Negative trends associated with the media sphere in previous years persist, such as the media’s low level of professionalism, poor protection and conditions for journalists, a weak and oversaturated media market, an unsustainable public media service, a fragmented media scene, and political influence. BOSNIA & HERZEGOVINA 16 EUROPE & EURASIA MEDIA SUSTAINABILITY INDEX 2014 introduction OVERALL SCORE: 2.04 BOSNIA & HERZEGOVINA Bosnia and Herzegovina (B&H) did not show signs of political or economic stabilization in 2013. The governing political parties avoided focusing on substantive reforms and implementing international standards. In April, Ba new political party launched—the Democratic Front, led by Željko Komšić, the Croat member of the B&H tripartite presidency. In the same month, the president of the Federation of B&H, Živko Budimir, was arrested on the accusation of taking bribes to approve amnesties but was released in May due to lack of evidence. In June 2013, public protests in front of Sarajevo’s parliament building and in other cities in B&H highlighted the lack of regulation of citizen IDs for newborns. The citizen initiative across B&H, although holding a promise of revolutionary change, ended as an unsuccessful bid to change politicians’ corruption, inequality, and incompetence. Finally, at the beginning of November, the B&H House of Peoples, in an emergency session and without debate, adopted the proposed amendments and changes to the law on ID numbers. The fact that the protests were organized through online platforms and social media illustrated new media’s growing influence in socially mobilizing the country. However, Serb and Croat parliamentarians framed the protests as an ethnically driven threat to their security and refused to attend parliamentary sessions for several weeks.

INTERNATIONAL ELECTION OBSERVATION MISSION Bosnia and Herzegovina – General Elections, 7 October 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 2018 general elections in Bosnia and Herzegovina were genuinely competitive but characterized by continuing segmentation along ethnic lines. Voters were presented with a wide choice of candidates, who were able to campaign freely. Contestants, however, focused more on personal attacks and fearmongering than on discussing political alternatives. Dependence of media on political and business interests often caused biased coverage. Instances of pressure and undue influence on voters were not effectively addressed. Long-standing deficiencies in the legal framework remain and recent reform discussions stalled due to political disagreements, further eroding trust in public institutions. Overall, the upper levels of the election administration ran the elections efficiently. On election day, polling station commissions worked transparently but faced some difficulties with following procedures, particularly during counting. The legal framework is generally conducive to democratic elections. However, important long-standing shortcomings remain, as constitutional and electoral reforms were stalled by political deadlocks. In particular, restrictions on the right to stand based on ethnicity and residence are contrary to OSCE commitments, Council of Europe and other international standards. Judgments of the European Court of Human Rights on this issue remain unimplemented.

INTERNATIONAL ELECTION OBSERVATION MISSION Bosnia and Herzegovina General Elections, 12 October 2014 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS Sarajevo, 13 October 2014 – This Statement of Preliminary Findings and Conclusions is the result of a common endeavour involving the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), the OSCE Parliamentary Assembly (OSCE PA), and the Parliamentary Assembly of the Council of Europe (PACE). Roberto Battelli (Slovenia) was appointed by the OSCE Chairperson-in-Office as Special Coordinator and the leader of the short-term OSCE observer mission. Marietta Tidei (Italy) headed the OSCE PA delegation, Tiny Kox (Netherlands) led the PACE delegation. Cornelia Jonker (Netherlands) is the Head of the OSCE/ODIHR Election Observation Mission (EOM), deployed from 3 September 2014. The assessment was made to determine whether the elections complied with OSCE commitments and Council of Europe standards for democratic elections, as well as international obligations and domestic legislation. This Statement of Preliminary Findings and Conclusions is delivered prior to the completion of the election process. The final assessment of the elections will depend, in part, on the conduct of the remaining stages of the election process, including the count, the tabulation and announcement of results, and the handling of possible post-election day complaints or appeals. The OSCE/ODIHR will issue a comprehensive final report, including recommendations for potential improvements, some eight weeks after the completion of the election process. The OSCE PA will present its report on 3 December at its Bureau Meeting in Basel. The PACE delegation will present its report on 18 November at its Standing Committee meeting in Brussels.

However, many believe that the radio management policies are now increasingly sidelining this aspect of the radio. This is ironic given the fact that the radio stations are supposed to be community platforms where members converge to celebrate their community life and discuss issues of mutual interest. In this case study, I have studied three community radio stations- RS in Nepal, KCR in Sri Lanka and SCR in New Zealand- investigating how the radio management policies are positively or negatively, affecting community access and participation. The study shows that in their effort to stay economically sustainable, the three stations are gradually evolving as a ‘hybrid’; something that sits in-between community and commercial radio. Consequently, programmes that are produced by the local community are often replaced by programmes that are produced by full-time paid staff; and they are more entertaining in nature and accommodate more advertisements.
