OPENING REMARKS BY SENIOR MINISTER TEO CHEE HEAN AT THE PUBLIC SECTOR DATA SECURITY REVIEW COMMITTEE PRESS CONFERENCE ON 27 NOVEMBER 2019 Good morning everyone and thank you for attending the press conference. Work of the PSDSRC 2 As you know, in 2018 and 2019, we uncovered a number of data-related incidents in the public sector. In response to these incidents, the government had immediately introduced additional IT security measures. Some of these measures included network traffic and database activity monitoring, and endpoint detection and response for all critical information infrastructure. But, there was a need for a more comprehensive look at public sector data security. 3 On 31 March this year, the Prime Minister directed that I chair a Committee to conduct a comprehensive review of data security policies and practices across the public sector. 4 I therefore convened a Committee, which consisted of my colleagues from government - Dr Vivian Balakrishnan, Mr S Iswaran, Mr Chan Chun Sing, and Dr Janil Puthucheary - as well as five international and private sector representatives with expertise in data security and technology. If I may just provide the background of these five private sector members: We have Professor Anthony Finkelstein, Chief Scientific Adviser for National Security to the UK Government and an expert in the area of data and cyber security; We have Mr David Gledhill who is with us today. He is the former Chief Information Officer of DBS and has a lot of experience in applying these measures in the financial and banking sector; We have Mr Ho Wah Lee, a former KPMG partner with 30 years of experience in information security, auditing and related issues across a whole range of entities in the private and public sector; We have Mr Lee Fook Sun, who is the Executive Chairman of Ensign Infosecurity.

Moving Fast, Far and Forward By Edwin Tong, SC, Senior Minister of State for Law and Health Wefie with MinLaw officers at COS 2019 The budget season is upon us again. Deputy Prime Minister and Minister for Finance Heng Swee Keat just delivered his Budget Statement in Parliament on 18 February. It was a budget that addresses immediate concerns, yet is also far- sighted. We have to respond to challenges in the new decade, against a backdrop of COVID-19 outbreak, as well as global structural shifts, economic uncertainties and strategic tensions, and yet also ask what kind of Singapore we want to have in the decades to come. From tomorrow till next week, the Parliament will sit as a Committee of Supply, and examine the various ministries’ plans. This rigorous process is necessary to ensure that the budget addresses Singapore’s current and future needs, while remaining fiscally sustainable – a sacrosanct principle which has served us well. Before the Ministry of Law (MinLaw) presents our plans for the year to the Committee of Supply, I thought I would share what we had achieved last year. We Moved FAST Singapore is a small country, with small population and land area. As our Founding Father Mr Lee Kuan Yew said, “for Singapore to survive and prosper, we need to be relevant and useful to the world”. To maintain relevance, we need to be nimble and adapt to the constantly changing world. The same applies to our legal industry. We are small, with only about 1,000 law firms and 7,000 lawyers; the world’s largest law firm has more lawyers than all of Singapore! To carve out a niche for 1 ourselves in the world, we need to adapt, and adapt fast, to the evolving legal landscape – shifting client expectations, alternative legal service providers, legal technology.

PRESS RELEASE First Meeting of National Jobs Council 1. As announced by Deputy Prime Minister Heng Swee Keat in the Fortitude Budget, the National Jobs Council has been formed to identify and develop job opportunities and skills training for Singaporeans amidst the COVID-19 situation. Chaired by Senior Minister Tharman Shanmugaratnam, the Council will mobilise the tripartite partners’ networks and schemes to maximise support for jobseekers. The Council will include other political office holders and leaders from industry and unions, with Deputy Prime Minister Heng Swee Keat as Advisor. (Please refer to the Annex for the list of Council members.) The National Jobs Council will also align its work and implementation strategies with that of the Future Economy Council and the Emerging Stronger Taskforce. 2. The Council met for the first time today. It took account of the impact of COVID- 19 on the outlook for jobs, and discussed priority areas for achieving the SGUnited Jobs and Skills Package. The Council confirmed the following Terms of Reference: a. Identify and develop job opportunities for Singaporeans amidst COVID-19 and its aftermath; b. Rally and mobilise tripartite partners and training providers to establish a sizeable bank of SGUnited Jobs and Skills opportunities, catering to various sectors and every skill level; and c. Enable Singaporeans to take full advantage of the scaled-up opportunities, through tight coordination across Government and tripartite partners and effective implementation of: i. Job creation and matching; ii. Attachments and training for re-skilling; and iii. Job redesign in support of enterprise transformation. 3. The Chief of Staff of the French Air Force (FAF) General (GEN) Denis Mercier was conferred Singapore's prestigious military award, the Pingat Jasa Gemilang (Tentera) or the Meritorious Service Medal (Military)], by President Tony Tan Keng Yam. Minister for Defence Dr Ng Eng Hen presented the award to GEN Mercier at the Ministry of Defence this morning. GEN Mercier was conferred the award in recognition of his outstanding contributions and efforts in forging excellent defence ties between the FAF and the Republic of Singapore Air Force (RSAF). The relationship between the two air forces has deepened under GEN Mercier's leadership. GEN Mercier has provided strong support for the RSAF's training in Cazaux Air Base which enabled the RSAF to strengthen its training efforts, produce more capable fighter pilots and meet its training needs. GEN Mercier has also lent invaluable support to greater military-to-military interactions, such as through the attachment of an FAF Qualified Flying Instructor to the RSAF Fighter Wings Course Programme. These interactions have strengthened the professionalism and mutual friendship between the personnel of both air forces. Speaking after the investiture, GEN Mercier said, "I feel sincerely honoured to be conferred the award by the President of the Republic of Singapore. 5,000 overseas Singaporeans pay tribute to our founding Prime Minister Mr Lee Kuan Yew at Singapore Day 2015 On 11 April, Deputy Prime Minister Teo Chee Hean and Minister in the Prime Minister's Office Grace Fu joined about 5,000 Singaporeans in Century Park, Shanghai for Singapore Day 2015. The event was an emotional reunion for Singaporeans in China who paid tribute to the late Mr Lee Kuan Yew and his contributions to Singapore. It was also an occasion for our overseas Singaporean to mark our nation's achievements over the past 50 years and look forward to the future. "I am heartened to see how our overseas Singaporeans, here in China and around the world, have rallied together to pay tribute to the late Mr Lee Kuan Yew, our founding Prime Minister. More than 5,400 overseas Singaporeans came together to hold heartfelt memorial events in 36 cities. Mr Lee's passing has brought us all closer together as a nation. Let us hold fast to this spirit of unity and resilience as we work together to build on Mr Lee's legacy", said Deputy Prime Minister Teo Chee Hean. DPM Teo also led all those present at the event to observe a minute of silence to the passing of Mr Lee. At the Remembering Lee Kuan Yew Marquee, attendees penned about 2,000 tribute messages, in memory of the late Mr Lee Kuan Yew. In a special concert, Singaporean artistes including Dick Lee, Tay Kewei, Li Weisong, Li Sisong and Rahimah Rahim gave tribute song performances.
