RANDALL ABSTRACT This report summarizes the observations and findings of a team of four specialists from the U.S. Geological Survey assigned to Pakistan under the auspices of the U.S. Agency for International Development during May to August 1972 for a hydrologic evaluation of Salinity Control and Reclamation Projects in the * Indus Plain.1 Individual members of the team undertook comprehensive studies related to climatology, surface-water hydrology, and the canal system; streamflow and sediment yields of the rivers; computer applica­ tions to hydrologic data; aquifer characteristics; hydrologic evaluation of Salinity Control and Reclamation Pi-ojects (SCARPs); tubewell performance; hydrology of shallow versus deep tubewells; well and well-screen design in the Indus Plain; evaluation of observed and anticipated trends in both private and public tubewell development; evaluation of water-quality programs, data analysis, and records, and computer coding of special water-quality data; and evaluation of water-level

The GDP of the country in 2000/01 came down due to severe drought that occurred in the country. Situation changed in 2003/2004 because the country’s GDP was 6.4 percent higher than the government objective figures of 5.3 percent due mainly to the favorable conditions of the manufacturing sector, as well as the recovery of the agricultural sector. However, economy of the country is still on the decline due to problems of debt repayment, and other medium and long-term problems such as delay of adequate privatization, stagnation of agricultural productivity, sluggish growth of export industry, etc. Major problems in the fields of irrigation and drainage are summarized in the issues of: a) shortage of water resources in accordance with population increase, b) lowering of irrigation efficiencies caused by the deterioration of provided irrigation systems, c) facility damages due to water-logging and salt, water contamination, lowering of ground-water table, flood, and; d) shortages of operation and maintenance (O&M) costs due to low recovery of water-charges, etc.

    Pakistan Political Science Review Vol. 1 No. 1 (2019) MAKING OF NEW PROVINCES IN PUNJAB AND ITS IMPLICATIONS ON FEDERAL STRUCTURE OF PAKISTAN Muhammad Faisal University of the Punjab, Lahore Abstract:- Pakistan is a federal state having four provinces. Punjab is the largest province of the country with regard to population diversity. The ethno-regional, socio-economic, linguistic and institutional diversity in this region is bifurcated. The province is ethno-regionally and linguistically divided; socio-economically gulfed and institutionally marginalized. This unequal and marginalized development in the past led to the spectrum of intra-regional movement for making of new provinces in Punjab. The intra-regional movements are based on ethnic lines supported by the regional political parties. Political elites in the mainstream political parties advocate/advocating administrative, institutional, bureaucratic as well as ethnic baseline for making of new provinces in the province of Punjab. Based on the historical trends, this paper will address the constitutional, administrative, political, socio-economic, ethno-linguistic and institutional baselines for making of new provinces in Punjab. This restructuring will affect the federation of Pakistan in constitutional, administrative and institutional way. It will also study the implications of restructuring of Punjab on federal structure of Pakistan. This paper will be an important document for further policymaking in this realm.
