Polish and British paratroopers flown 63 miles behind German lines in an attempt to capture the bridges between Lommel in Belgium and the town of Arnhem in Holland. To commemorate the 70th anniversary the 'Bricklayers Arms Troop' will undertake what today is a 75-mile march in memory of the soldiers who did not return. Local businesses are being encouraged to donate £70 - to mark the 70-year anniversary of the battle. Group member Gary Middlehurst said: "For £70 they will be directly supporting our wounded troops during a

year that sees both the 70th anniversary of D-Day and the less remembered Battle for Arnhem undertaken by the 1st Airborne, now the 16 Air Assault, Brigade and the Parachute Regiment based in Essex. "Considering Essex and Chipping Ongar Airfield played a vital part in Operation Market Garden, it would be a great achievement if we could get 150 local firms to donate £70 each representing the 70 years since the battle." Gary added: "Every donation will allow the business to have their logo on our ex-Army Bedford Truck support vehicle and which will be seen around Essex throughout the summer and then into Europe as we travel to Arnhem in September. "Contributing businesses will also feature on a Roll of Honour on the Para Charity's webpage and can, availability permitting (weekends only), have use of the truck for further advertising purposes." Reggie Wilson said: "The cooking lessons have been really fun and the food is tasty. I have never cooked at home before." Teacher Lauren Church said: "These sessions relate back to the curriculum with science and food technology but they are also teaching the pupils about food that's really tasty, easy to make at home, yet healthy. "They are also learning techniques and kitchen safety from an early age as they are doing everything themselves. "We hope they are going home with their dishes and inspiring the whole family to cook."

For many of the children it was their first experience of Shakespeare. Year 5 pupil Amber Buthfer said: "I thought that the play we watched was mind-blowing because we were actually involved." Classmate Luke Melinek said: "The actors were amazing." The school's English co-ordinator, Karen Yelverton, said "It's a great introduction to Shakespeare. School wins Edible Essex competition 9.56am - 23rd March 2014

THE allotment club at Chipping Ongar Primary School has won first prize in this year's Packed Lunch Plot Competition run by Edible Essex. The competition, launched in September 2012 in collaboration with the RHS Campaign for School Gardening, invites primary school children to plan what they could grow in a small plot and invent a recipe for a healthy packed lunch using the produce. The Greensted Road school wins £1,000 worth of equipment for its school garden, RHS CPD courses for their teachers, and the opportunity to plant the winning plot design at RHS Hyde Hall. Judges assessed how practical the plot was in terms of vegetable/fruit selection and the attractiveness of the design. They also looked at the recipes to see if they would work and how suitable they would be as a packed lunch. The winning entry needed to score highly in both these areas. The entry from Chipping Ongar Primary School's Key Stage 2 pupils was judged the best out of the 501 submissions. The pupils' entry, entitled Crazy Daisy Vegetables, involved a well-designed colourful plot involving vegetables and flowers that would grow well together. All of these were included in the recipe for 'Crazy Carrot Salad', 'Homemade Crazy Crisps' and 'Snazzy Wazzy Beetroot Cake'. The school's allotment club is run by volunteers Sophie Buxton and Stan Ball.

TOUR DE FRANCE: Organisers accused of "going a bit over the top" with nine-hour road closures 9.01am - 23rd March 2014

ORGANISERS of the Tour de France have been accused of "going a bit over the top" by closing local roads for up to nine hours when the race passes through the district on Monday, July 7. 'Country roads' forming part of the route - through Willingale, Fyfield, Moreton and Magdalen Laver - will be closed from 8am until 5pm, with the rest of the route - through North Weald and Epping - closing from 9am. Dennis Wood, of Weald Bridge Road, has written to Essex County Council complaining about the length of time the roads will be shut - and highlighting the disruption that the closures will bring saying some householders will be "virtual prisoners" in their homes. In his letter to public health and wellbeing cabinet member Ann Naylor, Mr Wood stated: " I was as excited as anyone when I heard that the Tour de France would be coming past my house in July. "The fact that the road would be closed to let the cyclists pass safely through did not seem much of an issue. After all, it would only be for about an hour at most, wouldn't it? "But no. We now learn that Weald Bridge Road, to name but one, will be closed from 8 am to 5 m! Nine hours!" He adds: "Has anyone given any serious thought to what this means for those of us who live in these roads? "We will be virtual prisoners in our own homes for nine hours! OK, people who go to work can re-arrange their times, if necessary, without too much inconvenience but those of us left at home will be cut off for the whole day not only from shops, buses etc but more importantly from hospitals, clinics and doctors' surgeries. "These services are already stretched and now it seems we will lose them for an extra whole day. There will be no point in the surgeries at North Weald and The Limes, Epping - or even clinics at St Margaret's Hospital - opening that day as no-one will be able to get in or out. "And for those of us who live in roads that will be completely cut off for nine hours - Weald Bridge Road for instance - the clinics and other services at Harlow will be also be closed to us. So if you've waited three months for an MRI scan and you finally get an appointment at Princess Alexandra Hospital for Monday, July 7 - tough! Get back in the queue. "And all because a bunch of cyclists will be making a mad dash (lasting at most about 15 minutes) past our front door! I'm not a spoil-sport, but, damn it, isn't this going a bit over the top?" Mrs Naylor, in a recent letter to Epping Town Council regarding the event, said: "Essex County Council recognises the Tour de France will have to implement road closures to ensure the race can happen safely across the Essex route. "However we are working closely with key partners including Yorkshire, Cambridge and TDF Hub 2014 to successfully deliver this major sporting event and minimise disruption to residents and businesses wherever possible. "The wider benefits of the event include expecting many spectators viewing this once in a lifetime opportunity to see the world class cyclists which we hope will inspire a new generation of people to be more active." The promotional cavalcade is expected to reach the district at about 12.15pm with the cyclists reaching Willingale at about 2pm and passing through the Wake Arms roundabout and Epping New Road at about 3pm.

