Executive Summary

This is sixth bi-annual environmental monitoring report prepared for Pakpattan Canal & Sulemanki Barrage Improvement Project (PCSBIP). Details of activities performed under environmental and social aspects of the project during January 2017 to June 2017 are described in this report. Construction activities carried out on both contracts of PCSBIP i.e. Rehabilitation of Sulemanki Barrage (ICB-02) and Rehabilitation of Pakpattan Main Canal, Khadir Branch & PI Link Canal (ICB-01) are part of the report. Report also provides overall physical work progress of both projects up to June 2017.

Sulemanki Barrage is on Satluj River and is designed to for 325,000 cusecs discharge and located about 20 km (12 miles) from Haveli Lakha and about 150km (94miles) from (capital of Punjab Province). Pakpattan Canal (PC) off takes from River at right side of Sulemanki Barrage. The design discharge of canal is 6,594 cusecs at head. The total canal command area is about one million acres.

This report provides overall status of Implementation of Asian Development Bank (ADB) Environmental Safeguard Policies, EMP and other subplans such as HSE Management Plan, Fire Fighting Plan, Solid Waste Management Plan, Emergency Preparedness, Response and Site Evacuation Plan; and Traffic Management and Construction Material Transportation Plan.

Both effect and compliance monitoring are being conducted by the contractor under the supervision of Consultant regularly and results are being reflected in the monthly, quarterly and Bi-Annual Environment Monitoring Report.

According to Workmen Compensation Act 1923, the contractor has paid the amount of PK Rs. 400,000/- per widow of fatal accident (old case) and one permanent disable person on June 19, 2017.

Stakeholder consultations with public were conducted on routine basis for active public involvement and to resolve their issues, Redressal Mechanism is being followed by keeping and maintaining the complaint register at site on regular basis. Local employment during construction period is being ensured by hiring skilled and unskilled work force mainly from Haveli Lakha, Okara, Depalpur, Pakpattan, Arifwala, and .

In case of any violations of the contract stipulations, approved plans, the contractor intimated through letters, E-mails, field memos, meetings and monthly reports.

1. Introduction

Sulemanki Barrage is the first barrage on Satluj River after the river enters into Pakistan tertiary. The barrage is designed to for 325,000 cusecs discharge and located about 20 km (12 miles) from Haveli Lakha and about 150km (94miles) from Lahore (capital of PunjabProvince). Three Irrigation Canals viz Pakpattan, Fordwah and Eastern Sadiqia Canals are fed from this barrage. The total canal command area of three canals is 2.5 million acres, which is 9.25% of the total irrigated area of Punjab (27 million acres) and has considerable contribution in the agricultural production of Punjab. Three canal command area spread over the six districts of Punjab i.e. Bahawalnagar, , Okara, Pakpattan, Vehari and Lodhran.

Pakpattan Canal (PC) off takes from River Sutlej at right side of Sulemanki Barrage. The design discharge of canal is 6,594 cusecs at head. The total canal command area is about one million acres distributed in districts Okara, Pakpattan, Vehari and Lodhran on the right side of the River Sutlej. The main PC is perennial and only close for annual maintenance requirement during the month of January. Khadir Branch (KB) is non-perennial and closed during summer. The Pakpattan-Islam Link (PI Link) Canal is used for supply to Islam Barrage from PC.

2. Background

Pakistan Irrigation system originally developed during mid-19th and early 20thcentury and therefore the major chunk of the system is more than 80 years old. Upgrading and/or proper maintenance of the irrigation system has not been carried out since the system is constructed. PC and distribution network and Sulemanki Barrage were commissioned in 1926. Feasibility and detail design study of rehabilitation & upgrading of PC Main line, KB, PI-Link Canal and Sulemanki Barrage were completed in 2013. The project named as “Pakpattan Canal & SulemankiBarrage Improvement Project (PCSBIP)” was awarded for construction in mid-2014. The project is divided into two construction contracts:

ICB-01: Rehabilitation and Upgrading of Pakpattan Main Canal, Khadir Branch and Pakpattan Islam Link Contract No. PCSBIP/ICB–01

ICB-02: Rehabilitation and Upgrading of Sulemanki Barrage Contract No. PCSBIP/ICB-02

2.1. Pakpattan Main Canal (Upper & Lower), Khadir Branch and PI-Link Canal

PC and distribution network cultivating about 1.25 million acres was commissioned in June 1926. The design discharge of PC was 6,594 cusecs, a Head Regulator built on the right flank of Sulemanki Barrage. irrigates land in the districts of Okara, Pakpattan, Vehari, and Lohdran. PC

has perennial as well as non-perennial irrigation system and shut down for annual maintaining requirements during January. KB and PI Link Canal are non-perennial canals. PI Link Canal is used for supply at Islam Barrage from Pakpattan Main Canal Upper.

Pakpattan Main Canal

In pursuance of Indus Water Treaty (1960), got the usage rights of the eastern tributaries of River Indus (Ravi, Sutlej and Beas). Consequently, upon the construction of Bhakra/Nangal Dam on river Sutlej and Pandoh & Pong Dam on Beas, discharge in Sutlej were reduced significantly. The reduction in average annual flow of Sutlej River after the treaty is provided in Water Resources Management Directorate WAPDA and given below:

Significant works for conveying water from western rivers through link canals to overcome the shortfall in the eastern rivers were devised and constructed. Balloki-Sulemanki Link canal (B.S Link) brings about 25,000 cusecs from Balloki barrage to feed the off taking canals of the Sulemanki Barrage. With construction of Sidhni Mailsi Bahawal (SMB) Link Canal Pakpattan main canal was split into two parts i.e. Pakpattan Canal Upper (PC (U)) from RD 0 to 567 and Pakpattan Canal Lower (PC (L)) from RD 568 to 667. Due to this intervention, PC (L) now draws its supplies from SMB Link.

