CARRIED Resolution 016-2020 Moved by Cheryl Pasay that the Municipal Planning Commission approve Development Application # 2355 – Application to allow requested variances to an existing garage of 18.73% and two existing sheds at 34.68% and 10.5% to the East property line on the NE 16-63-19-W4 (AG – Agricultural District containing 157.46 acres), as presented with the following conditions: 1. The Applicant obtaining all applicable provincial licenses and must obtain all appropriate Safety Code Construction Permit(s) from the County Office and ensure that all of the permits are closed final and compliant. 2. The Applicant is to comply with Land Use By-law 1194-2015 and the Municipal Development Plan 1195-2015, with the exception of the variance allowing the garage and sheds to be placed within the 40m setback requirement as per Section 6.7(3). 3. That the Applicant must conform to the County’s General Municipal Servicing Standards, a copy of which can be obtained from the County office or found at http://www.thorhildcounty.com/Portals/0/documents/departments/planning/GMSS%20County%20of %20Thorhild%20BOOKLET.pdf . Page 2 of 49 4. The Applicant must ensure the development is in accordance with the site drawing attached to this development permit. Should the development be placed incorrectly, the Applicant will be responsible to correct the error either by relocation or removal or a subsequent development application, at their sole expense. 5. All development must be located at least 15 feet away from low-pressure municipal gas lines and 150 feet away from high-pressure municipal gas lines. 6. The Applicant must contact Alberta One-Call prior to any ground disturbance, including demolition and new development. 7. The Applicant will be required to obtain Alberta Transportation approval as the development is within 800m of a Highway. 8. The Applicant will be required to obtain Alberta Environment approval if further development is desired as wetlands have been identified on the property. ([email protected]) 9. The Applicant must comply with all other municipal bylaws, i.e. Traffic Safety Bylaw No. 1154-2011 and Emergency Services Bylaw No. 2017-2016. 10. The Applicant must implement FireSmart practices where possible. 11. The Applicant is to adhere to the Occupational Health & Safety (OH&S) provincial regulations and standards. 12. The Applicant will take all appropriate measures to ensure all work related to this development is located within the legal boundaries of this property and ensuring that the drainage, grading and landscaping work related to this development does not negatively affect adjacent properties. Tech of Archi Worx Consulting Inc. The purpose of the field review was to review the existing 16’x70’ mobile home to move from Drayton Valley to Thorhild County. Upon review of the mobile home (see Figures 1 & 2), the home has had new siding, windows and roofing materials installed. The existing metal cladding wall material is still in place under the vinyl siding. The house has been upgraded but not modified. Figure 1: Existing Front/South (left) & Back/North (right) Elevations Figure 2: Existing West Side (left) & East Side (right) Elevations 1 Page The mobile home has the CSA specification plate on the interior of a kitchen cabinet (see Figure 3). The mobile home was constructed in 1989 by Shelter Industries Inc of Estevan, Saskatchewan. The climatic data on the nameplate (see Figure 4) still meets the latest edition of the code regardless of the move from Drayton Valley to Thorhild County. It is the responsibility of the mover to gather all permits/approvals for moving this structure from the current mobile home park to the new location.

    APPENDIX C AESO PIP PIP Summary Abee 993S Substation Upgrade 1. Introduction The AESO’s Participant Involvement Program (PIP) is designed to notify the parties notified in the transmission facility owner’s (TFO’s) PIP and any other parties that the AESO determines may have an interest in the needs identification document, including, but not limited to: i. occupants, landowners or residents; ii. local authorities, agencies and government which have responsibilities related to electric transmission line development; iii. First Nations and Métis; and iv. market participants (collectively, Stakeholders). The AESO’s PIP has been conducted in accordance with the requirements of Section 6.2.1, NID19 and Appendix A2 of the current Alberta Utilities Commission (Commission) Rule 007 (AUC Rule 007), effective August 1, 2019. From May 2019 to September 2019, the AESO conducted a PIP to assist in preparing its Abee 993S Substation Upgrade Needs Identification Document (NID). The AESO directed the TFO, in this case AltaLink Management Ltd., in its capacity as general partner of AltaLink, L.P., to assist the AESO in providing notification as part of the AESO’s PIP. 2. Stakeholder Notification The AESO developed a one-page AESO Need Overview document with the purpose of notifying Stakeholders of the following items: • a description of the need for development; • a description of the AESO’s preferred option to respond to the system access service request; • identification of the general area where facilities could be installed to implement the AESO’s preferred option to respond to the system access service request; • the AESO’s contact information, including telephone, email and website, for further information; and • the AESO’s next steps, including the AESO’s intention to apply to the Commission for approval of the need.

(a synthetic sports field division). E Original Product Line: T The company’s original product line was cementitious mixes primarily for lumberyards and do-it- yourself box stores. P Sand Division: The company’s sand division manufactures and distributes a variety of filter sands and blasting R media. INTRODUCTION Concerned Citizens of Thorhild County (CCTC) have indicated that they require an independent hydrogeological review of the proposed Thorhild Landfill (the “Site”). The proposed location of the Landfill is NW 18 & 19-61-20-W4M. CCTC have hired a second independent consultant to complete the regulatory and design/construction review for the facility. At the request of CCTC, WorleyParsons has completed a preliminary review of selected reports prepared for Waste Management of Canada Corporation (WMCC) in order to provide a preliminary evaluation of the hydrogeological conditions beneath the proposed Landfill. 2. HYDROGEOLOGICAL REVIEW Based on the review of the reports provided by CCTC and other published reports referenced herein, WorleyParsons provides the following comments in regards to the regional and Site hydrogeology. 2.1.1 Regional Geological and Hydrogeological Conditions Although a description of the regional geology/hydrogeology is provided in the Millenium EMS Ltd. (MEMS) hydrogeological assessment report (MEMS 2007a), a more thorough understanding on the Site hydrogeology within the regional context would be of benefit in determining potential migration pathways and off-site receptors. For instance, a preliminary review of selected water well drillers’ reports for the areas adjacent to the Site (AENV 2009) suggests that varying thickness of sand and sand/gravel deposits within the till unit, as well as coal units within the upper bedrock units, are prevalent throughout the area.
