The strategy is a tool for creating development targeting available financial and regulatory instruments. 2. The strategy covers only those issues on which the Self-Government of Pomorskie Voivodeship and its partners in the region have a real impact. 3. The strategy does not include purely local issues unless there is a close relationship between the local needs and potentials of the region and regional interest, or when the local deficits significantly restrict the development opportunities. 4. The strategy does not focus on issues of a routine character, belonging to the realm of the current operation and performing the duties and responsibilities of legal entities operating in the region. 5. The strategy is selective and focused on defining the objectives and courses of action reflecting the strategic choices made. 6. The strategy sets targets amenable to verification and establishment of commitments to specific actions and effects. 7. The strategy outlines the criteria for identifying projects forming part of its implementation. 8. The strategy takes into account the specific conditions for development of different parts of the voivodeship, indicating that not all development challenges are the same everywhere in their nature and seriousness.

Abstract: The Vistula Lagoon is a cross-border area with high natural values and a developing market of tourist services. Passenger shipping is an important part of local tourism, but ship owners are insufficiently involved in planning processes and their views on creating shipping development are underrepresented. The article aims to compare the vision of the development of passenger shipping in the Polish part of the Vistula Lagoon between local governments creating the spatial policy and ship owners offering transport services. We have made an attempt to verify the development prospects. The collation of these visions was based primarily on the qualitative analysis of the content of planning and strategic documents (desk research method) and a survey conducted among all six ship owners. Thanks to the comparative analysis, it was possible to show similarities and differences and to indicate recommendations. The paper presents review of the available literature on the subject, thanks to which the research area was identified as unique in Europe. On the one hand, it is a valuable natural area, which is an important tourist destination, on the other hand, there are organizational and infrastructural limitations in meeting the needs of tourists. Na czym polega Powiat został utworzony, aby zarządzać usługami publicznymi, z którymi nie misja powiatu? poradziłyby sobie gminy, szczególnie mniejsze. Dlatego też powiat ponosi > odpowiedzialność za zarządzanie szpitalami, prowadzenie szkół ponadgimnazjalnych, urzędów pracy czy sprawy geodezji. With respect to this aim, she has reviewed utilitarian literature, to which culinary handbooks certainly belong (“Con� cerning the studies of comestibles in culture”). This region has a complicated history, being an ethnic borderland, where after the 2nd World War, the local population of Silesians ��ac���������������������uired new neighbours����������������������� repatriates from the ����ast� ern Borderlands annexed by the Soviet Union, settlers from central and southern Poland, as well as former emigrants coming back from the West (“‘The treasures of culinary heritage’ in cookery books from Upper Silesia”). The author discusses several Silesian cookery books which focus only on the specificity of traditional Silesian cuisine, the Silesians’ curious conservatism and attachment to their regional tastes and culinary customs, their preference for some products and dislike of other ones. From the well�provided shelf of Silesian cookery books, she has singled out two recently published, unusual culinary handbooks by the Rev. Father Prof. Andrzej Hanich (Opolszczyzna w wielu smakach.     Barometr regionalny tom 11 nr 2 Polish Regionalism — Present Challenges and Threats Wojciech Orłowski University of Maria Curie-Skłodowska in Lublin, Poland University of Management and Administration in Zamość, Poland Abstract After the accession of Poland to the European Union our country started to be defined as a decentral- ized state with a regional structure. The aim of this paper is to compare Polish legal solutions to the Italian and Spanish solutions regarded as classic models of regionalism. The effect of the analysis is the conclusion that the biggest obstacle for the development of regionalism in Poland is the lack of proper legal regulations including constitutional regulations. It is responsible for the fact that Polish voivodeships do not have guarantees of territorial integrity. Theoretically there is even a possibility to replace them with other units of territorial division. Other restrictions for regional development are: insufficient level of financing and the lack of formed social ties in newly formed voivodships. Due to these factors voivodships do not play their own political role. The situation could be changed as a result of an enlargement of regional competences and granting voivodships limited autonomy similarly to the situation in Italy and Spain. Introduction In foreign literature, and even in works being official documents of the European Union there is a description of Poland equally with Italy and Spain as a state with a decentralized regional struc- ture . There are opinions that the experience of some of the countries preparing for EU accession further confirms the link between European integration and the restructuring of sub-national tiers of government .