Khadir Branch

KB off-taking from PC (U) at RD 112+104/L draws a discharge of 2250cusecs and irrigates an area of about 329,000 acres and is one of the large non-perennial canal systems. KB system has, over the years of use, sustained substantial damages to the hydraulic structures and the canal prism. The fall structures on this channel were first remodeled in late thirties by Mr. Prothero & Mr. Burkitt, who changed the fall sections to stepped and in some cases to expanding glacis type. These falls and some bridge decks were repaired in the early nineties but are still facing serious problems and demand rehabilitation and remodeling, some to the extent of reconstruction which has been provided in this project.

PI Link Canal

The PI Link off-takes from RD 406+828/L of PC (U)and transfers about 1000 cusecs from PC back to Sutlej river U/S of Islam headworks to feed the Upper Bahawal and Qaim Canals. The water so abstracted from PC is recouped at RD 267+000 through another link canal named Montgomery Pakpattan link (MP Link) from LBD canal whose discharge, in consequence, has been increased by about 1100 cusecs at its head at Balloki Barrage.

2.2. Sulemanki Barrage

Sulemanki Barrage is one of the four barrages/ headworks constructed under Sutlej Valley Project, the other 3 being Ferozepur on its upstream; and Islam and Panjnad on thedownstream side. Sulemanki Barrage was built during 1921-1926 with a designed dischargecapacity of 325,000 cusecs to irrigate vast tracts of fertile agricultural land lying on both sides of the Sutlej River. The barrage was formally inaugurated on April 12, 1926. Sadiqia and Fordwah Canals commenced irrigation on May 1 and PC on June 1, 1926.

Since signing of the Indus Water Treaty 1960, India has constructed two storage dams on Sutlej River and almost all of the flows of the river, except the floods that cannot be stored in the dams, are being used in India. Historical discharge data indicates that the flood discharge in the river at Sulemanki Barrage exceeded the designed capacity of the barrage four times in past; in 1947 (325,000 cfs), 1950 (332,000 cfs), 1955 (597,000 cfs) and 1988 (499,000 cfs). Location of Sulemanki Barrage is shown in Figure 2.

3. Scope of Work

Ever since the construction, the structure of Sulemanki Barrage has suffered heavily from floods during the monsoon seasons. The barrage is about 86 years old now and aging process with inadequate / deferred maintenance has also contributed towards general deterioration of the different components of the barrage.

Similarly, PC was heavily damaged during floods of 1988 when the discharge escaping through the breaches in RMB of Sulemanki Barrage destroyed the canal prism in the first ten miles or so and damaged the allied structures. The uncontrolled flow discharge entered the canal and also obliterated the canal prism with scours and erosion in many places. The hydraulic structures have

also sustained substantial ageing defects. No major rehabilitation works have been carried out during the 80 years of life time of the PC system consequently the main canal and its distribution system have become less efficient.

The project is designed to rehabilitate and upgrading of Pakpattan Main Canal (upper & lower), KB, PI Link canal and Sulemanki Barrage. The scope of work includes the following:

Pakpattan Canal

• Channel prisms to be rehabilitated and restored to designed sections. This will be achieved through construction of studs or berm cutting. Where brushwood is available, killa bushing will be done for berm formation; • PC (L) will be remodeled to carry the increased discharge of 1,160 cusecs; • Regulators and falls without stilling basin will be reconstructed downstream of many fall structures especially on KB deep scour pits and embayment have been formed due to improper energy dissipation. These will be rehabilitated with proper design of stilling basins.; • Structures in deteriorated condition will be rehabilitated and where rehabilitation cost is not much different from reconstruction, the structures will be re-constructed; • New Village Road Bridges (VRBs) will be constructed to cater for the changed requirements; • Foot bridges will be constructed/rehabilitated; • Raising and strengthening banks of the channels to provide required free board and cater for hydraulic safety; • Additional cattle ghats will be constructed and the damaged ghats will be rehabilitated; • Protection works will be provided to minimize embayment near the structures; • Defective & worn out gates and hoisting arrangements will be replaced/rehabilitated; • In KB, gates are proposed to be installed on the distributary head regulators as well as cross regulators; • Distribution complex will be constructed at the tail of PC (U); and • Residences, offices of staff and regulation quarters at the regulators/falls and selected Rest Houses to be renovated/constructed.

Sulemanki Barrage

Civil Works • Upstream Floor Extension with Sheet Piles; • Downstream Floor repairs including inverted filters and flexible apron etc.; • Instrumentation and Telecommunication System Works; • Rehabilitation of civil works of existing barrage and Road Bridge; • Provision of Piezometers to monitor uplift pressures beneath the structures; and • Works pertaining to correcting Oblique River approach to the barrage.

Mechanical and Electrical Works (M&E)

• Rehabilitation of Gates and Hoisting Mechanism of the Barrage; • Electrification and motorized operation of gates with facilities for local control and provision of backup power supply; • Installing Discharge Monitoring and Communication network; and • Instrumentation for Barrage Monitoring

4. Detail of Physical Work Progress of PCSBIP up to 30th June 2017

Following major construction activities have been done at ICB-01 during the reported period:

• Removal of old PC gates; • Installation of new PC gates; • Installation of new superstructure of PC; • Construction of end-sill at PC; • Construction of end-sill at eastern Sadqia Canal; • Installation of L/S under sluice gates; • Construction of silt excluder; • Construction of damaged side wall portion; • Installation of dam covers at main weir, under sluice and eastern Sadqia and Fordwa Canals; • Removal and disposal of coffer dam; • Construction of RE & ARE residence building • Construction of engineer office; and • Construction of control room building.

