News Release 28 October 2020 News Release MARKING 20 YEARS OF ENGINEERING SINGAPORE’S DEFENCE The Defence Science and Technology Agency (DSTA) celebrated 20 years of building Singapore’s defence capabilities and growing a vibrant science and technology ecosystem at a commemorative ceremony today. Deputy Prime Minister (DPM), Coordinating Minister for Economic Policies and Minister for Finance Heng Swee Keat, who was the Guest-of-Honour, congratulated DSTA on 20 years of progress and achievements. DPM Heng said that a strong science and technology core will be even more critical to the Singapore story and the Singapore Armed Forces, as Singapore navigates an increasingly complex world with fast-evolving threats. He also thanked DSTA staff for going beyond the call of duty to support the ongoing fight against COVID-19, such as developing solutions to aid contact tracing, procuring emergency healthcare supplies and co- developing temperature self-check systems and Mobile Swab Stations. DPM Heng launched DSTA’s 20th anniversary commemorative book, Ordinary People Extraordinary Passion, chronicling the organisation’s transformation, innovations and contributions over two decades. These include delivering the highly networked Island Air Defence System, the Singapore Army’s first fully digitalised Hunter Armoured Fighting Vehicle, and the Littoral Mission Vessel that was extensively customised to meet Singapore’s unique needs, among other defence innovations. DSTA Chief Executive Tan Peng Yam said, “DSTA was established as a statutory board to give us the autonomy, speed, and flexibility to harness the best of science and technology globally, including the commercial sector. To achieve our mission, we adopted the strategy in investing in and harnessing our people to their fullest potential. We place great emphasis on our shared purpose as well as creating meaningful work and a vibrant environment for everyone to collaborate, innovate and grow. We couldn’t have achieved all these without the support and collaboration with our partners and friends from across the globe too.” Page 1 of 2 The commemorative event was also attended by Minister for Defence Dr Ng Eng Hen, Senior Ministers of State for Defence Heng Chee How and Zaqy Mohamad, Permanent Secretary (Defence Development) Joseph Leong, Chief of Defence Force Lieutenant-General Melvyn Ong and senior officials from the Ministry of Defence and the Singapore Armed Forces. Minister for Defence Dr Ng Eng Hen attended the 12th meeting of the Singapore- Australia Joint Ministerial Committee (SAJMC) via video conferencing this morning. During the meeting, Dr Ng and Australian Minister for Defence Peter Dutton reaffirmed the close and long-standing defence relationship between Singapore and Australia. Both Ministers expressed satisfaction with the steady progress made in the joint development of training areas and advanced training facilities in Queensland, Australia, amidst the COVID-19 pandemic. This is one of the key initiatives under the Singapore-Australia Comprehensive Strategic Partnership. 2. The Ministers also exchanged views on regional and international security issues of mutual concern to both countries, including the need to enhance counter-terrorism and cybersecurity cooperation. They welcomed the deployment of an Australian liaison officer to the Counter-Terrorism Information Facility in Singapore. Both Ministers were also encouraged by the close cooperation between both countries at the ASEAN Defence Ministers’ Meeting- Plus and the commitment to the Five Power Defence Arrangements, which will mark its 50th anniversary later this year. 3. The Singapore Armed Forces (SAF) and the Australian Defence Force have a long history of military cooperation, with extensive interactions including bilateral and multilateral exercises, professional exchanges, cross attendance of courses and joint operational deployments. Minister Yaacob earlier shared that the Government will listen carefully and consult widely in the formulation of policies. Let me now elaborate further on how we intend to do this. 2. Several members – Mr Zaqy Mohamad, Mr Baey Yam Keng, Mr David Ong and Mr Seng Han Thong – have highlighted the need for the Government to involve Singaporeans in the policy-making process. I agree fully with them – our policies are meant to improve the lives of Singaporeans, and must take into account the views of Singaporeans. 3. Public engagement is an important part of the policy-making process. It is neither new nor something that we are just doing now. In fact, it is something that we have been doing all along. But over the years, we have increasingly intensified our efforts to engage on a wide range of issues, with as many stakeholders as possible, and through various platforms, be it dialogues, webchats, townhalls or discussion forums. 4. In 2012, there were more than 30 public consultation efforts across the different ministries. Beyond these 30 consultation efforts, there were many others - informal exchanges, focus group discussions and so on, that took place across the different ministries and agencies. 5. However, as highlighted by Mr Baey Yam Keng and some other Members, there is certainly scope for us to do more.