MORE than 400 pupils from 20 primary and prep schools from Redbridge, Waltham Forest and Essex visited Bancroft's School, Woodford Green, for the school's fifth annual Primary Science Fair. Pupils were entertained and educated by a wide range of exciting and often highly original interactive stands presented by Bancroft's Year 12 science students. Among other activities pupils got to discover all about bubbles and their properties, they created lightning, made their own slides for microscopes and confronted their fears in a hair raising moment! The children were also treated to a chemistry demonstration which showed how various reactions result in the production of different colours; they got their chance to make and launch their own rockets on the school field and went home wearing necklaces containing their own DNA! Nightingale Primary School science co-ordinator Laura Cordes said: "It is a really inspirational day; It's great for our pupils to come along and see all the exciting things they can do in science when they get to secondary school. "It really inspires them about science and all the possibilities it holds." Laura Johnson, of Church School, said: "This was a fabulous opportunity, the children loved doing all the experiments themselves, it was great that so many activities were was hands-on." Town council taking over freehold of nature reserve 3.33pm - 21st March 2014

THE freehold of the Jubilee (formerly Cripsey Brook) Nature Reserve at the bottom of Ongar High Street is being transferred to Ongar Town Council which has managed the site for the last seven years. Essex County Council has given notice in the Press that they have applied to the Secretary of State for permission to dispose of the land. This is a legal requirement under the Green Belt (London and Home Counties) Act 1938. The nature reserve will remain part of the town council's property portfolio. Town clerk Aimi Middlehurst said: "The council is delighted to be able to take on the freehold of this property. "The reserve has improved out of all recognition over the last few years and the council will continue to evolve and develop the site."

TOUR DE FRANCE: No compensation for market traders 2.43pm - 21st March 2014

EPPING Town Council has been told the Monday market traders will receive no compensation after it was decided to cancel the market on Tour de France day. Mayor Will Breare-Hall wrote to Essex County Council regarding compensation after the town council decided, because of the road closures and traffic issues on Monday, July 7, to cancel the market. In her response, county council cabinet member Ann Naylor said: "Unfortunately, compensation is not available for the whole of the three stages of the event. "The event is funded by budget from central government and managed by the TdFHub, a government limited company. "Essex County Council is not the lead organiser responsible for the event. However we are working closely with key partners including Yorkshire, Cambridge and TdF Hub 2014 to successfully deliver this major sporting event and minimise disruption to residents and businesses wherever possible.

"The wider benefits of the event include expecting many spectators viewing this once in a lifetime opportunity to see the world class cyclists which we hope will inspire a new generation of people to be more active." Mrs Naylor said the county council was working in partnership with Epping Forest District Council "to identify if there is a viable solution" for the market for that day. Epping Town Council clerk Alan Shaw said: "We do not have more information about the reference to a 'viable solution for the market' as yet though we are meeting with colleagues from the district council early next week. "The only possible location for the market that has not already been considered would be the Cottis Lane car park which we have understood was to be open as normal on the day of the race." Mrs Naylor's letter also contained information about the street furniture that is being installed in Epping High Street in May. Five pairs of traffic islands will be replaced with permanent bolt-down islands that can be removed for the Tour de France sprint stage and any event in the future that Epping may hold that requires their removal, the county council said. The council added: "The islands are aesthetically pleasing and are in a granite finish to complement the street scene of Epping. "The current islands are in a poor state of repair with varying types of solar and normal electrically-powered bollards which are old and require a great deal of maintenance. "The new islands will have modern solar powered 'keep left' signs with no electrical connection, so are greener, easier and cheaper to maintain."