Overall planned and achieved progress of the both contracts can be seen in Figures 3 & 4 respectively.

5. Project Organization and Environmental Team Management Approach

The responsibility of different parties of the project are summarized below

5.1. Project Management Office

The overall responsibility for the implementation of Environmental Management/Monitoring Plan rests with the Project Management Office (PMO) along with the assistance of Environment and Social Unit (ESU) of PMO. The ESU consists of Director Environment & Social Safeguards, Deputy Directors Social and Environment and Deputy Director Community Relations. Construction Supervision Consultants will assist and advise PMO in implementation of EMP.

PMO will assume overall responsibility for ensuring:

• That while executing the contract and undertaking the construction all environmental norms, regulations and requirements promulgated by Pakistan Environmental Protection Act (PEPA), Environmental Protection Agency (EPA) Punjab and particularly Asian Development Bank environmental safeguard policy, with respect to the work site and adjacent areas are fully respected and implemented; • That Contractor and Construction Supervision Consultant (CSC) appoint a dedicated environmental officer and allied staff with complete facilities and capacities. PMO will also ensure that all environmental personnel are authorized to implement the socio- environmental policies and requirements of the EMP; • Coordination with relevant government departments and stakeholders on concerned socio-environmental issues; • Inspection and monitoring of residual impacts of the rehabilitation work and observe documentation of the impacts during the construction phase; • Inspection of significant impact in case of emergency condition arises due to accidental spill, breach etc.

Environment and Social Unit (ESU) of PMO

• ESU within PMO will monitor Project performance; • ESU will function in coordination with the CSC and will receive reports from them on behalf of PMO;

• ESU will prepare and submit periodical Progress and Monitoring Reports to all stake holders as per their schedules. In this task, they will seek assistance/ guidance from CSC as and when required.

Head / The Project Director

The Project Director shall provide or arrange the logistics including communication, transport and accommodation to all visiting persons/teams and experts from any of the above monitoring units and shall coordinate with the Contractor(s) to facilitate their visits/inspections.

5.2. Construction Supervision Consultants

The Pakpattan Sulemanki Supervision Consultant (PSSC) is a joint venture of NDC, NESPAK and BURQAB Consultants. The Consultancy Services Contract was signed on 02- 04-2014 and became effective form the same date. The consultancy services were commenced from April 28, 2014. The Consultants’ Project Manager and first batch of staff was deployed on April 28, 2014 to mark commencement of Consultancy Services.

Environmental / Resettlement Specialist of PSSC was deployed on 18thof August 2014. Fulltime site based Sociologist and Environmentalist commenced his duties on site from May, 2015 and November, 2016 respectively. PSSC is responsible to ensure quality of work and fulfilment of contractual obligations. Environmental Specialist of the CSC will ensure that all the environmental and social provisions comply with the applicable standards. He will confirm that the day-to-day construction activities are carried out in environment friendly manner and periodic environmental training programs and workshops are organized for the Consultant’s, Contractor’s and Client’s staff.

5.3. Contractor

Letter of acceptance for Rehabilitation and Upgrading of Pakpattan Canal, Khadir Branch and Pakpattan Islam Link Contract No. PCSBIP/ICB–01 was issued to the Joint Venture of Sinohydro Corporation Ltd. and Nishan Engineers (Pvt.) Ltd. by PMO for Punjab Barrages on March 12, 2014. The construction contract was signed on April 03, 2014.

The construction contract for ICB-02 for “Rehabilitation and Upgrading of Sulemanki Barrage” was signed with Sinohydro Corporation Ltd on June 10, 2014.

The Contractor will ensure that EMP for the project is implemented fully and must be integrated into the Project implementation and made integral part of the Contract document. For any default

damages so caused will be remediated by the Contractor at his own cost and expenses. In case the Contractor fails to rectify the damage, the employer will remediate at the risk and cost of the contractor. The amount will be determined by the PSSC which will be adjusted from amount due to the Contractor. The Contractor/ Consultant will also be responsible for communicating with and training of his staff in environmental aspects and implementation of the EMP. The Contractor will take approval from CSC before commencement of any work activity and in case of any uninformed work the Contractor will be penalized according to the contract.

6. Environmental Monitoring

6.1. External Environmental Monitoring

External environmental monitoring has to be conducted by Contractor on bi-annual basis under supervision of Consultant to check either any project activity is impairing ambient air quality and water quality (surface and ground water both) or not. 4th round of external environmental monitoring i.e. ambient air and water quality testing / monitoring was conducted in the month of September 2016. The Contractor hired the services of Apex Laboratory (approved laboratory from EPA Punjab) for bi-annual external environmental monitoring as per the requirement of the contract i.e. EMP.

However, 5th round of external environmental monitoring was planned to be conducted during the month of March and Contractor was advised to conduct it on urgent basis but no action has so far been taken by Contractor till date. Letters and emails were written to Contractor for this purpose which are attached as Annex A.

6.2. Internal Environmental Monitoring

Internal instrumental monitoring has been carried out by Contractor under supervision of Consultant during the reporting period from January to June 2017. The results of internal monitoring are depicted in Table 1 & 2.

Surface Water Monitoring: Contractors’ environmental team carried out internal instrumental monitoring of water quality and noise on monthly basis as per the requirement of the EMP1. Five parameters of water quality including pH, Ec, DO, TDS and temperature were monitored at upstream (U/S) and downstream (D/S) of Sulemanki Barrage whereas sampling was also conducted at RD-629of PC (L) &384 of PC (U). Test results of surface water sampling at PC and Sulemanki Barrage (U/S & D/S) are provided in Table 1 & 2 respectively. Water quality monitoring results indicate that project activities do not adversely affecting water resources of the area as most of the parameters are within NEQS. However, pH level was observed slightly greater than

Noise Monitoring: Noise monitoring was conducted at camp sites, batching plant and construction sites. Monitoring results are given in Table 3 & 4. Results show that noise level monitored at all locations is found within NEQS i.e. 75 dB (A) except near generator of camp-1 under ICB-01 Contract and generator # 01 placed at Sulemanki site. Increase in generators’ noise level is due to delay in maintenance by mechanical staff of Contractor. Contractor has provided ear plugs to workers working nearby the noise producing generator. Locations of noise level monitoring for both contracts can be seen in (photograph no. 39,40, 49 and 50, Annex M).

