The purpose of the present paper is to characterise the socio-economic potentials of the regions situated on both sides of the Polish-Russian, Polish-Belarusian and Polish-Ukrainian boundaries (against the background of historical conditions), as well as the economic interactions taking place within these regions. The analysis, carried out in a dynamic setting, sought to identify changes that have occurred owing to the enlargement of the European Union (including those associated with the absorption of the means from the pre-accession funds and from the structural funds). The territorial reach of the analysis encompasses four Polish units of the NUTS 2 level (voivodeships, or “voivodeships”), situated directly at the present outer boundary of the European Union: Warmia-Mazuria, Podlasie, Lublin and Subcarpathia. Besides, the analysis extends to the units located just outside of the eastern border of Poland: the District of Kaliningrad of the Rus- sian Federation, the Belarusian districts of Hrodna and Brest, as well as the Ukrainian districts of Volyn, Lviv and Zakarpattya. -

CHURCH LIFE NEVER DISAPPEARED - BOOK ON BAPTIST HISTORY IN THE RUSSIAN ENCLAVE OF KALININGRAD PUBLSHED by William Yoder Dr. William Yoder, long time member of the REE Editorial Advisory Council, and living in Europe since the mid 1970s, writes regular news releases from Moscow in English and German for the Russian Baptist Union and the Russian Evangelical Alliance. Very likely the first Russian-language book dealing with Baptist life in the once-German Soviet enclave of Kaliningrad (German East Prussia) after 1945 appeared recently. Its author is Anatoly Krikun, the current Baptist Bishop (called “Starshy Presbyter”) of Kaliningrad/Königsberg. Publisher is the “Russian Union of Evangelical Christians-Baptists” and the “Moscow Baptist Theological Seminary”. -
Treasures of Culinary Heritage” in Upper Silesia As Described in the Most Recent Cookbooks
Teresa Smolińska Chair of Culture and Folklore Studies Faculty of Philology University of Opole Researchers of Culture Confronted with the “Treasures of Culinary Heritage” in Upper Silesia as Described in the Most Recent Cookbooks Abstract: Considering that in the last few years culinary matters have become a fashionable topic, the author is making a preliminary attempt at assessing many myths and authoritative opinions related to it. With respect to this aim, she has reviewed utilitarian literature, to which culinary handbooks certainly belong (“Con� cerning the studies of comestibles in culture”). In this context, she has singled out cookery books pertaining to only one region, Upper Silesia. This region has a complicated history, being an ethnic borderland, where after the 2nd World War, the local population of Silesians ��ac���������������������uired new neighbours����������������������� repatriates from the ����ast� ern Borderlands annexed by the Soviet Union, settlers from central and southern Poland, as well as former emigrants coming back from the West (“‘The treasures of culinary heritage’ in cookery books from Upper Silesia”). The author discusses several Silesian cookery books which focus only on the specificity of traditional Silesian cuisine, the Silesians’ curious conservatism and attachment to their regional tastes and culinary customs, their preference for some products and dislike of other ones. From the well�provided shelf of Silesian cookery books, she has singled out two recently published, unusual culinary handbooks by the Rev. Father Prof. Andrzej Hanich (Opolszczyzna w wielu smakach. The Russian Federation has been actively raising the awareness of European institutions about the peculiar situation of the region, separated by mainland Russia and surrounded by land by two countries, Lithuania and Poland, soon-to- become members of the European Union. The perspective of the enlargement of the European Union to the Russia‘s exclave immediate neighbours is raising fears that the isolation of the Oblast would deepen and its economic and social backwardness worsen. The Council of Europe has responded to these legitimate preoccupation by taking recently several initiatives. In 2002, the Parliamentary Assembly held a thorough debate which led to the adoption of Recommendation 1579 on the Enlargement of the European Union and the Kaliningrad Region. -

The main cause for this is the fact that concrete exclave of the Russian Federation – which is the country’s westernmost outpost – has been left cut off from Russia by Lithuania and Poland and surrounded by countries that are orienting themselves toward the European Union and NATO. -

