KUJAWSKO-POMORSKIE 1. REGIONAL POLICY CONTEXT 1.1. General Presentation and Experience to Date Key features and challenges of Region’s city areas Situated in central Poland, the Kujawsko-Pomorskie Region is primarily agricultural with 52 towns in the voivodeship inhabited by 61% of the total population. Its two major cities are the regional capitals of Bydgoszcz and Toruń, with 18% (356 ths inhabitants) and 10% (205 ths inhabitants) of the Region’s total population respectively, followed by Włocławek, Grudziądz and Inowrocław. Classified as sub-regional towns: Włocławek and Grudziądz, former industrial towns are developing their service sectors. The regional policy aims to focus on the economic development of the Bydgoszcz and Toruń Metropolitan Area. However, neither the Voivodeship Development Strategy nor the ROP for 2007-2013 Programming Period incorporated any provisions for a complex and coherent strategy for building a Metropolitan Area, as these types of documents are created at a certain level of generality. The key objectives of the current metropolitan policy are to reinforce the functions of supra-regional importance of both cities, whilst also integrating the public transportation systems, and protecting the environment against the adverse impact of development, and supporting the management system in the Bydgoszcz and Toruń Metropolitan Area1. Experience in using Financial Instruments To date, regeneration projects in Kujawsko-Pomorskie have only been financed by subsidies and grants (subsidies cover a financial support secured by the government agencies which may include grants, but also other forms of support as underwriting and guaranteeing fees and expenses, while grants are cash support, extended for a specific purpose). Financing has been granted to 32 towns in the current Programming Period 2007-2013. The funds were distributed on the basis of inter alia, the size of the towns and their income levels. For the inhabitants of Stanislaviv and a significant part of the Stanislaviv Voivodeship, it did not turn out to be a war against the Third Reich, but Soviet aggression – it is another episode on the long list of Polish- Russian armed conflicts in history. For people who lived in the western, southern and northern provinces of the Second Polish Republic, the war immediately took on a normal appearance. Air raids by enemy planes began, as a result – bombing, and a few days later the front was changed. The symbols of those days were mass groups of soldiers moving through these territories, both Polish soldiers who had to defend their homeland and those Germans who sought to conquer the Polish state.

Because of exceptional features of animate and inanimate nature, large parts of the province are covered by various forms of nature protection. There is 1 national park (NP), 72 nature reserves (NRs), 9 landscape parks, 21 protected landscape areas and 40 Natura 2000 sites within the administrative borders of the province. The most unique natural features are found in the Świętokrzyski National Park (ŚNP), but the largest surface of the province is covered by protected landscape areas. Świętokrzyskie Voivodeship is the first in Poland in terms of the share of protected areas (as much as 65.2%), strongly outdistancing other Voivodeships. Small natural objects are much more numerous than large protected areas. At present, the Świętokrzyskie Voivodeship has 705 natural monuments (NMs), 114 ecological sites (ESs), 20 documentation sites (DSs) and 17 nature and landscape complexes (NLCs).     SYTUACJA POWODZIOWA W WOJEWÓDZTWIE ŚWIĘTOKRZYSKIM 28 lipca 2001, godz. 13.00 Powiat Sandomierski Stan wody na rzece Wiśle przekracza wskazania wodowskazu i wynosi 818 cm - do korony ochranianego wału na całej długości brakuje ok. 50 cm. Trwa umacnianie wałów przy pomocy worków z piaskiem. Utrzymuje się również dość trudna sytuacja w miejscowościach położonych wzdłuż rzeki Koprzywianka. Trwa wypompowywanie wody z zalanych terenów przy pomocy pomp wysokowydajnych. Najbardziej zagrożonymi gminami są Koprzywnica i Samborzec W gminie Samborzec odnaleziono zwłoki mężczyzny, który uległ utonięciu. Powiat Kazimierski Sytuacja powodziowa stabilizuje się. Na terenie gminy Opatowiec podtopionych jest 21 gospodarstw, ewakuowano 6 gospodarstw. Zalanych jest około 750 ha użytków rolnych. Na terenie gminy Bejsce w wyniku cofania wody na rzece Nidzicy zalane zostały użytki rolne o powierzchni około 800 ha. Powiat Kielecki Sytuacja stabilizuje się. Poziom wody systematycznie się obniża. Powiat Opatowski Sytuacja na rzece Kamiennej stabilizuje się. Trudna sytuacja występuje w miejscowościach wzdłuż rzeki Wisły, na której stan alarmowy został przekroczony o 232 cm (na wodowskazie w Annopolu). W gminie Tarłów, we wsi Sulejów zostało zalane około 60 ha użytków rolnych, w tym jedno gospodarstwo; ewakuowano 1 rodzinę wraz z dobytkiem. Zagrożenia występują na przepompowni wody w Nowem (gmina Ożarów) oraz na wałach Wisły na terenie gminy Tarłów na długości 12,5 km (podsięki pod wały). W 4 sołectwach trwa ewakuacja zwierząt i sprzętu. Powiat Włoszczowski W gminie Kluczewsko zagrożone miejscowości: Ciemiętniki - zalanych 50 ha, Pilczyca - zalanych 30 ha, Komorniki – zalanych 50 ha. W gmina Włoszczowa zagrożone są miejscowości Gościęcin – zalanych 100 ha oraz Silpia Duża – zalanych 70 ha. Ponadto zagrożone są gminy Radków, Moskorzew, Secemin.
