The development of the construction industry, conducting construction in accordance with standard projects, and transforming the construction materials industry in hard-to-reach and sparsely populated areas will make significant progress in solving the housing problem. Industrialization of housing construction is a catalyst for strong growth of the region’s economy and the quality of life of citizens. The purpose of this study is to develop a methodology for assessing the level of industrialization of the territory’s construction complex and its development potential for increasing the volume of low-rise housing stock. Research tasks: 1) assessment of the need to develop housing construction, including low-rise housing, on a particular territory; 2) development of a methodology for calculating the level of industrialization of construction in the area under consideration to determine the possibility of developing low-rise housing construction in this area in the proposed way; 3) approbation of the method using the example of rural areas of the Arkhangelsk region. It was revealed that the districts of the Arkhangelsk region have medium and low levels of industrialization. The districts that are most in need of an increase in the rate of housing construction have been identified. -

The Arkhangelsk oblast has long been one of Russia’s most important forest industrial regions. This paper analyses the changes in accessibility of forest resources and forest commodity production during the transition period in the 1990s. Special attention is given to firm restructuring, active roles of domestic capital and the different survival strategies that have been developed by in- dustries in the region. Further analysis deals with signs of economic recovery in the forest sector due to the processes of restructuring, modernisation and self-organisation. The goal of the effort is eventually to operate the route on a year-round basis, offering it to commercial shippers as an alternative, substantially shorter route from northern Europe to the Pacific Ocean in the hope of raising hard currency in exchange for pilotage, icebreaking, refuelling, and other services. Meanwhile, the international law of the sea has been developing at a rapid pace, creating, among other things, a right of transit passage that allows, subject to specified conditions, the relatively unrestricted passage of all foreign vessels - commercial and military - through straits used for international navigation. In addition, transit passage permits submerged transit by submarines and overflight by aircraft, practices with implications for the national security of states bordering straits. This study summarises the law of the sea as it relates to straits used for international navigation, and then describes 43 significant straits of the Northeast Arctic Passage, identifying the characteristics of each that are relevant to a determination of whether the strait will be subject to the transit-passage regime. -

living in two places: permanent transiency in the magadan region Elena Khlinovskaya Rockhill Scott Polar Research Institute, University of Cambridge, Lensfield Road, Cambridge CB2 1ER, UK; [email protected] abstract Some individuals in the Kolyma region of Northeast Russia describe their way of life as “permanently temporary.” This mode of living involves constant movements and the work of imagination while liv- ing between two places, the “island” of Kolyma and the materik, or mainland. In the Soviet era people maintained connections to the materik through visits, correspondence and telephone conversations. Today, living in the Kolyma means living in some distant future, constantly keeping the materik in mind, without fully inhabiting the Kolyma. People’s lives embody various mythologies that have been at work throughout Soviet Kolyma history. Some of these models are being transformed, while oth- ers persist. Underlying the opportunities afforded by high mobility, both government practices and individual plans reveal an ideal of permanency and rootedness. Spatial distributions of δ18O values in ice wedges and elementary ice veins have been plotted for the present time and for MIS 1, MIS 2, MIS 3, and MIS 4. Trend lines of spatial distribution of δ18O for different time periods are almost parallel. Based on the data on isotope composition of ice wedges of different age, winter paleotemperatures have been reconstructed for the Russian Arctic and their spatial distribution characterized. Its overall objective is to improve our understanding of circum-Arctic coastal dynamics as a function of environmental forcing, coastal geology and cryology and morphodynamic behavior. The fourth IASC-sponsored ACD workshop was held in St. Petersburg, Russia, on November 10-13, 2003. Participants from Canada (7), Germany (7), Great Britain (2), the Netherlands (1), Norway (1), Russia (32), Ukraine (1) and the United States (8) attended. During the first part of the workshop, 63 papers dealing with regional and/or circum-Arctic coastal dynamics were presented. Based on the material presented, five thematic working groups were identified: (1) GIS working group to develop of a circum-Arctic coastal GIS system, (2) coastal permafrost working group to discuss processes involved in the transition of onshore to offshore permafrost, (3) biogeochemistry working group with the focus on transport and fate of eroded material (4) biodiversity working group to initiate planning of an Arctic Coastal Biodiversity research agenda, (5) environmental data working group to discuss coastal dynamics as a function of environmental forcing. -

The article, devoted to the analysis of transport and geographical locations, describes possible strategies for the development of tourism in the Arkhangelsk Oblast. The main goal of the research was the development of logistic schemes of the transportation of tourists from the places of formation of tourist flows to the Arkhangelsk Oblast. The methodological basis of the article is to determine the economic dis- tances between potential tourist distribution centers and their places of interest in the area. Moscow, St. Petersburg, and Arkhangelsk were considered as the main towns of departure. Kargopol, Solvychegodsk, Kholmogory and Lomonosovo, Solovki, Kenozersky National Park, and Pinega caves are regarded as the main sites of tourist interest in the Arkhangelsk Oblast. It was determined that Kargopol is the most acces- sible for tourists, and Kenozersky National Park is the most recognizable by tourists but the least accessible. The object of world cultural heritage, the Monastery of the Transfiguration of the Saviour on Solovki is the most accessible for tourists from the territory of Karelia. It is recommended to optimize the schedule and to synchronize the work of transport for tourists to improve the transport accessibility of recreational facili- ties in the area.
