Since 1996 the Schools/Conferences are held exclusively at the University of Maribor, under the organization of CAMTP - Center for Applied Mathematics and Theoretical Physics, every three years. The 7th School/Conference is the largest, according to the number of invited lecturers (49), whilst it is third largest as to the number of other participants (about 38). Also, according to the richness of the scientific and cultural programme, it is probably the best, as you can see in the following pages of this Book of Programme. The character of our Schools/Conferences is strongly international, we have invited lecturers and participants from all over the world, from almost all continents, and the national component of the Slovenian participants in total (invitees and others) is about 10%.

In both cases, these are important events for our country. With the experience gained since independence, during its Presidency of the OSCE in 2005, and during its Presidency of the EU in 2008, this will be Slovenia’s third presidency of a major international organisation. In the first five years of its membership of the European Union, Slovenia has continued to grow in international prestige and recognisability, and a number of significant milestones have contributed to make us feel truly at home in the EU. During its Presidency of the Council of Europe, Slovenia will devote particular attention to the rights of minorities and Roma. We will strive to ensure that the legally regulated position of the Roma ethnic community continues to improve.     Slovenia Report Miro Hacek, Susanne Pickel, Frank Bönker (Coordinator) Sustainable Governance Indicators 2018 © vege - stock.adobe.com Sustainable Governance SGI Indicators SGI 2018 | 2 Slovenia Report Executive Summary From September 2014 to April 2018, Slovenia was governed by a center-left coalition led by Prime Minister Miro Cerar and his Modern Center Party (SMC). Despite some differences of opinion and infighting, the three-party coalition managed to stay together and bring some much-needed economic stability to a country that had stood at the brink of a financial crisis in 2013/14. The Cerar government benefited from a favorable political position. Divided into two right-wing and two left-wing parties rarely able to reach a consensus on goals and interests, the opposition was not effective in blocking legislation. At times, the government even managed to cooperate effectively with the opposition, which has been relatively rare in recent Slovenian politics. While the Cerar government partially regained the public trust it lost in 2015, when trust in government fell to the lowest levels found among citizens across OECD countries, disenchantment with politics and political institutions has remained high, and the three parties of the governing coalition continued to score poorly in public opinion polls. In 2017, the recovery from the economic recession of 2008-2013 continued. The country’s robust economic growth helped reduce the fiscal deficit and resulted in a strong decline in unemployment. At the same time, however, the favorable short-term economic situation reduced the pressure to move on with policy reforms. Although Slovenia features the largest long-term sustainability gap of all EU members, the announced comprehensive health care reform has been postponed once more.

In March 2018, Prime Minister Miro Cerar, who had led a center-left coalition since September 2014, surprisingly resigned citing increased criticism from public sector unions and strong opposition to the government’s high-profile project of constructing a second railway line to the port of Koper. In the early parliamentary elections of June 2018, most traditional center-left parties, including Cerar’s Modern Center Party (SMC), lost votes. However, the rise of a new center-left party, the party of Marjan Šarec (LMŠ), a comedian turned mayor who came second in the presidential elections in 2017, allowed the center-left parties to reject the possibility of forming a ruling coalition with the winner of the elections, the center-right Slovenian Democratic Party (SDS) of Janez Janša which won twice as many votes as its nearest rival. In September 2018, the five center-left parties (List of Marjan Sarec, LMŠ; Modern Center Party, SMC; Democratic Party of Pensioners of Slovenia, DeSUS; Social Democrats, SD; Party of Alenka Bratušek, SAB) formed a minority government, which is tolerated by the leftist Levica party. In 2017 and 2018, the recovery from the economic recession of 2008 – 2014 continued. The country’s robust economic growth, which was around 5% in 2017 and 2018, helped reduce the fiscal deficit and resulted in a strong decline in unemployment. At the same time, however, the favorable short-term economic situation reduced the pressure on the Cerar government to further policy reforms.

    Po Duhu nacionalnega 1/4 - marec 2020 Za pogumne, dojemljive, pravične, nesebične... Ako zmoreš odpreti srce - beri počasi – opazuj - dejstva povezuj. Ako tega ne zmoreš, lahko te vznemiri, raje odloži… Semper Veritas – Resnica ima svojo ceno. Resnica splošno ni prijazna, zatorej bolj vznemirja. Prisotnost laži povzroča bolečino v srcu, duši. Zgolj razumsko se laži težje prepozna, tu Smo, da vaša srca tudi tolažimo. Smo vedno bolj odločni - oprosti človek - zmanjkuje ti časa. Človek svojo ne-pozornost (usodno) sprva usmerja enim, drugim, po višji resnici neposvečenim, kasneje, bolj po nuji pa tudi posvečenim, višjega Znanja. Duhovni ljudje, v medicinskem izrazoslovju nismo, tega se za zdravje ne potrebuje veliko. Usposobljeni smo, da vsako znanost tu na Zemlji, obrazložimo in nadgradimo z naprednim znanjem od Zgoraj, v nasprotnem pravilnega razvoja ne bo, Zemlja pa implodira. O virusih - vsak po svojem ne-dojemanju. V svetu, kjer gre skoraj vse narobe, znanje še ni dovolj cenjeno, torej do sprememb nujno pride, četudi s pomočjo in pre-močjo Onih; viruse, veliko tega, se tolmači enostransko oz. napačno, kar zavaja nepodučene, ves svet. Korekten del zdravstvenih delavcev se prej ali slej izjasni malce bolj po (materialistični) resnici, tako kot se je korektneje že izjasnila v delu manipulacij 'nevarnih' virusov iz prejšnjih let. Simpatiziramo z delom zdravstva, kjer se prizna, da marsikaj ni v redu. Dopolnjujemo: C.O.V.ID: Central Operation Visible IDentification 19: število genomov vladajoče elite, entitet NewWorldOrder, dočim jih ima človek 23 (diploidnih).     Cirila TOPLAK* REPRESENTATION IN CRISIS AND REDEFINED CITIZENSHIP IN THE AFTERMATH OF THE 2012 MARIBOR PROTESTS Abstract. This article summarises the pertinent facts and analyses the outcomes of the 2012–2013 protests, in par- ticular those in Maribor, with the aim of arguing that an acute crisis of representation was the principal reason for the popular discontent which was only exacerbated by the economic crisis, otherwise identified as the crucial context of the protests. Despite a post-protest relapse into neoliberal depoliticisation, a subsequent redefinition of post-democratic citizenship has emerged via innovative forms of direct action. The methodologies used to create this text were partly descriptive and critical analytical, and partly militant research which integrates scientific research with civic political activities. Yet I explic- itly argue that the still on-going crisis of representation in Slovenia has only been worsened by this expression of popular discontent because the out- comes of the protests have been reduced to a few post-protest political par- ties of which even fewer have made it to representative institutions at the national or local level at which they could not or would not instigate any systemic changes. Moreover, due to the protests’ failure to produce any pal- pable change, the citizens have become demotivated for any future mobi- lisation with the protests thus having reinforced the grip on power of the very political establishment they had supposedly aimed to destabilise.
