Originally, the Special Files were to contain only reference copies of correspondence, memoranda, minutes of meetings, reports, position papers, briefing materials, studies, and other nonrecord material maintained for convenience in office or individual files. Official copies of all permanently valuable State Department records were supposed to be included in the Central Files of the department. World War II and the subsequent cold war, however, put a heavy strain on the record-keeping system at the department. Also, officials became more reluctant to send particularly sensitive or important records to the more general Central Files. As a result, many original documents, record copies, working papers, drafts, informal notes, and annotated copies of memoranda were incorporated into the Special Files. The Special File number comprises the last two digits of the year in which the file was retired or deactivated by the originating office or individual, a letter designation (D for department origination, F for origination at a Foreign Service post, and M for a special mission), and a final number that simply indicates the sequence in which a particular collection was retired. For example, Special File 53-D-413 refers to file deactivated in 1953, originating at the Department of State, which was the 413th file retired that year. It should be noted, however, that not all files that have been retired are still in existence. Some have been consolidated with similar material or have been destroyed because of a lack of permanently valuable records. Lot Files 53-D-413 and 55-D-107: CINCFE Korean Situation File Maintained by H. Freeman Matthews, 1951-1954 These records consist of Top Secret-designated U.S. Army and Air Force telegrams furnished to the State Department by the Defense Department Liaison Office and maintained in the office of Deputy Undersecretary of State H. Freeman Matthews. The telegrams relate primarily to U.S. proposals for an armistice and the prolonged armistice negotiations. There are also telegrams pertaining to the changing military and political situation in Korea and UN support. Lot Files 66-D-503 and 69-D-54: Bureau of Far Eastern Affairs, General Records of the Country Director for Korea, 1952-1966 These records consist of formerly Top Secret documents relating to such topics as the Korean Armistice, President Syngman Rhee, the Korean internal security situation, U.S. national security policy, the Korean army and its capabilities, the South Korean economy, and export controls. Documents highlight general economic conditions, relationships with other nations, military affairs, UN matters, U.S. aid programs, investment, health, education, defense, strategic trade controls, economic development plans, and cultural exchanges. Lot File 67-D-244: Deputy Undersecretary for Political Affairs, 1962-1963 These records cover the proposed U.S. and South Korea troop withdrawals and reductions in South Korea. Documents detail U.S. intervention for the return of passengers from the hijacked Korean National Airlines plane in 1958. As a result, while most of the documents within each folder are filmed in reverse chronological order, some are filmed in chronological sequence.