Enclave To Exclave: Kaliningrad Between Russia And The European Union Brian Vitunic Columbia University The Kaliningrad region compels questions that neither Russia nor the European Union are ready to answer. Russian territory located outside of Russia’s contiguous borders, Kaliningrad’s unique geographic status stretches both the physical dimensions and conceptual cohesion of the European Union and Russia. When the surrounding countries Lithuania and Poland become EU members, probably in 2004, the 15,100-sq-km region will become a Russian exclave in “Schengenland.” The most immediate problem for the territory will be the impact of the border controls, visa regime, and customs agreements that new EU members must enact under the Schengen Agreement.1 Currently free of visa requirements, Kaliningraders would need Schengen visas for overland transit across Lithuania and Poland in the expanded EU. In addition to isolating with a paper wall the 1.3 million Kaliningrad residents from their own country of citizenship, restrictions on the movements of goods and people would damage Kaliningrad’s weak economy, which is propped by small-scale cross-border smuggling and legal trade,2 and potentially substitute a cordon sanitaire for active solutions to the region’s problems. Russian Deputy Foreign Minister Ivan Ivanov singled out the four main problems of the Kaliningrad territory at a 7 March 2002 meeting with European Commission officials and Polish and Lithuanian government leaders: visas, transit, energy, and fish.3 He noted that agreements with neighboring countries over fishery quotas address the fish issue; energy supply will be guaranteed by construction of a power-generating station in Kaliningrad as part of a Russian federal program in 2005. -

The issue of transit is important and should not be a problem if the EU and Russia co-operation in a timely fashion to ensure that those Russians who need to travel across the future territory of the EU have the proper travel documentation. The EU is ready to assist Russia in this effort and to contribute to improving the situation at the borders so that people can cross these as speedily and easily as possible. The EU is also keen on co-operating on all the other important issues which concern this part of Russia and the wider Baltic region, including economic development, energy, environmental and health issues. All citizens of Russia, including those in Kaliningrad, and the EU stand to benefit from close co-operation between the EU and Russia on Kaliningrad, the impact of EU enlargement, and the development of the wider region. &RRSHUDWLRQRQ.DOLQLQJUDGIRUPVSDUWRIWKHEURDGHU(85XVVLDSDUWQHUVKLS which has developed over the past years and which will become even more important for both the EU and Russia after EU enlargement when the shared borders become much longer than they already are. It also contains an amendment submitted by the Government of Turkey. Moreover it contains some new inland water routes and ports as well as seaports proposed. With a view to cover all project region, when no information received by a country, the secretariat has made proposals based on existing international road and rail transport agreements (as indicated in italics). Routes that are not currently part of the EATL network are also shown in italics. The proposed new routes are reflected in the respective extracts of the AGC/AGTC and Trans Asian Railway maps and the AGR and Asian Highway maps, for easy reference. Following an EU Council Joint Action of 20 July 2001, it is now an integral part of the new structures that will support the further development of the CFSP/ESDP. The Institute’s core mission is to provide analyses and recommendations that can be of use and relevance to the formulation of EU policies. In carrying out that mission, it also acts as an interface between experts and decision-makers at all levels. In order to understand the connection between modern Russia and mod- ern Europe one should recall the history of their relations. Those who can adequately understand the past, will understand the present and foresee the future. Thus, the key to the understanding of the problem of Europe-Russia relations, in our opinion, is the institutional economic history, i. e. history perceived as a science that deals with the processes of development of the "game rules", which determine relations between people. The book "Russia and Europe: path-dependence (an institutional analysis of the history of eco- nomic development)" [6] recently published in Kaliningrad is our attempt to analyse the global economic history as a process of institutional competition — the global competition of economic systems and institution. It is the competi- tion which acts as a certain framework for the partially conscious, partially spontaneous selection of the most effective ways of the socioeconomic de- velopment of humanity. -

Geopolitics of the Kaliningrad Exclave and Enclave: Russian and EU Perspectives Alexander Diener and Joshua Hagen1 Abstract: Two U.S. political geographers examine a range of geopolitical issues associated with the shifting sovereignty of Russia’s Kaliningrad Oblast (a part of the former German province of East Prussia) during the 20th century, as well as the region’s evolving geopolitical status as a consequence of the European Union’s enlargement to embrace Poland and Lithu- ania. They argue that Kaliningrad today can be considered a “double” borderland, situated simultaneously on the European Union’s border with Russia as well as physically separated from Russia, its home country, by the surrounding land boundaries of EU states. Although technically neither an exclave nor an enclave, they posit that in many ways it resembles both, and as such presents a unique set of problems for economic development and interstate rela- tions.