TOUR DE FRANCE: No pothole work planned 5.12pm - 18th March 2014

NO special roadwork programme is planned to repair potholes on the Tour de France route, Essex County Council has said. A council spokesman said race organisers have stated that provided the road surface meets the council's current policy then this is a "sufficient standard" for the race. The spokesman added: "Hence no additional works will be required. We are, however, looking into the scheduling of existing planned works to support the event." The council has said streets will be cleansed before the race and rubbish bins will be provided. Meanwhile the council has confirmed changes to the road closure times for the Epping Forest part of the route on Monday, July 7. The council said the change "recognises the difficulties associated with closing the busy A414 commuter corridor, and is only possible due to the race arriving later in Epping Forest district compared to other host districts on the route". Roads north of the A414 (the more rural part of the route covering Willingale, Moreton, Fyfield and Magdalen Laver) will close at 8am and open at 5pm. Roads south of the A414 (between North Weald and the Wake Arms roundabout) and including the A414 will close at 9am (previously 8am) and open 5pm. Essex County Council public health and wellbeing cabinet member Ann Naylor said: "Safety must come first in planning road closures for the Tour de France but I am pleased this change was possible making the morning of July 7 a little easier for the residents, businesses and commuters of Epping Forest."

MP welcomes tougher dog control laws 4.48pm - 18th March 2014

EPPING Forest MP Eleanor Laing has welcomed new dog control laws which will help protect people from dangerous dogs. A new law that will extend the Dangerous Dogs Act 1991 and see far harsher punishments for owners of dangerous dogs has received Royal Assent. Amendments to the Dangerous Dogs Act in and Wales, the first significant changes in 23 years, will see tougher dog control laws introduced. The Anti-Social Behaviour Crime and Policing Bill, which includes amendments to the Dangerous Dogs Act, will now allow the prosecution of owners for dog attacks on private property. It will mean irresponsible dog owners will now not only face longer prison sentences for the actions of their animal, they will also be liable for prosecution regardless of where an attack takes place, even on their own property. This will particularly protect postal workers, telecom workers health professionals and children. New preventative powers for police and local authorities will also ensure that they can act early, to help stop dog attacks before they happen.

02/05/2014 Everything Epping Forest Page 12 of 26

Mrs Laing said: "I am very pleased that the Government have made these much needed changes to protect people from dangerous dogs. "I have campaigned extensively for measures to prevent dog attacks and for appropriate punishment for irresponsible dog owners. "This new legislation takes important steps to protect the public whilst still encouraging responsible dog ownership." Mrs Laing added: "In my constituency the punishments given to dangerous dog offenders have been an insult to their victims. Thanks to these new laws this will no longer be the case." Speaking in Parliament, Mrs Laing said: "Penalties imposed on people who have let their dogs get out of control and injure other people should be severe so that they have a deterrent effect." Referring to a victim of a dog attack in her constituency, Mrs Laing added: "We must all have in our minds the thought that the next child who is attacked by a vicious dog might not be fortunate enough to escape with injuries that the medical profession can put right."

Micro-chipping event at council offices 4.46pm - 18th March 2014

A-levels come closer for four local schools 7.18pm - 17th March 2014

THE process to bring A-level education to four of the district's secondary schools is about to enter its final stage. The Epping Forest District Sixth Form Consortium - comprising Roding Valley High School, Loughton; Epping St John's School, , Loughton; and King Harold Business and Enterprise Academy, Waltham Abbey - has been working on its proposals for two years. The plans were well received when they were put out for public consultation last summer. Essex County Council and the Education Funding Agency are currently finalising a submission to the Department for Education to fund the age range extension for all four schools. Roding Valley High School headteacher Paul Banks said the proposals received an "overwhelmingly positive response" when they were made public last July. Mr Banks added: "The rationale behind the plan is that there is not enough A-level places in the Epping Forest area and that has been the case for the last 20 years. We are just trying to meet the demand." Among the benefits of the proposals for local students is that they will not have to move schools to continue their education beyond GCSEs. Mr Banks said: "It means the students in all of the four schools will have a continuity of education. "All students will mainly be based in their own schools however there is scope for a student to study part of their timetable at another school that is part of the consortium." He added: "These will be sixth form places for the children in the four schools. We will not be inviting applications from children from other schools. "The proposals have been supported by Loughton Residents Association in principle and have the full support of Epping Forest MP Eleanor Laing and the county councillors in the area." Christian Cavanagh, headteacher at Debden Park High School, said: "I have been Head at Debden Park for the last seven years and one of the main ambitions of the school and the Governing Body has been to have a sixth form. "This sixth form consortium will help students from the local community study in the local community and we are looking forward to working collaboratively to raise standards. "We want to help and inspire our students to continue on their educational journey to A-Levels and onwards to university." Epping St John's headteacher George Yerosimou said: "All four schools in the consortium can boast significant improvements over the last ten years, both in terms of student achievement at GCSE A*-C grades and in the overall quality of education provision, as testified by recent OFSTED judgements. AUDIO and PICTURES: Energy Minister visits charity 2.37pm - 17th March 2014