7. Communicable Disease Testing

Fourth quarter testing (July 2016 to December 2016) of communicable diseases has been conducted in May, 2017 (see photo no. 43 and 44, Annex-M) and following Consultants’ staff for ICB-01 was found affected with Hepatitis B Virus (HBV) and Hepatitis C Virus (HCV). Affected cooking staff has been fired.

8. Environmental Audit

As per EMP, environmental audits should be conducted by an Independent Consultant on annual basis and on completion of both Projects. However, no environmental audit has been conducted till date, therefore, a non-compliance certificate has been issued to Contractor. Letter is attached as Annex B.

9. Monthly Progress Reports

EMP Progress Reports for the months of January, May and June have been submitted by the Contractor whereas a combine report for the period of February to April was submitted. Reports have been reviewed by Consultant and Contractor is advised to re-submit reports after incorporation of comments.

10. Safeguard Plans and their Implementation Status

Following plans have been revised by the Contractor as per actual circumstances on Consultants’ advice:

• HSE Management Plan; • Fire Fighting Plan; • Solid Waste Management Plan;

• Borrow Area Management Plan; • Site Restoration Plan; • Emergency Preparedness, Response and Site Evacuation Plan; and • Traffic Management and Construction Material Transportation Plan.

Consultant has reviewed all above-mentioned plans and comments have been provided to Contractor who is advised to resubmit plans after incorporation of comments. Contractor has so far been able to submit HSE Management, Fire Fighting and Solid Waste Management Plans after comments incorporation. Details and implementation status of the re-submitted plans are provided below:

10.1. HSE Management Plan

The Plan provides HSE policy, roles and responsibilities of Contractors’ HSE staff. It also provides information about HSE objectives, Personal Protective Equipment (PPE’s) to be used at site, first aid training and communication and documentation regarding HSE.

First Aid Boxes: First aid boxes have been provided at all active construction sites to cope up the emergency situations. Usually, a typical first aid box mainly contains antibiotics, basic medicines, cotton, bandages, sunny plasts, healing balms, pyodine, spirit, pain killer, etc.

Dispensaries: Medical facilities were provided by the consultant at both camps but medicines were not adequate at both the camps of ICB-01. Non-compliance certificate has been issued to Contractor in this. Non-compliance certificate has been issued to Contractor in this regard (Annexure- C).

PPEs: Site Manager and HSE Manager are responsible to provide PPEs to all workers. PPEs provided at construction sites are safety goggles, gloves, safety shoes, safety harness belts, safety helmets, face masks, etc. Photographic record in this regard is provided in Annex-M, plate No. 3,4,5,6 and 10. In case of non-compliance letters/inspection notes have been issued to the contractor.

Safety Signs: Relevant safety sign boards have been displayed on the work sites and labor camps to aware / train local community and workers about safety rules. Mainly safety signs include signs of speed limits, electric spark, etc. Photographic record in this regard can be seen in Annex-J, Plate No. 27, 28, 29 and 30.

Non-compliances are reported through inspection notes (Annex J).

TBTs: Tool Box Talks (TBTs) are being delivered on daily / weekly base or when a new team of workers start a new activity like shuttering, steel fixing, steel cutting, steel bending, scaffolding, concrete pouring, mechanical works, electrical works, etc. at sites to promote safety culture. Photographic record in this regard can be seen in Annex-M, Plate No. 1 & 2.

Water Sprinkling: Dust pollution is being controlled with water sprinkling and minimizes risk of adversely affecting crop production along the canal channels. Water sprinkling is being carried out once a day to minimize dust pollution and avoiding creating slush. In case of non-compliance letters have been issued

Barricading: Currently, barricade tape is being used at all the active work sites. Hard barricading (scaffolding pipes) is being used to cover exposed areas where excavation is more than 10 feet. Photographic evidence is given in Annex-M, plate No. 25 and 26

Trainings: Safety trainings are delivered by HSE Manager to achieve its objectives. Trainings have been conducted for capacity building of employees / workers / labor / sub- contractors to make them well effective to respond in any kind of emergency. The photographs of training activity are provided in Annex-M Plate No.51 and 52 and scanned copy of attendance sheet is given in Annex-L.

Table5 provides information about the trainings given to the relevant staff.

10.2. Fire Fighting Plan

The Plan provides information about roles and responsibilities of persons to be contacted in case of fire. It also categorizes hazardous material, classes of fire and fire-fighting procedures to be adopted in case of fire. Site evacuation strategies are also part of the Plan. The Plan provides ways of communication and contacts of persons or departments to be contacted in case of any emergency.

Fire Fighting Arrangements: Camps are equipped with fire extinguishers as well as communication equipment for contacting the appropriate emergency response teams. Fire extinguishers at Camp-01 were refilled in May 2017.

Alerting System: At both camps, emergency alarms have been installed. Persons have been nominated to ring the emergency alarm in case of any emergency situation or any emergency risk. All the camp residents have been trained and well communicated how to immediately respond to emergency alarm and reach at assembly point. Workers are well trained to respond an emergency alarm as discussed below:

• If the alarm rings for 20 seconds, only once, then it is less severe emergency; • If it rings for 20 seconds thrice after intervals, then it is medium to high severe emergency but it can be much severe; and • If it rings for 60 seconds or more continuously, then the emergency situation is most severe so, everyone should respond to it immediately, evacuate the workplace and move towards the assembly point.

