For immediate release PRIME MINISTER’S OFFICE PRESS STATEMENT VISIT BY DEPUTY PRIME MINISTER AND COORDINATING MINISTER FOR NATIONAL SECURITY TEO CHEE HEAN TO THE UNITED KINGDOM AND IRELAND 22 – 29 MARCH 2018 Deputy Prime Minister and Coordinating Minister for National Security Teo Chee Hean will visit London and Manchester in the United Kingdom (UK) from 22 to 26 March 2018, and Dublin, Ireland from 27 to 29 March 2018. In London, DPM Teo will meet Minister for the Cabinet Office and Chancellor of the Duchy of Lancaster David Lidington, Secretary of State for Defence Gavin Williamson, and Minister of State for Universities, Science, Research and Innovation Sam Gyimah. DPM Teo will also meet parliamentarians, think-tanks and business leaders to discuss regional developments and business opportunities for the UK in our region. DPM Teo will join Overseas Singaporeans at Singapore Day 2018. This is the third time Singapore Day is held in the UK following previous editions in London in 2014 and 2009. In Manchester, DPM Teo will meet Mayor of Greater Manchester Andy Burnham. DPM Teo will also meet industry and academic representatives from the University of Manchester, and visit science, technology and innovation facilities to explore cooperation with the UK in these areas. In Dublin, DPM Teo will meet Tánaiste (Deputy Prime Minister) and Minister for Foreign Affairs and Trade Simon Coveney, Minister for Finance and Public Expenditure & Reform Paschal Donohoe, Minister for Housing, Planning and Local Government Eoghan Murphy and Speaker of the Lower House of the Parliament of Ireland Seán Ó Fearghaíl. DPM Teo will also meet the Overseas Singaporean community based in Ireland. DPM will be accompanied by Senior Parliamentary Secretary for the Ministry of Education and the Ministry of Trade and Industry Low Yen Ling, and Member of Parliament and Chairperson of the Government Parliamentary Committee for Communications and Information Zaqy Mohamad. Members of the public will also be able to access amenities and facilities such as F&B outlets and an outdoor community area equipped with fitness equipment, a running track and a football field. The building is scheduled to be completed in 2023. Speaking at the event, Dr Ng said that the NS Hub represented another milestone in Singapore's NS journey. He said, "It represents another milestone in our commitment to NS. And if you think about NS or our commitment to NS, it is a shared one. It is a shared commitment because it cannot exist otherwise. You have to have the Government and the citizens behind it. It does not work one without the other.

Mr Chairman, as Singapore settles into Phase 3 and vaccinations are underway, we seek to sustain the momentum for recovery and emerge stronger post-COVID-19. 2. Minister Yaacob earlier shared that the Government will listen carefully and consult widely in the formulation of policies. Let me now elaborate further on how we intend to do this. 2. Several members – Mr Zaqy Mohamad, Mr Baey Yam Keng, Mr David Ong and Mr Seng Han Thong – have highlighted the need for the Government to involve Singaporeans in the policy-making process. I agree fully with them – our policies are meant to improve the lives of Singaporeans, and must take into account the views of Singaporeans. 3. Public engagement is an important part of the policy-making process. It is neither new nor something that we are just doing now. In fact, it is something that we have been doing all along. But over the years, we have increasingly intensified our efforts to engage on a wide range of issues, with as many stakeholders as possible, and through various platforms, be it dialogues, webchats, townhalls or discussion forums. 4. In 2012, there were more than 30 public consultation efforts across the different ministries. Beyond these 30 consultation efforts, there were many others - informal exchanges, focus group discussions and so on, that took place across the different ministries and agencies. 5. However, as highlighted by Mr Baey Yam Keng and some other Members, there is certainly scope for us to do more.

SPEECH BY MS SIM ANN, SENIOR MINISTER OF STATE, MINISTRY OF COMMUNICATIONS AND INFORMATION (MCI) AT THE MCI COMMITTEE OF SUPPLY DEBATE, 2 MARCH 2021 Introduction 1. The past year has been challenging, to say the least, and we have all come to value the importance of staying connected. Digitalisation has been critical in enabling us to do so, even as we adopt safe distancing measures. We are transforming digitally as a society, but we need to ensure that the transformation is inclusive. 2. I will elaborate on four key strategies to achieve this: (a) First, we know not all Singaporeans are progressing at the same pace in the digital journey. Regardless of your starting point, the Government and key stakeholders will support you with the necessary resources. (b) Second, we will forge strong partnerships with stakeholders. (c) Third, we will continue to improve our last-mile delivery infrastructure. (d) Fourth, we will strengthen our communication efforts, making trusted information accessible to all. Supporting fellow Singaporeans to go digital 3. Let me address how we will approach inclusive digitalisation, starting with small businesses, as asked by Ms Tin Pei Ling, Mr Sharael Taha and Mr Cheng Hsing Yao. 4. We stepped up efforts to help small companies, including mom-and-pop HDB shops, to adopt simple digital solutions through the Heartlands Go Digital initiative. MOS Low Yen Ling and I co-chair the Heartland Digitalisation and Revitalisation Committee, and she had earlier spoken on how the Committee is helping heartland enterprises keep pace with digitalisation, taking into account their unique context.