ENERGY Minister Greg Barker has hailed the success of a Harlow-based environmental charity which has shops in Harlow and Epping. Environmental Conservation Co-operative, or ECCO, is a charity, founded in 1995, that focuses on recycling and reusing materials, furniture and all sorts of objects for daily use. Mr Barker, who was invited to the charity by Harlow MP Robert Halfon, said the work of ECCO, which also has a shop in Bishop's Stortford, was a "win, win" for all involved and said similar schemes should be introduced across the country. The charity, with 18 full and part-time staff and ten volunteers, recycles and reuses some 55 tonnes of clothing and textiles a year, as well as some 120 tonnes of furniture. It also recycles three tonnes of domestic batteries a year. Mr Barker said: "I've been really impressed by what I've seen because it's bringing together a green environmental project and ethos with something that on a real scale is helping hard-working families who are finding themselves pressed on the cost of living. "Tonnes and tonnes of furniture that still has life in it, instead of being sent to the dump, put in the skip or being fly-tipped is actually being reused and finding its way back into the homes of people who need some more furniture, maybe have a growing family, maybe can't afford some of the prices in the shops and it's a virtual circle - it's a green project and it's helping people with the cost of living. So it's a win, win." Harlow MP Robert Halfon said: "ECCO is an outstanding place. They use recycled and reused goods to ensure that those who are on low incomes can benefit. "I'm proud that ECCO is so strong in Harlow, proud of the values it stands for and particularly proud that the Minister has asked ECCO to roll out what they do in Harlow and the country."

TOUR DE FRANCE: Buckhurst Hill faces "challenges" 10.55am - 14th March 2014

EVERY effort needs to be made to ensure Buckhurst Hill benefits as much as possible from the Tour de France, the parish council has said. Parish council clerk Nigel Moore told last night's council meeting the "challenges" for Tour de France day - Monday, July 7 - include ensuring local businesses were prepared and that visitors be directed towards the route along Epping New Road via Queens Road, so retailers can take advantage from potential passing trade. Mr Moore added that while Epping and Debden Stations were the "designated" stations for visitors Buckhurst Hill Station was expected to see far more people than usual. Mr Moore said: "It's obviously going to have a huge impact. The biggest impact will be the closure of Epping New Road. There will also undoubtedly be a very large number of spectators."

'Autumn Years' talk to ladies group 7.20am - 13th March 2014

A TALK on 'preparing for the autumn years' was given by Deborah Ridley-Joyce at the March meeting of Ongar and Shelley Ladies Thursday Group. After Deborah's father died from Alzheimer's, she started giving talks to groups making them aware about legal paperwork to have in place should a person become unable to deal with it themselves. Deborah spoke about the different powers of Attorney, and that enduring and lasting powers of attorney should be registered now while one is still able to look after ones own affairs, and to appoint someone who can be trusted to look after your affairs when you are unable to do so. Deborah also informed the audience about making sure to seek advice from a good solicitor regarding property and how it can be 'divided', especially if a husband or wife may have to go into a care home. Care homes take everything into account when calculating their fees, including property, pensions, savings and investments. The group's next meeting is at the Church Rooms, Castle Street, Ongar, on Thursday, April 3.

"He was a troubled and tormented soul, with some mental health issues and was fighting many inner demons for most of his life. "This is a devastating tragedy for our family, one from which we will never recover. "A hole has been ripped in our hearts and that void will never be filled. "We all hope and pray Stephen can now find the peace that he could never find in this world."

PICTURES: Children help Humpty Dumpty 1.47pm - 12th March 2014

AVON House School's Early Years Foundation Stage put on two performances of their spring concert 'Helping Humpty Dumpty'. Both shows were a sell-out, packed with enthusiastic parents, grandparents, aunts, uncles and representatives from Redbridge Early Years and surrounding Early Years settings. The audience was told how a big hen laid a big egg which the King treasured. He dressed the egg in some clothes and sat it on a wall for the entire kingdom to admire. A family of spiders and some animals from Old McDonald's Farm sang and made Humpty laugh. He laughed so much that he fell off the wall and ended up in pieces. The problem now is, how do we put Humpty Dumpty together again! Headteacher Amanda Campbell said: "The children performed with enthusiasm and confidence. They

remembered all their lines and songs, singing an encore as requested by the audience. "All their parents and teachers were very proud of them; they rose to the occasion giving a very mature performance."

Council supports traders' compensation call 8.03am - 12th March 2014

EPPING Town Council is supporting market traders with their claim for compensation after it decided to cancel the Monday market on Tour de France day. Councillors say they will "proactively" support the traders over the claim to the event organisers. The council considered relocating the market but decided against any move because of the traffic issues and road closures which will be in force on Monday, July 7. Councillor Michael Wright told last night's council meeting: "The Tour de France is coming no matter what we do. There's no way that the market can exist in Epping on the Monday." Councillor Ken Avey said: "I can't see why we have to cancel the market. The town needs to keep the market going. Why should we cancel the market to suit the French? "We didn't ask the French to come and cycle through our town. Why should we stop what we do just to suit them?"