Proper evacuation routes have been designated, nominated and well communicated to all. All the workers have been trained to follow the particular evacuation routes and reach the assembly point in case of any emergency situation. It is highly instructed that everyone should assist rescue teams to get exit from affected area. Care is also taken that evacuation routes / exit pathways must be kept clean and hurdle free. Assembly points have been designated at both camps.

10.3. Solid Waste Management Plan

Domestic Waste: A number of solid waste bins have been placed at both camps for collection of solid waste. However, a waste bin is also recommended to be placed at each active construction site. Waste from bins is shifted to cemented waste collection pits. These storage pits have been constructed with separate compartments for storage of domestic solid waste and medical waste. An agreement has been made with Tehsil Municipal Authorities (TMAs), Pakpattan and Burewala for final disposal of solid waste. Agreement is attached as Annex-D.

Scrap: Empty chemical drums, iron cuttings, etc. are being collected separately at sites within an area marked as "SCRAP YARD". After suitable time frame, scrap is transferred to the nearest camp site where, scrap is segregated thoroughly and reusable materials are sorted out. This activity also promotes the reuse and recycling of already used material.

Medical Waste: Medical waste is being collected and segregated in dispensaries located at both camps. Primarily, medical waste is stored in the waste bins placed inside the dispensary. Hazardous waste like syringes, expired medicine, soaked cotton, used bandages etc. is placed in separate bins. Syringe cutter is being used to cut needles from used syringes. For secondary storage, cemented waste collection pits have been constructed at both camps. These storage pits have been constructed with separate compartments for storage of medical waste. (see photo no. 19 Annex-P) Medical waste from secondary storage pits is carefully packed into plastic bags and is handed over to the nearby Basic Health Unit (BHU) for final disposal where medical waste is being incinerated within BHU premises).

Construction Waste: Waste concrete cylinders (for strength testing) being produced from laboratories are being stored within respective camps whereas construction waste being generated at construction sites has not been collected yet. An activity for collection and disposal of construction waste is being planned with Contractor. For this purpose, letter has been sent to contractor for his necessary action. Letter is attached as Annex- E.

11. Incidents

Two numbers of incidents have been occurred at Sulemanki Barrage (ICB-02). Salient features of these incidents are provided in Table 6.

12. Workmen Compensation

According to Workmen Compensation Act 1923 the contractor has paid the amount of Rs. 400,000/- per person to widow of fatal accident (pending cases) and one permanent disable person on June 19, 2017. The detailed compensation report is being awaited by contractor side which will be submitted in next month.

13. Site Inspections

Scheduled site inspections regarding EMP compliance were made at various construction sites of PC (U), PC (L), KB, batching plants, labor camps and barrage during the reported period. Following non-compliances were identified and inspection notes were conveyed to Contractor via non-compliance certificates, e-mails and field memo. Record of some of these e-mails and field memos/NCRs is provided as Annex J.

14. Biological Environment

Fishing is prohibited in the project area especially in the vicinity of the Barrage and also two fish ladders have been constructed for the upward / downward movement of the fish at the Barrage. The fish were safely returned back to the river which were trapped during the construction of the Coffer Dam by the laborers of the Contractor. There are no protected forests in/or adjacent to the Project Area.

Tree uprooting was done during the months of May and June at RD-399 of PC (U) and RD-301 of KB. Tree inventories prepared for this purpose are attached as Annex M.

PMO inquired with Forest Department about their annual tree plantation plan and allocation of funds provided under this project to Forest Department. It was informed that the tree plantation plan is under preparation and currently is not available for distribution.

River water quality was monitored on regular basis at upstream and downstream of the barrage in order to ensure the river water quality is not deteriorated and adversely impacting on river ecology. All forest, wildlife and fisheries laws were respected and abided by the site workers and monitored by the Contractor and Consultant environmental team. All vehicles, machinery, equipment and generators used during construction activities were kept in good working condition and be properly tuned to minimize the adverse impact on surrounding environment.

15. Implementation of Social Safeguard Policies

For the implementation of ABD’s social safeguard policies public consultations are being conducted on regular basis to avoid any kind of undue harm to the people and to smoothen the development process in the area.

15.1. Public Consultations

Public consultations were conducted during this period at Contractors’ Office located at Burewala, villages and buildup areas located near the construction sites. One of the objectives of the consultation is to control and monitor the project impacts on local community. Details of few consultations conducted during reported period are given below and list of participants are provided as Annex O:

Location: VRB at RD 343 PC (U)

During last canal closure replacement of old deck slab was completed. Old bridge was dismantled and an alternative traffic route (diversion) was provided for traffic flow to local community. Due to heavy scope of work during last annual canal closure, few constructions work like, parapets, approach slabs and protection walls of VRB were left incomplete. Therefore, it was required to complete remaining works of VRB during this canal closure.

Public consultation was conducted at different locations on both sides of bridge. Reasons for delay in construction activities and importance of bridge rehabilitation were discussed with local community. They were guided to use an alternative route for few days. They were taken into confidence that rehabilitation activity is for their own welfare and betterment, so, their co-operation is required in this regard.

Furthermore, awareness banners and caution boards have been displayed at different locations on both sides of bridge. Traffic men have also been deputed to divert traffic and to guide them about the alternative route. In order to avoid any severe or bad incident, concerned Police Station has been taken into loop. They have deputed two policemen to control the situation in any altercation.

Observations & Findings

Local community was thankful for providing information regarding bridge closure before start of construction activities and assured for their cooperation in any case.

Agenda: Renewal of Land Agreement

Location: RD 286 PC(U)

A temporary diversion channel was constructed at RD-286 for the construction of new XR. For this purpose, 36 kanal (4.5 acre) private land was acquired on lease for one year (i.e. 01-08-2015 to 01-08-2016). It was agreed that scope of work will be completed in one year but due to some technical reasons, construction work has been delayed. So, it was required to renew the land agreement to complete the remaining scope of work.

Since land owner lives abroad so it was not possible to renew the agreement on the date of expiry i.e. 01-08-2016. Therefore, it was mutually agreed that land acquisition agreement will be renewed in his presence when he'll come back to Pakistan for vacations.

For this purpose, consultation with the owner was conducted in the presence of village Chairman. Reasons for delay in construction work were shared and the owner was satisfied that the new agreement will be signed for another year (i.e. 01-08-2016 to 01-08-2017) and lease payment for a complete year will be made sure. The owner was also clarified that after completion of construction works, diversion channel will be removed and his land will be leveled as per agreement and his satisfaction level.

Observations and Findings

Land owner was found satisfied. He was too much pleased that he is going to be paid at the rate of PKRs 60,000/acre despite of the fact that actual land lease rate of that area is not more than 40,000-45,000/acre.

Agenda: Construction of Cattle Bath Stations

Scope of construction activities during 3rd annual closure includes the rehabilitation of few old structures, VRBs and construction of new CBSs. Few applications were received at CRE Office Pakpattan from local community where it was requested for the construction of new VRBs and CBSs at new locations, not included in the scheduled scope of work. CRE advised the Consultant and Contractor's staff to conduct a visual survey to check out the actual feasibility and requirement of these new structures at requested locations.

For this, a public consultation was conducted at RD-100 of PC (U) to facilitate the local community as per their demand. Meeting was conducted in the presence of village Chairman. Local community raised their issues and argued in the favor of their demand. All of the proposed locations were visited in their presence. Pros and cons of all the proposed sites were discussed in detail and after mutual concern one site was selected.

Another public consultation was conducted at the Farm House of Deputy Commissioner, Okara (R). He had requested XEN Sulemanki Barrage on the behalf of his village community for the construction of a new CBS. After a detailed meeting and considering the site-specific feasibility, a site was finalized for this new construction.

Observations & Findings

Local community at both locations was satisfied by the work strategy and communication attitude of both Contractor and Consultant's staff. They were thankful for taking their requests being considered.

As already discussed that PC improvement project is diversely scattered project so it's impossible to execute all concrete works from single Concrete Batching Plant. Therefore, five Batching Plants have been installed at different locations to reduce haulage and to execute concrete works easily.

Arifwala Concrete Batching Plant was installed in January, 2016 near RD 267 PCU for nearby approachable sites of PC (U) and KB. For this purpose, private land was acquired on lease for duration of 1.5 years after filling an agreement with Land Owner. He was paid for 01 year in accord with LARP guidelines. After completion of 01 year, it was required to pay for the next 06 months as per previously filled agreement.

Land owner was found over demanding because he was having few reservations regarding land restoration. For this purpose, public consultation was conducted in the presence of land owner. Reasons for delayed construction activities and all of their perplexities regarding land leveling /

restoration were clarified. He was made satisfied that land restoration will be accomplished at the completion of work as Contractor's prima facie duty.

Land Owner was told that he has already been compensated more than local lease rate of that area and even it is more than as mentioned in LARP guidelines. He was also reminded that he had signed the agreement for 1.5 years at the time of land acquisition and land lease for next 06 months will be paid as per that agreement. So, he should abide by the Contract and should not be supposed to create any kind of hurdle in Government based project. Land Owner understood the Contractors’ point of view and agreed to receive the payment for next 06 months as per previously signed agreement.

Agenda: Public Consultation with Widow of an Affectee

Location: Town (for affectee at RD 331 KB)

Since LARP execution is in progress. It was directed by PMO to complete the 07 pending cases. Out of these, (01) case at RD 331 KB is such that the affectee named as Mr. Zafar s/o Ghulam Fared, enrolled in LARP, has been died. After collecting basic information, it was found that there is a widow and a son in his family who live in a town "'Luddan" nearDistrict Vehari. It has been suggested by the Contractor and Consultants’ Environment & Social staff that compensation worth PK Rs 73,000/- against the affectee's "Phatta" should be given to his widow because of following two major reasons:

• Mr. Zafar has died after the project's commencement date (during project). • Widow has been found deserving To check whether she deserves or not, Contractors’ HSE staff managed a visit to her house and public consultation was conducted there. Information collected or conditions observed there demonstrated that she belongs to a poor family and she has no source of income. Affectee's son is not normal enough to support his family. Their relatives / neighbors help them financially but still they were living a miserable life. One of their relatives named as Mr. Abbas was nominated to help them in providing the required documents.

The family was found illiterate; even they do not possess any document like CNIC of affectee, widow, son or "Nikahnama" that may reveal their relationship with the deceased affectee. Since

without any legal document it's impossible to compensate widow so to resolve this issue, another consultation was conducted with the Chairman of their village. He witnessed that this family is the actual family of the reported affectee and agreed that he will become the legal witness as per ADB's requirement. He was requested to help this poor family in developing CNIC from NADRA and getting death certificate of deceased affectee from concerned Union Council office.

Nominated person, as discussed above, was asked to assist widow for getting her new CNIC, death certificate of her husband, 02 passport size photographs & to open her bank account. He was asked to complete the required documentation and come to Contractors’ office along with the widow so that her file can be preceded as soon as possible. Contractors’ HSE staff has taken responsibility for all further proceedings of her case like the formation of all the Oath certificates as per requirement. Family of deceased affectee ensured their cooperation at all levels.