Students visit Victoria and Albert Museum 6.00pm - 11th March 2014

YEAR 10 Textiles GCSE students at West Hatch High School visited the Victoria and Albert Museum as part of their studies. They gained an insight into the fashion and textile industry. There was an exhibition as well as a theatre costume workshop for pupils to take part in. The workshop helped them develop research and creative thinking skills in a fast paced environment. The session was led by a professional artist and designer. Pupils developed an understanding of the development of designing from research, as well as using a variety of materials to demonstrate ideas. Pupils then toured the exhibition which showcases the bold and exciting new looks by the most experimental young designers of the decade including Betty Jackson, Katharine Hamnett, Wendy Dagworthy and John Galliano. The exhibition traced the emerging theatricality in British fashion as the capital's vibrant and eclectic club scene influenced a new generation of designers. The school's Head of Textiles, Naz Hussain, said: "The trip was very beneficial to students in developing their coursework as well as possible career progression. PICTURES: Waltham Abbey on the App 4.58pm - 8th March 2014

AN 'App' promoting Waltham Abbey has been officially launched by Epping Forest MP Eleanor Laing. The App, developed by local company Swivel Creations and which is available from the Apple iStore and Google Play Store, features information about the town - its businesses and tourist attractions. The idea followed the formation of the Waltham Abbey Town Team - with representatives from Waltham Abbey Town Partnership, Waltham Abbey Town Council, Epping Forest District Council, Epping Forest Chamber of Commerce and local businesses. The App cost about £3,000 - funded with £1,500 from Waltham Abbey Town Partnership and the rest from Epping Forest District Council and the £10,000 Portas funding received by the town. Mrs Laing said: "In Waltham Abbey we are graced with an enviable range of wonderful local attractions and shops, and lots of local people, traders, voluntary groups and local residents who are coming together to make it an even better place to shop and visit. "The Town Team is trying out new ideas to let more and more people find out what the area has to offer and how to access them." Waltham Town Team chairman Helen Kane said: "The Town Team brings together representatives from local businesses, town and district council, and voluntary groups to work together to improve the physical and trading environment in Sun Street and beyond. "One of our roles is to try out new ideas to see if they can help get over the message that our town is really open for business and has an enviable range of attractions for visitors." Tricia Moxey, from Epping Forest Chamber of Commerce, said: "This App is another example of local traders, councils and community groups coming together to try out new ideas to boost trade and footfall. "We will be testing the App as we go along to see what works best and what sort of impact it can have." Waltham Abbey Town Council clerk Kathryn Richmond said: "The App is the first idea to run of the Town Team production line but we are planning a high street Summit to give everyone a chance to input into the future of

EVACUATED residents of the Robert Daniels Court sheltered housing scheme in Theydon Bois are not expected to be able to return home until Monday. Thirty-six residents were evacuated shortly after 7pm last night (Friday) after water from a tank in the loft flooding the building. Jo Huxtable, interim client services director with the scheme's owner Home Group, said: "We've turned off the mains supply after a faulty valve in the roof space led to water leaking into communal areas and flats. "The safety and comfort of our customers is our priority. We'll repair the valve as quickly as possible but before anyone can move back in we'll also need to inspect the electrics. "Some customers have chosen to stay with family and for others we're paying for hotel accommodation which includes a meal allowance. "We hope customers will be able to return on Monday and we'll offer all the support we can during the weekend."

Residents evacuated after water tank bursts 9.28am - 8th March 2014

THIRTY-six residents of Robert Daniels Court sheltered housing scheme in Theydon Bois have been evacuated after a water tank burst. Fire crews from Epping and Loughton were called to the complex in Thrifts Mead shortly after 7pm after the tank burst in the loft and caused flooding throughout the building. Residents were evacuated and spent the night at a hotel or with friends or relatives. A plumber and the electricity company were called to the scene and the Red Cross Essex Fire and Emergency Support Service team also went to help residents. An Essex Fire and Rescue Service spokesman said the building was declared "unsafe". An ambulance was called to help transport some of the residents to alternative accommodation.

Telephone scam victims across district 10.01am - 7th March 2014

THREE people in Waltham Abbey, two in Buckhurst Hill and one in Epping are among the latest victims of a telephone scam where callers pose as police or bank officials. A total of nine incidents last month, including others in Harlow and Little Hallingbury, have seen victims tricked out of a total of £19,000. The fraud has been going on across Essex since the start of last year. A total of £11,000 was taken from the victim at Little Hallingbury while the other amounts ranged from £300 to £2,500. In all the cases the victims were telephoned by callers posing as police, bank officials or shop staff and were told their bank cards had been used fraudulently. In all cases the victims were told their bank cards or cash from their accounts was needed for forensic examination by police. Taxi firms or couriers were sent to victims' homes to collect the cash or cards. In some cases the victims were asked to pay up to £40 for the cost of cabs. More than 600 thefts and attempted thefts have been reported in Essex since January 2013 and similar crimes have been reported in the Met Police area and other counties. More than 90 people in Essex have been tricked out of money and the total stolen is more than £309,000. Six people have been arrested in connection with the investigation. Extensive publicity campaigns have been carried out across Essex to warn residents of the scam and although success thefts have reduced, elderly and vulnerable people are still falling for the scam. DS Neil Hudson said: "It is vital that everyone is always on guard against any telephone callers claiming to be from the police or a bank and asking you to send them money. "If that happens, put the phone down, wait a few minutes until you get a dialling tone and call Essex Police to report it. "Some of the tricksters call their intended targets several times in an attempt to convince them, that they are