Agenda: To Resolve the Contractors’ Financial Issues

Location: Contractors’ Offices (Burewala& Pakpattan)

As already discussed that PC improvement project is diversely scattered project so it was very difficult for the contractor to texture and finish the Civil and Mechanical works within project completion date. Approximately 60 % Civil and Mechanical activities have been completed. For the remaining activities, Contractor has applied PMO for Extension of Time. But Contractor is facing some financial issues to execute remaining scope of work.

Public consultation was conducted by the Consultants’ Sociologist in the presence of Contractors’ Management staff and local suppliers. Local Suppliers were found too much worried about their payments and were disappointed rather Contractor will clear their payments on time or not. Consultants’ Sociologist listened their complaints one by one and described the reasons of delay in payments. He also satisfied them that the issues being faced will not prolong for longer period of time. It was also discussed that pending staff and labor salaries will also be paid very soon.

Local suppliers and all other participants were advised that they should not create any kind of hindrance in Contractors’ activities because remaining works of KB especially 05 head regulators of canal distributaries are very critical and required to be completed at any cost before the end of KB closure i.e. 15th of April, 2017.

• Consultants’ sociologist promised to resolve reported issues as soon as possible. • He ensured that he will conduct meetings with higher authorities to resolve this issue. • Local suppliers were found somewhat satisfied with Contractor and Consultants’ joint efforts to resolve this issue. Agenda: Awareness about Extension in Canal Closure

Location: KB

KB off takes from PC(U) at RD 112+104. This canal irrigates land for only 06 months. During this closure, scope of civil works included the dismantling and new construction of head regulators of 05 distributaries to increase the flow of water. Due to delayed construction activities, an extension of 05 days was awarded to Contractor to complete the rest of work.

Public consultation was conducted to make local community well aware about the delay in canal closure. It was discussed in detail that the construction activities in progress are for upcoming 50+ years so they have to bear this short time difficult period with patience. It was made clear the Contractor is utilizing his full resources & applying his entire effort to complete the work as soon as possible.

Local Community was too much worried first, but after this public consultation they were seemed much satisfied. They admitted that the ongoing construction activities are for their own welfare in the long run. Furthermore; the Chairman of that area was given the contact number to register any complaints regarding Contractor's activities at site.

Agenda: Renewal of Agreement for Acquired Land

Location: RD 354 PCU (Concrete Batching Plant Yard).

To execute the remaining construction activities of PC Improvement Project, 03 concrete batching plants have been left behind as it's impossible to conduct all concrete works from a single concrete batching plant. At RD 354 PC(U), concrete batching plant was installed on 15th May, 2016 and private land was acquired on lease for a duration of 01 year after filling an agreement with Land Owner. He was paid the land rent and crop compensation in accord with LARP guidelines.

After completion of 01-year land agreement was required to be renewed. Land owner was found over demanding because he was having few reservations regarding land restoration. For this purpose, public consultation was conducted in the presence of land owner and other members of that village. It was discussed in detail that it is impossible to pay them land rent more than that of LARP guidelines. Reasons for delayed construction activities and all of their perplexities regarding land restoration were clarified. He was made satisfied that land restoration will be accomplished immediately after completion of work as Contractor's prima facie duty. So they should not be supposed to create any kind of hurdle in Government based project.

Agenda: To Resolve Land Restoration Issue

Location: For Arifwala Concrete Batching Plant Yard

Previously there were installed 05 concrete batching plants to execute the construction related activities within the project area. With the passage of time and completion of some scheduled civil works, concrete batching plant at above cited location became free, uninstalled and removed. According to agreement filled with the land owner at time of land acquisition, it was mutually agreed that its Contractor's contractual obligation to restore the land up to previous undisturbed or un altered condition.

Land owner was having a number of reservations regarding land restoration. For this purpose public consultation was conducted in the presence of concerned ASI and chairman of that area.

It was discussed in detail that Contractor will restore the land as a prima facie duty at his earliest but land owner was not agreed at this. He demanded the restoration cost and requested that he wants to restore the land himself.

At his request, he was paid the restoration cost as per mutual agreement between both parties. Site restoration certificate was also signed by the land owner in which it was clearly written that land owner has received cash payment against his land restoration and Contractor is no more liable for this issue.

Agenda: Renewal of Agreement for Acquired Land

Location: RD 304 KB, RD 354 PC (U), RD 582 PC (L).

Private land was acquired on lease for construction of temporary diversion channel at RD 304 KB, for construction of new XR. Private land was also acquired on lease for temporary installation of concrete batching plant yards at RD 354 PC (U) and RD 582 PC (L). In the reported month, previous agreements signed with the land owners were expired and it was required to renew the agreements at all above cited locations.

For this, public consultations were conducted separately at all above mentioned locations. Land owners of all 03 locations were found a bit worried because of delay in construction activities. Technical reasons for delay in work were explained to them. It was made very clear that within delayed period of time, they will be paid sufficient amount as per new agreement.

New agreements were signed with them and cash payment was given for a duration of 06 months at RD 304 KB and for a duration of 01 year at RD 354 PC (U) and RD 582 PC (L). It was also explained that after completion of scheduled work, land will be restored up to previous / unaltered condition. They were made satisfied that at end of work, land restoration certificate will be signed by them as it is Contractor's Contractual Obligation to attain certificate of satisfaction from land owner.

Along with Civil activities Mechanical works also remained in progress. To complete the major key tasks during closure, work has been executed in day and night shifts. Due to heavy work load and crane activities on bridge, short term bridge closures were required. It was therefore necessary to make local community and transporters well aware regarding this.

Public consultation was conducted at several locations near Sulemanki Barrage to make local community and transporters well aware about the scope of work and requirement of short term bridge closures. Traffic problems on bridge were discussed with them and an alternative traffic route was directed. Purpose of installed barricading tape was explained. They were also instructed to follow the traffic men deputed on both sides of bridge to ensure the smooth traffic flow.