02/05/2014 Everything Epping Forest Page 22 of 26

genuine callers. "One trick is to ask people to call back or to call their bank to verify claims that their accounts have been infiltrated. But they stay on the line and when the victim thinks they are starting a fresh call the same tricksters claim to be at a police station or a bank. "It is important that anyone who is called by these fraudsters lets us know so that we can investigate and establish which different stories are being used by the thieves and to see how they are targeting different areas."

TOUR DE FRANCE: High Street pedestrian islands to be removed 7.16am - 7th March 2014

PEDESTRIAN islands along Epping High Street are to be removed ahead of the Tour de France passing through on Monday, July 7. An estimated 20,000 people are expected along just a part of the route - the stretch between North Weald and Bell Common - with Epping High Street hosting a sprint section which will end outside Costa Coffee. Epping Forest District Council deputy chief executive Derek Macnab said the pedestrian islands will be removed in late May, and replaced with temporary measures until after the event, to accommodate the cyclists which could be 15 or more abreast and reaching speeds of about 45kph. When the islands are replaced Epping Forest District Council is set to liaise with Essex County Council over them being put back in better locations. Mr Macnab said the sprint section was "one of the most exciting aspects" of the stage which will start in Cambridge. Emergency planning officer Peter Charman said: "This is an incredibly complex one-day event." The promotional cavalcade is expected to reach the district at about 12.15pm with the cyclists reaching Willingale at about 2pm and passing through the Wake Arms roundabout and Epping New Road at about 3pm. Mr Macnab told the local councils' liaison committee last night (Thursday) that the route south of the Talbot roundabout, through North Weald and Epping High Street, will be closed from 9am until 4.30pm - and from 7.30am between Willingale and the Talbot. He added the council estimates that some 3,200 households and businesses will be 'landlocked' for the day. Any vehicles parked on the route will be removed, Mr Macnab added. Schools have been advised to close. With the route passing St Margaret's Hospital, a team of health professionals are looking at the implications for outpatient appointments at the hospital and also at The Limes and Epping High Street doctors' surgeries. Among the arrangements are the bringing in of some 48 portable toilets into Epping High Street. The stage, particularly the sprint section, is expected to attract massive media attention. Already French TV has been filming in the district.

PICTURES: Path cordoned off after body found 5.32pm - 6th March 2014

POLICE officers remain at a cordoned off footpath in Waltham Abbey this evening after a man was found dead. Police were called to the path between Honey Lane and Mason Way at about 1pm today. Forensics officers are at the scene as investigations into the circumstances leading to the man's death are investigated. There is speculation locally that the incident could be linked to a burglary at a nearby house. A short time ago forensics officers were seen working in the garden of a house which borders the footpath and along the footpath itself. The man has yet to be formally identified.

MP meets deputy chairman of Lithuanian Parliament 10.02am - 6th March 2014

EPPING Forest MP Eleanor Laing has met with Petras Austrevicius, Deputy Chairman of the Lithuanian Parliament. Questionnaire over new M11 junction reopened 12.03pm - 5th March 2014

A QUESTIONNAIRE about proposals for a new M11 junction has been reopened by Essex County Council "to alleviate some confusion which arose" with the initial form. The questionnaire, which originally closed on January 31, is now open until March 17 with the question which had previously caused some confusion revised. The county council introduced the questionnaire alongside public exhibitions to seek feedback on the proposals to introduce a new 7A junction. However concerns were raised about the format of question 5 (which asked participants to rank the three presented options for the junction) which did not permit a nil response and, therefore, may not have given a true representation of residents' views, the council said. Responses already received will be considered alongside any additional feedback. Highways and transportation cabinet member Rodney Bass said: "Local residents have rightly raised concerns where they have not been able to express their views via our online questionnaire as they wished. "We have therefore reopened the questionnaire to ensure people have the opportunity to get their views across." For the exhibition materials and revised questionnaire go to www.essex.gov.uk/junction7a .

Hospice seeks shop volunteers 9.28am - 5th March 2014

HAVEN House Hospice is seeking volunteers for its shops in Epping High Street and Chingford Mount. The hospice's retail development manager, Charlotte Terry, said: 'We urgently need more retail volunteers to

02/05/2014 Everything Epping Forest Page 23 of 26

be able to keep our shops open and our shelves stocked. "We particularly need support in our warehouse at Chingford Mount as we have donations coming in but don't have the staff to process them, so we are losing out on vital sales. "Haven House relies on retail sales to fund its work with local life-limited children and families and keeping both shops stocked and open for business is crucial to the hospice. "Volunteers do not have to make a big commitment and as little as two hours a week can make a big impact on the charity." Charlotte added: "This time of year is traditionally really busy for charity shops as people decide to spring clean their wardrobe and donate so we want to ensure we can get these donations on our shelves as quickly as possible." She then delivered 13 practical sessions teaching students the basics of the javelin with the help of the Legacy Leaders. St John Fisher School headteacher Jacqui Richards said: "St John Fisher School was delighted to welcome Olympic athlete Goldie Sayers to our school (February 27). "It was a wonderful opportunity for our children to meet an elite sportsperson who shared her journey in sport with us. "Goldie's visit was an inspiration to our children to persevere in their sport to achieve their ultimate goal. "We now have over 400 potential GB javelin throwers at St John Fisher School!" Davenant Foundation School's programme co-ordinator John Doherty said: "It was a great day organised by the Legacy Leaders. Sites identified for housing schemes 8.36am - 5th March 2014

A £5M scheme for the council depot site in Burton Road, Loughton, is among a "wealth" of potential development sites identified by the district council to provide more than 200 new homes. The council says the land off The Broadway is one of 12 sites being considered. Six of the sites could provide a total of 185 dwellings while six smaller sites could accommodate another 26 homes for local people. The Burton Road scheme could provide 31 flats or more. The council cabinet approved recommendations to develop plans for the various sites spread around the district's towns and villages on a rotational basis so that all areas are able to benefit from new affordable housing. Councillors also supported the development of sites in areas where most housing applicants live and that sites able to deliver greater numbers of new homes be prioritised over other areas where fewer homes can be developed. The council says existing tenants and leaseholders can also look forward to a range of improvements to their homes after the cabinet agreed improvements and enhancements to the council's housing stock. Among the enhancements are front door fire safety replacement, enhancements at the Oakwood Hill Estate, Loughton; communal kitchen refurbishments and mobility scooter stores at sheltered housing schemes, garden maintenance for older and vulnerable tenants, wifi at Norway House, North Weald, and a feasibility study for replacing homeless persons accommodation at Norway House.

PICTURE: Three injured in Loughton crash UPDATED 8.58am - 5th March 2014 7.24am - 5th March 2014

THREE people have been taken to hospital following a second crash at a Loughton junction in ten days. Two vehicles - one of which was a taxi - was involved in the latest crash at the High Road-Lower Park Road junction at 4.40am today. Essex Fire and Rescue Service said the taxi left the road and hit a building. Three people were released before fire crews arrived. A fourth was freed from the back of the taxi by firefighters using specialist cutting equipment. The incident was dealt with by 6am. Essex County Fire and Rescue Service's Urban Search and Rescue team was called to the scene along with structural engineers. The ambulance service said it sent two ambulances and a paramedic officer to the scene. A spokesman said: "We treated three casualties, one suffering a head injury and another two with neck pain. All were conveyed to Whipps Cross Hospital for further treatment, none of them thought to be in life threatening conditions." On February 23 fire crews had to free people from another two-vehicle crash on the other side of the road at the same junction when a vehicle crashed into a flat.

MP highlights apprenticeship benefits 5.10pm - 4th March 2014

EPPING Forest MP Eleanor Laing is calling for more local businesses to take on an apprentice after new research revealed the extent of the benefits involved. Every time a local company hires an apprentice their bottom line gets an average boost of £2,009. This happens immediately, while the apprentice is being trained, and represents the benefit after typical wage and training costs for the east of England are deducted. Last year 600 people started an apprenticeship in Epping Forest. This means new apprentices alone provided a local boost of around £1,205,000 in 2012-13. The number of apprentices has been increasing rapidly. Despite this, surveys show 60 per cent of small businesses are missing out because they do not know enough

02/05/2014 Everything Epping Forest Page 24 of 26

about how apprenticeships work. Many assume they are difficult to administer and will involve a short-term cost. Mrs Laing said: "If they don't have one already, every local business in Epping Forest should consider employing an apprentice. "By giving young people a chance, businesses will also be boosting their bottom line. The benefit here of £1.2m has made a real difference to the local economy, and that's just from apprentices who began last year. "Apprenticeship numbers have now doubled, with the Government making it a key priority. It's great news for each local apprentice, great for our businesses and great for growth. "This brilliant news coincides with the recent launch of the Investors in Young People Business Awards. It is right to recognise the businesses doing such fantastic work in Epping Forest and the young people who are taking advantage of the opportunities afforded to them. "I am really excited by this opportunity to work with young people, schools, voluntary organisations, and businesses to improve youth unemployment and create a stronger local economy. "This apprenticeship data is a welcome example of how Epping Forest is already benefiting and can continue to do so."