Observations and Findings

Local community and transporters appreciated the Contractors’ efforts to mitigate the HSE or traffic related issues as they were made satisfied that the inconvenience is temporary and they will be facilitated by this in the long run.

Since contraction joints on the bridge are exposed in the form of minor jumps due to the absence of Asphalt work. Public consultation was conducted near Sulemanki Barrage to make local community and transporters well aware regarding ongoing activities. It was discussed that very soon the bridge will become completely operational. They were made well aware about the uncovered contraction

joints and their associated accidental hazards. It was advised to follow the speed limit as 20 km/h or less.

Observations & Findings

• All of the participants appreciated the Contractors’ efforts to mitigate HSE issues and arrangement to ensure the smooth flow. • They were made satisfied that the inconvenience they are facing is temporary and they will enjoy the benefits of this work in the long term. • The community and transporter also appreciated the contractor efforts in foggy weather for smooth flow of traffic at bridge and diversion route.

Agenda: Water Sprinkling Issues

Construction activities at Sulemanki Barrage are going to be end. Divide wall repair works and construction of silt excluders is in progress. As already discussed that contraction joints of bridge are exposed yet due to lack of asphalt covering. This issue along with deposition of soil over bridge, movement of continuous traffic and project based heavy machinery cause dust pollution. Local community including shopkeepers and other stakeholders were facing much inconvenience due to these dust fumes. They complaint the HSE staff to resolve the problem.

Public Consultation was conducted with major stakeholders of that location. Their issue was listened attentively. It was discussed that Contractor has deployed water bozers for water sprinkling since start of project. Water bozers sprinkle water from camp to barrage twice or thrice a day. However; for last few days water sprinkling could not be made sure due to some mechanical faults in machinery. They were made sure that this issue will be resolved very soon and they will not face such problem again.

Since Sulemanki Barrage improvement project is in progress. For construction activities related to divide wall repair and silt excluders, coffer dam was constructed. After the completion of these works, coffer dam was required to be removed. Designated dumping site was selected near Sulemanki Barrage for proper disposal of coffer dam material. It was reported that few tractor trolley drivers were dumping the coffer dam material along the Fish Farms. Fish Farm owners were angry at this and approached Contractor's H.S.E staff to resolve that issue.

Public consultation was conducted with the Fish Farm owners and other major stake holders of that location to resolve that issue. Contactor’s H.S.E Staff listened their issue attentively and promised to resolve the reported issue at earliest.

Observation and Findings

• H.S.E staff ensured that inadequate dumping will be avoided in future. • Mechanical department was instructed strictly to dump coffer dam material within designated area. • H.S.E staff excused for the inconvenience they have faced and ensured that they will not face such inconvenience in future. • Community was thankful for the efforts of Contractor's H.S.E staff in this regard. 15.2. Redressal Mechanism

LARP implementation is in progress for compensations of displaced persons (DPs) which are under process by PMO-Punjab Barrages. Compensation is being awaited therefore in this period redressal mechanism is being followed by keeping and maintaining the complaint register at site on regular basis. 2. Description:

At reported date, time &location, civil activities for repair of Divide Wall & Silt Excluder construction were in progress. Person named as Mr. Ashfaq was deputed there as Civil Supervisor. During working hours, he went to a nearby nonoperational Chain Dozer to take some rest on its seat. Although containers have been placed at site for short term rest or tea break purpose but he committed such carelessness without

bothering to go to a specific place for rest. After some time while coming down from dozer, he could not maintain his balance. His left leg struck by the chain of dozer & was fractured just below the knee.

3. Responsibility

According to the above-mentioned details, affected person himself has been found responsible for this incident due to his careless attitude for work at site. As discussed earlier that despite of specific place availability for short term break, he went into nearby standing non-operational dozer for rest.

He is experienced enough to understand that chain dozer is not meant for rest purpose but still he went to the prohibited area for taking rest So, it has been observed that "Individual Carelessness" of affected person is the sole cause of this incident.

4. First Aid

Paramedical staff & Ambulance was available at site. First Aid was given at the spot by the First Aid Provider. After that he was immediately shifted to (Combined Military Hospital) CMH Okara. Contractor's H.S.E staff went along with patient to deal with all the treatment & expenditure issues. Immediate examination was made sure by orthopedic staff of Hospital. After getting plaster over his leg, he was shifted to his home on company's Ambulance.

5. Treatment Status

Contractor has made sure following arrangements for his treatment:

➢ Provided First Aid at incident spot. ➢ Paid for all treatment expenses in CMH Okara (Rs 10,000/-) ➢ Bore Ambulance expenses at all times (from site to CMH Okara & then back to his home) ➢ Paid complete medicine charges during treatment process. ➢ Paid for X-Rays charges. ➢ Paid an amount of RS 5,000/- for better diet ➢ Managed all the food expenses of patient & his attendants during treatment at CMH Okara

6. Additional efforts By Contractor

Regardless of the fact that all what happened was due to his individual carelessness, Contractor has paid for all of his treatment charges. Furthermore; he has been made sure that his same salary will be continued till his recovery. Contractor has also taken the responsibility to pay for all the medicine expenses in future.

7. Immediate H.S.E Measures

Toolbox talks have been conducted by the HSE department on immediate basis to restrict all the workers for committing such a careless behavior. They have been warned that they will be heavily fined if they have been found in prohibited areas without permit or Job specific duties. They have also been advised to stay away from machinery either it is operational or nonoperational.

Mechanical Operators have also been trained to park machinery in proper parking places if not in use so that no irrelevant personal can reach up to them. If operational, then do not leave it alone without turning it off properly. They have also been guided to lock the doors when machinery is not in use so that no one can use it for any irrelevant purpose.