Brownies pen postcards worldwide 4.45pm - 3rd March 2014

MEMBERS of the 14th Woodford Brownies wrote postcards to Brownies around the world as part of World Thinking Day. The day is celebrated each year on February 22 by Girl Guides and Girl Scouts the world over. It is a day when members learn about and think about their sister Brownies and Guides in other countries. February 22 was chosen as it was the birthday of Scouting and Guiding founder Robert Baden-Powell and of Olave Baden-Powell, his wife and World Chief Guide. The 14th Woodford Brownies exchanged postcards with other units to learn more about them and what they do. The girls wrote 36 postcards and posted them to countries as diverse as Australia, Canada, Germany, India, Japan, Puerto Rico, Saudi Arabia, Singapore, South Africa, Switzerland, UAE and the USA. They also made posters about a country to which they had written and shared their newfound knowledge with the rest of the unit, and made a display with the postcards they received. Brown Owl Liz Porter said: "The girls really enjoyed receiving postcards from around the world and learning about the differences between being a Brownie in the UK and in other countries. It brought home to the girls what a worldwide organisation they belong to." Wheelchair racer set for hospice 10k 3.54pm - 3rd March 2014

A WHEELCHAIR racer who took up the sport three years ago will be among the entrants in this year's St Clare Hospice 10k on Sunday, March 16. Gary Donald, who has no feeling in his legs and has been confined to a wheelchair since 1991, started racing in 2011 when he and his children decided they all wanted to improve their fitness. He said: "I hadn't done any sport for a long time and when you're sitting down all day that's not the best thing to do. "I used to cycle to work and play badminton a couple of times a week, but for the first five years I was in the chair I did absolutely nothing." He initially signed up to take part in 5km ParkRun events. A year later he was given the opportunity to loan a race chair from a local club and just nine months after secured an 'Elite' place in last year's London Marathon, finishing in 2hrs 49mins. Gary, who trains with Harlow Athletic Club at Mark Hall Sports Centre, said: "I wish I'd known about wheelchair racing ages ago because I absolutely love it." It will be the first St Clare event the 59-year-old father-of-two has competed in. The retired lecturer from South Woodford added: "It's great to see more and more wheelies taking part in the St Clare 10k and having the chance to not only compete but to raise money for a local charity supporting local people at the same time." Registration is £12 in advance (£10 for affiliated runners) or £15 on the day. Ring the fundraising team on 01279 773750 or visit www.stclarehospice.org.uk/10krun.html

PICTURES: Brownie leader receives Citizenship award 5.45pm - 2nd March 2014

A BROWNIE leader described as one of the Epping Forest South Division's "brightest assets" has received Loughton Town Council's Citizenship award. Janet McNeill was presented with the award at today's Loughton Town Council civic service in recognition of her dedication, inspiration and commitment as a Brownie Leader for almost 40 years. Janet, who has been with the 15th Loughton Brownies based at St Michael's Church since 2001, told Everything Epping Forest: "I'm shocked that anyone nominated me." She added: "I get as much out of it as I give. It's the friendship. I can remember being a Brownie and can remember my Brown Owl. It's just always been part of my life and I can't imagine it not being so." Susan Wiseman, the Division Commissioner for Girlguiding Epping Forest South Division, wrote in her nomination for Janet: "Janet is an inspiration, a role model and a tremendous support to all other leaders from the Division and the Commissioners too, giving sound, rational, unbiased advice. "You never forget a good Guider and there are so many ex-Brownies who will never forget Janet's leadership. "She always goes above and beyond the call of duty and, as one this Division's strongest assets, certainly deserves wider recognition and deep gratitude." The Lord Lieutenant of Essex, Lord Petre, presented Janet with the Community Rose Bowl and scroll during the service at Loughton Methodist Church. She also received a cheque for £250 for her favourite local charity, the Loughton South District Brownies Guides. Epping Forest MP Eleanor Laing said: "It's wonderful to see our volunteers celebrated. They do so much to help our local community and people less fortunate than ourselves. "I particularly congratulate Janet McNeill who has done so much to make a difference for so many people over the years." The service, led by Rev'd Oseias Da Silva, was organised by town mayor Jill Angold-Stephens and celebrated the sense of community in the town.

School launches road safety campaign 9.28am - 1st March 2014

CHILDREN at Roydon Primary School are part of a campaign to improve road safety outside their school. A series of assemblies are being held to give children guidance on keeping safe on their journey to and from lessons. Parents are being asked to complete a questionnaire about the road while police are being asked to carry out community speed checks. Meanwhile pupils are making banners urging motorists to slow down. Parents Helen Fordham and Tracy Seymour, who is also chairman of governors, are spearheading the road safety campaign. Ms Fordham said: "Our journey to school has become so hazardous I dread the walk. The cars speed so close to my three children who have to walk along the narrow path. "I have witnessed several incidents where cars have missed children by inches, whether it's at the crossing or swinging round the junction." Mother-of-two Ms Seymour said: "The school run is dangerous. More cars are speeding along Harlow Road making our journey to school a nightmare. I even avoid walking to friends' houses along Epping Road because it's simply too dangerous."
